Current invoices and payrolls for the month of March 194], properly audited, and vouchered as evidenced by voucher No. ~562 thru 5661, submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and Golf Departments for the month of March 194], submitted and examined. Financial statement and statement of revenues and expenditures during the month of March 1943, submitted and examined. Bank statements in all accounts for the month of March 1943, properly reconciled, submitted and examined. APplication next received from Patrick & Llngle for permit to construct a galvanized citrus packing house on Lots 6,7 & ~ Block 14, Tier ~, E R. Trafford~s Map, located on the east side of French Avenue between Twelfth Street and Thirteenth Street, and on motion of Commissioner Bishop, seconded by Commissioner Gut and carried, same was granted. A group of local attorneys consisting of Masers Edward J. Nelson Jr., S.J.Nlx, Jas. G. Sharon Sr., John G Leonardy, R.W.¥ara, and Garland W.$pencer as spokesman, next appeared before the Board and presented the following resolutions adopted by the Seminole County Bar Association: RESOLUTION. Seminole County Bar Association at special session assembled on the 12th. day of April A.D. 1943, adopted the following resolution: WHEREAS there has been much complaint about the operation of the Municipal Court of the City of Sanford, Florida, Darticularly with reference to the fact that the Municipal Judg® on the bench of said Court is not versed in the law but is a layman, and WHEREAS the Seminole County Bar Association believes that it is to the best interest of City of Sanford, Florida, the citizens thereof, and the persons tried before said Court that an attorney-at-law licensed to practice said profession should be appointed as the Municipal Judge of the City of Sanford, Florida in order that such attorney may try all cases in said Court as such judge according to the laws of the State of Florida and the decisions of the Supreme Court of Florida, THEREFORE BE IT RESOLVED by Seminole County Bar Association that this association recommend to the City Commission of the City of Sanford, Florida that said Commission forthwith a~point a licensed attorney-at-law practicing in the City of Sanford, Florida as Municipal Judge of said Court, and MINUTES C ~ ~' RD FLORIDA, April 12, _a~___~30 ~ ~N 1 9 43 ITY ~OMMISSION, :::~ANFO , ~ ~ ~ ~ BE IT ~URTHERRESOLVED that the City Commission of the City of Sanford, Florida. WHERE~,B the Municipal Court of the City of Sanford, Florida, for the past several years has been presided over by a layman, and WHEREAS the Seminole County Bar Association believes it to the best interest of the Municipal Government and the people of the City of Sanford, Florida that the Municinal Court should be presided over by an attorney licensed to practice his orofesslon in the City of Sanford, Florida, THEREFORE BE IT RESOLVED that Edward J.Nelson Jr, James G.Bharon,Sr. and Garland W.Soencer be and they are hereby aooolnted to draft a bill to be presented to the Legis- lature of the State of Florida, in the nature of a general bill but a local bill based upon the population of the City of Sanford, Florida, which population according to the Federal Census of 1940 is 10,217, ~roviding that all cities and towns having a population of n~ less than 10,2OO and not more than 10,3OO shall elect or employ a Municipal Judge who is a licensed attorney to oractlce his profession in said city or town and fixing the salary of said Municipal Judge to be not less than $1OO.OO per month and not more than $250.00 oar month, said salary to be fixed by the governing body of such cities and towns, and BE IT FURTHER RESOLVED that a cody of this Resolution be forthwith transmitted to the City Commission of the City of Sanford, Florida, and BE IT FURTHER RESOLVED that a cody of this Resolution be sent to the senator of the Thirty-seventh District and to the reDresentatlves Adooted this the 12th. day of April A.D.1943. of Seminole County, Florida. Cemmissioner Higgine Aye " Bishop Aye " Gut Aye " Hill Aye " Lodge Aye Communication next read from F.A.Dyson, contractor for constructing the U~O Recreation Building in Fort Mellon Park, advislng that he is unable to secure new concrete blocks of ~he size specified in the clans of said building and requesting the City to sell him 9000 blocks from its old warehouse building at a price of .06 per block delivered on the Job. Thereupon after further consideration, and in view of the fact that no other con- crete blocks are available for Mr. Dyson to use in the conetruction of 1;he Recreation Building, Commissioner Bishop moved that the Ctty sell him the 9000 blocks at a price of $350.00, provided he will salvage them from the old warehouse building himself. Seconded by Commissioner Lodge and carried. On motion duly carried, the Clerk was next authorized to send two of the pistons from the diesel engines at the Water Plan~ to Warriner & DesRocher at Miami, Florida, for the puroose of having them rebushed, of which the cost will be approximately $?0.OO each. On motion of Commissioner Gut, seconded by Commissioner Bishop and carried, the Commission nex~ authorized the sale of the following property acquired by the City thru foreclosure of tax liens, subject to all unpaid S~ate and County taxes: Mrs hula Lewis Singletary - S. 43 ft of Lot S & N ? ft of Lot 9 Block 11 Tier 9 Martin's Add. at a price of payable $5~.46 cash and balance $25.00 monthly to include interest at 6% on unpaid balance. A'oril 12 _at 7:30 P M .19 43 Application next received from Mrs Jeanette L.Goodhue to Ourchase Lot 33, Sanford Heights at a price of $529.52, which represents the amount of the City's liens under the adjusted basis, plus foreclosure costs, offering to Day $50.00 cash and balance $25.00 monthly. Mrs Goodhue having owned this property before the City acquired it thru foreclosure ce taxes and special assessment liens. Thereupon Conaaisaloner Bishop moved the sale of the aforesaid property to Mrs Goodhue at a~price of $529.52 , subject to all unpaid State and County taxes, payable $50°00 cash and balance $25.00 monthly, to include interest at 8% on the unpaid balance. Seconded by Commissioner Bill and carried. Inspector Duncan next reported that the partly burned garage building located on Lot 2 Block 10 Tier 2, E.B. Trafford's Map is in a dilapidated and unsafe condition, and recommended that same be condemned. Thereupon the Clerk was instructed to notify the owner of the aforesaid property to make such r~pairs as a~e necessar.y to place this garage in a safe condition, and in the event of failure to do so, the ~ity will condemn and remove same. On motion of Commissioner H111,,seconded by Commissioner Gut and carried, the Commission next authorized a contribution in amount of $40.00 toward Sanford's quota for Central Florida's Blood Bank. On motion duly carried, the Commission next authorized the purchase of an 8" Water Gate Valve for the Water Department, to be used in connecting the new well to the water supply main. Fire Chief Cleveland was next authorized to attend the State Fireman's Association ~onvention to be held in Orlando on April 13 and 14, the expenses in connection therewith to be borne by the City. On motion of Commissioner Gut, seconded by Commissioner Bishop and carried, the Mayor and Clerk were next authorized to invest the sum of $4,500.OO in United States 2~% Series G Defense Savings Bonds, of which $3,000.00 is to be invested from the Insurance Fund, and $1,500.OO from the Water Utility Meter DeDosit Fund. Said bonds to be registered in the name of the City of Sanford,and will mature twelve years from date of issue. Municipal Judge F~ank L.~iller next appeared before the Board and denied the charges set forth in the letter of Attorney Edward JoNeleon Jr. registering complaint against the operation of the Municipal Court, which was presented to the Commission at the adjourned meeting of Aprll 5, 1943.
