Minutes of regular meetings of March 8 and 22, adjourned meeting of April 5, and regular meeting of April 12,1943, next read and aoorovedo Application next received from Charlie Reed for hermit to sell beer and wines at 520 E. Fifth Street, and on request of Chief of Police Williams same was rejected. Application next received from Mrs Katheryne Miller for permit to sell beer and Wines at 2600 Oak Avenue, and on recommendation of Chief of Police, Same was approved. A°°lication next received from Paul Parker for permit to Sell beer and wines at 1018 Pecan Avenue, and on recommendation of Chief of Police, same was aonroved Letter next read from Municloal Judge Frank L.Miller tending his resignatio~ as Municipal Judge, effective April 30,1943, and on motion of Commissioner Bishop, Seconded by Commissioner Hill and Carried, Same was accented. The following anolicatlons for the ~osition of Municipal Judge to fill the vacancy to be created by the resignation of Mr. Prank L.Miller, next presented: John G.Leonardy, attorne -at- . Edward J.Nelson Jr." Y . law. S.J.Nix ,. . . James G. Sharon Sr. . , , Thereupon after careful consideration, Commissioner Hill moved that James G. Sharon St. be appointed as Municipal Judge of the City of Sanford' effective as of May 1,1943, at a salary of $60.00 per month. Seconded by Commissioner Bishop and carried unanimously. On motion duly adopted the Clerk and City Attorney were next authorized access to Safety Deposit Box Nc.l?7 at the Sanford Atlantic National Bank for the our- pose of Securing two Water Plant Revenue Certificates due May 1,1943, said certificates owned by the Insurance Fund as an Investment. Consideration next given to the matter of appointing a Board of Bond Trustees to consist of three members, whose duties shall be as ~rescribed in Section 5? of the Charter as amended. The members of Such Board of Sond Trustees having resigned in 1936 and no appointments were made to establish a new Board. Thereupon after considerable discussion the Mayor anpointed Commissioners Bishop and Gut to confer with City Attorney Wilson with resnect to anoointing a Board of Bond Trustees of the City of Sanford. The Clerk next reported that the 60 days property owners on Park and Magnolia Avenues were abuttin~ their n~n~,, excited on April 17, in which the required to repair the sidewalks MINUTES CiTY COMMISSION, SANFORD, FLORIDA, Au, r 26 at 7:3o M 1943 643,644 and 645, adopted by the Commission on February $,1943,stating that all but sixteen of the seventy-seven property owners notified to repair said sidewalks had respired them within the 60 days time limit. Thereupon on motion duly carried, Inspector Duncan was authorized to have the sidewalks abutting the remaining sixteen properties repaired by contract,pro- ~ided the total cost does not exceed the sum of $200.00. The Mayor next reported that the specifications on the USO Recreation Building required only a No.2 ceiling to be used on the inside of the building, which is not a very good grade of lumber and will not be free from knots, stating that Mr. F.A.Dyson, the construction contractor, has agreed to substitute a No. 1 grade ceiling at an additional cost of $52.00, which will have to be borne by the City. Thereupon, on motion of Commissioner Gut, seconded by Commissioner Hill and carried, the Commission authorized an expenditure of $52.00 to cover the cost of substituting a No. I grade ceiling for the No. 2 grade specified to be used in the construction of the aforasatd building. In response to the Commission's endeavor to obtain lower rates for fire insurance on ~roperties in Sanford, communication was next read from South Eastern Underwriters Association making the following recommendations that the City of Sanford will have to comply with in full in order to have Sanford classified as National Board of Fire Underwriters Sixth Grade, or Second Class on both mercantiles and dwellings, which are based on the population, fire, defenses, and physical condition of Sanford as of March 30,1943. WATER ,~UPPLY 1. That the contemplated addtion well and booster pump be provided. .,FIRE,DEPARTMENT 2. That the manual strength of the fire department be increased so that a minimum of seven full time paid firemen will be on duty at the fire station at all times. 3. That a motor-driven hose truck, suitable for handling grass and brush fires, be provided; this truck to relieve the numoers from answering calls to grass fires in the outlying sections of the City. Matter taken under consideration by the Commission. Report of chemical analysis of water from the new well constructed under the Federal Works Agency Project, as prepared by Thornton & Company, Tampa, Florida, next nresented, such report showing the water to be satisfactory. Request next received from Mrs L.M.Wright for an adjustment of the assessed valuation in amount of $600.00 for years 1936 thru 1942 against the W. 30 ft. Of No. ll7 ft of Block 3 Tier 19 E.R. Trafford's Map, claiming that the assessments were too high for those years. Thereupon after careful comnarison of the assessed valuation of this property with similar properties similarly located, Commissioner Gut moved that the assessed valuation be reduced to $500.00 for the years 1936 thru 1942. Beconded by Commissioner Bishoo and carried. Commissioner but next introduced Ordinance No. 335, entitled: MINUTES CITY COMMISSION,- SANFORD, FLORIDA, A'oril 26 7:90 P M,194 ORDINANCE NO. 335. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, PRESCRIBING A PENALTY FOR THE CRIME OF ASSAULT AND BATTERY COMMITTED IN THE CITY OF SANFORD, FLORIDA° and same was placed on its first reading and read in full by the Clerk. Thereupon Commissioner Gut moved that the Tulsa Oe waived and said Ordinance No. 335 be placed on its final passage and adoption. Seconded by Commissioner Lodge. Thereupon the question recurred upon the waivure of the rules. On motion duly adopted Ordinance No. 335 was next ordered POSTED at the front door of the City Hall in the City of Sanford,Florida, in accordance with the terms of the Charter, as amended. Commissioner Bishop next introduced Ordinance No. 336, entitled: ORDINANCE NO. 336 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 115 OF THE REVISED ORDINANCES OF THE CITY ~F SANFORD OF 1914~ SAID SECTION ll5 OF SAID ORDINANCES PRESCRIBING A PENALTY FOR DISORDERLY CONDUCT OR BREACH OF THE PEACE. AND SAME WAS PLACED ON ITS FIRST READING AND READ IN FULL BY THE CLERK. Thereupon Commissioner Bishop moved that the No. 336 be placed on its final passage and adoption. Seconded by Commissioner Gut.
