May 10, 1943. Present: Commissioner Edward Higglns, Mayor. " George D. Bishop " H.James Gut M.J.Lodge City Attorney Fred R. Wilson City Clerk H.N . Sayer Chief of Police R.G.Willlams. Absent: Commissioner W.C.Hill. Meeting called to order by the ~hairman. C~rrent invoices and payrolls for the month of April 1943, vouchered as evidenced by voucher Nos 5662 thru 5744, submitted, payment authorized. properly audited and examined, approved and Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library, and Golf Deoartments for the month of April 1943, submitted and examined. Financial statement and statement of revenues and expenditures during the month of April 1943, submitted and examined. Bank statements in all accounts for the month of April 1943, properly reconciled, submitted and examined. Report of April analysis of milk being furnished by all dairies operating in Sanford, as prepared by Dr. L.A. Scribner's Laboratories at Orlando, next presented, such report show~,ng all such milk within the requirements of "Grade A Milk", except milk furnished by Stevens and Benson Wholesale Dairies. Commissioner Gut next introduced Resolution No. 655, and after being read in full by the Clerk, moved its passage and adoption. ORD, FLORIDA, May 10 at 7:30 19 43 WHEREAS, the above described lots, nieces or parcels of land are now occupied by persons unable either to purchase said properties or cay rent thereon and were so occupied on January 1,1943, and said properties will in all probability be so occupied during the remainaer of the year 1943, and the City will receive no income therefrom and the City Commission of said City deems it expedient and advisable and for the general welfare of the Uity and its people tO allow said orooerties to be so occupied for the year 1943, subject to the conditions hereinafter stated: NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,FLORIDA: That the above described orooerties owned by the City of Sanford may be occupied during the year 1943 by the parties now in possesssion thereof or such other parties as the City may allow to occupy said prooerties during said year, without payment of rent as tenants at sufference, the City reserving the right, however, to terminate such occupation and tenancy upon ten days notice; and, BE IT FURTMER RESOLVED that the Tax Assessor of Seminole County, Florida, be and he is hereby requested not to assess the above described properties for taxes for the year 1943. BE IT FURTHER RESOLVED that a copy of this Resolution be delivered to the Tax Assessor of Seminole County, Florida, and the Board of County Commissioners of said County. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING IT UNLAWFUL FOR ANY PERSON. FIRM OR CORPORATION TO BUILD, CONSTRUCT, ENLARGE OR TO AUTHORIZE THE BUILDING, CONSTRUCTION OR ENLARGEMENT OF ANY FRAME OR WOODEN BUILDING, TENT, BOOTH OR OTHER STRUCTURE, OR ANY VENEERED BUILDING OR ANY WOODEN BUILDING COVERED WITH CORRUGATED OR OTHER IRON, IN THE AREA WITHIN THE CORPORATE LIMITS OF THE CITY OF SANFORD, FLORIDA, HEREIN DESCRIBED AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS HEREOF. AND SAME WAS PLACED ON ITS FIRST READING AND READ IN ~JLL BY THE CLERK. Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote, had oassed and adopted said Ordinance No. 337, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING IT UNLAWFUL FOR ANY PERSON FIRM OR CORPORATION TO BUILD, CONSTRUCT, ENLARGE OR TO AUTHORIZE THE BUILDING, CON- STRUCTION OR ENLARGEMENT OF ANY FRAME OR WOODEN BUILDING. On motion duly adopted Ordinance No. 337 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter, as amended. Caotain Woods of the Salvation Army next aooeared and requested that the Boys Club be granted the use of the City-owned orooerty located at northeast corner of Commercial Street and Hood Avenue and also a oermit to erect a frame shed thereon foruse as a club hOUSe. Thereupon after considerable discussion, a Committee consisting of the Mayor, Commissioner Bishop, Supt. Moughton and Insoector Duncan was aoDointed to confer with Captain Woods with resoect to selecting a site and building the the Boys Club, Communication next read from the Florida State Bank objecting to the Sanford Equipment Company using the parking space on the west side of Park Avenue next to their building as a "Bus 5top" for loading and unloading passengers, and requesting the Commission to designate some other location /'or this purpose. Thereupon after careful consideration and on motion duly adopted, Chief of Police Williams was directed to request the Sanford Equipment Oo. to discontinue using the aforesaid location for loading and unloading Dassengers from the City Bus Lines, and to use their station at the southeast corner of Park Avemue and Second Street instead. The Clerk ne~t reported that a number of requests are being made for the City to assign the State and County Tax Certificates against various ~roDertiee that the City ourchased under the Murphy Act as an investment under date of April 3, 1939. Thereuoon after considerable discussion and on motion duly carried, the Commission authorized the assignment of the aforesaid State and County Tax Certificates at their accru~ value, orovided all unosid City texas and/or soec~al assessments against the orooerties covered by such certificates are paid at the same time.
