On motion of Commissioner Lodge, seconded by Commissioner Bishop and carried, the Mayor and Clerk were next authorized to execute the following contract on behalf of the City for furnishing water to the Navel Air Base at Sanford; THIS AGREEMENT, Made as of the 15th day of May,1943, by and between the City of Sanford, Florida, a munlcioal corporation, (hereinafter referred to as "the City") and the Supply Officer, U.S.Naval Air Station, Jacksonville, Florida (hereinafter referred to as the "SupPly Officer"), WITNESSETH: WHEREAS, at the request of the Resident Officer-in-Charge of Construction, U.S.Naval Air Station, Sanford, Florida, the City has, commencing October 17th, 1942, furnished to U.S.Naval Air Station,Sanford, Florida,(hereinafter referred to as "the Station"), water for use at the Station, and the City has been requested to continue furnishing water to the Station; NOW, THEREFORE, it is mutually agreed by and between the City and the MINUTES CITY CONIMI~SION, SANFORD, FLORIDA- MRy maximum of 5OO,O00 gallons per day, at a connection of the Station system located at the southwest corner Geneva Street in the City. 2. The Supply Officer agrees to cay upon receipt of a bill therefor from the City, the City, on or before June 30,1943, for all water furnished by the City and used by the Station from and including the 17th day of October,1942, up to and including the 31st day of May ,1943, at the rate of eighteen cents net thousand gallons, the amount of water so used to be determined by the readings of the above mentioned meter. 5. The City shall not be liable for failure to furnish as much water, up to 500,000 gallons per day, ss may be desired by the Station, caused by any break-down in the m~ins or in the pumping equinment installation of any new equinment in the the City to a new source of water supply, of the City's water sunoly system, or by the City's water suonly system or a transfer by until a reasonable time to make such repairs, or to complete such installation or such transfer, shall have passed. 6. This agreement shall continue in full force and effect for the duration of the war in which the United States is presently engaged and for six months thereafter. Request next received from theUniversal Concrete Pine Company, Columbus,Ohio, change the lease agreement covering the City's concrete nine nlant nronerty so to mace the Flamingo Concrete Pine Company, their Florida corporation, the Lessee. City Commission on March Thereupon Commissioner Bishop moved that the aforesaid lease agreement be made and entered into between the City and the Flamingo Concrete Pine Comoany instead of the Universal Concrete Pine Company. Seconded by Commissioner Lodge and carried. On motion duly adopted the Clerk and City Attorney were next authorized access to Safety Deoost Book No. 177 at the Sanford Atlantic National Sank for the purpose of securing two Water Plant Revenue Certificates due June 1,1943, said certificates owned by the Insurance Fund as an investment. The Mayor next advised that the construction o!sns and Recreation Building requires the lsd' X 45' terrace to be slabs over a 6 inch cinder base, which will not be suitable for recreation activities,, stating that the building contractor has agreed to substitute 4 inch solid concrete over sub grade with smooth trowel finish on both the terrace and walkways without any additional cost to the oroJect and will also extend the terrace 7~ feet in width at a cost of $96.36, which will have to be borne by the City. Thereupon after careful consideration and on motion duly carried, the Clerk was directed to request the Federal Works Agency to annrove the aforesaid changes in the construction of the terrace and walkways on the USO Recreation Building, and an exoendlture of $96.36 was authorized to extend the terrace 7~ feet in width so as to make it 26 feet wide instead of 15~ feet. Anolicstion next received from the !coal Carpenter and Joiners Union for permit to c,L~nstruct a 30' X 12' frame shed addition, with metal sides and roof and concrete floor, to their lodge building located on Lot 4 and N. 1 ft. of Lot 5, Block 3, Tier 2, which is in the Fire Zone. Commander Stallworth's monthly bills. In connection with acquiring the additional five feet of right-of-way on each side of Park Avenue from the railroad south to Twenty-first Street for the State Road Department to widen Park Avenue from 24 feet in width to 44 feet, Commissioner Hill next moved that City Attorney Wilson be directed and authorized to institute condemnation proceedings in the City's name against those who have failed to convey the said additional right-of-way to the State Road Depart- merit, Beconded by Commissioner Bisho~ and carried. On motion duly carried the Commission next authorized the sale of Lot 5 Block lO Tier G, E.R.Trafford's Map to George H.Starke at a price of $360.22 subject to 1942 City taxes and all unpaid State and County taxeS. This property having been acquired by the City thru foreclosure of tax liens.
