The City Commission of the City of Sanford, Florida, met in Boecial Called Session
at the City Hall in the City of Sanford, Florida at 2:oo o'clock P.M. June 12,1943.
Present: Commissioner Edward Hlggins, Mayor

Meeting called to order by the Chairman who announced that 'the outdoes of the
meeting was to consider the offer of Office of Civilian Defense to loan the City
certain available fecllittee and suoplies required for the orotection of Drooerty in
Sanford and surrounding territories egsinst bombing attacks, sabotage and other
war hazards.
Thereuoon after careful study of the rules and regulations of the Director
of Civilian Defense with resoect to the orovisions for handling, maintenance and
distribution of such facilities and suoolles, Commissioner Gut moved that the Mayor be
authorized to execute the following agreement on behalf of the City for the loan of
the following facilities and sunnlies for Sanford, end that Mr. Lea R. Lesher be
aooointed Local Prooerty Officer of same.
Seconded by Commissioner Hill and carried.
CERTIFICATE AND AGREEMENT WITH RESPECT TO LOAN BY THE OFFICE OF CIVILIAN
DEFENSE OF FACILITIES AND SUPPLIES REQUIRED FOR THE PROTECTION OF PERSONS AND
pROPERTY AGAINST BOMBING ATTACKS, SABOTAGE, AND OTHER WAR HAZARDS.
TO THE DIRECTOR OF CIVILIAN DEFENSE, WASHINGTON , D.C.
In accordance with the Act of Congress, anproved January 27,1942, making avail-
able, through the Office of Civilian Defense, certain facilities and suoolies required
for the orotection of oersons and orooerty against bombing attacks, sabotage, and other
war hazards in certain localities in the United States, its Territories, and Possessions,
and Executive Order No. 9088, dated '~arch 6,1942, and the Regulations of the Office of
Civilian Defense issued nursuant thereto.
I HEREBY CERTIFY, That I am the Mayor of the CITY OF SANFORD, FLORIDA, hereinafter
referred to as the "community~ and as such I am the duly constituted civil authority of
the said community authorized on its behalf to execute this Certificate and Agreement.
I FURTHER CERTIFY , That the above-mentioned community is in need of the following
equloment and suoolies, which have been tentatively allocated to it by the Office of
Civilian Defense:
l0 Gas Masks
lO Helmets - Firemen's
lO Coats - Firemen's Turn Out.
l0 Pants - Firemen's (oairs)
2 Trailer Pumns
lO Firemen's Boots, if available.
I FURTHER CERTIFY , That the above-mentioned community is unable to orovide,
for its nrotection, the equioment and suoolies enumerated above.
IT IS AGREED, That the community shall adequately orotect and maintain said suoolies
and equinment an~:pr6vide,~uitable facilities and make suitable arrangements at its ex-
oense for the orooer storage, handling, maintenance, orotection, end distribution of
any and all sunolies and equloment issued to it by the Office of Civilian Defense, shall
organize and train volunteer units in the hahdling of suoolies and equloment in accord-

shall provide an appropriate vehicle on which said oumpe and equipment will be
mounted at the expense of such community, to assure the mobility of such equipment.
IT IS FUBTHER AGREED That the equipment and supplies listed above shall not
be used otherwise than for the protection of persons and property from bombing
attacks, sabotage, or other war hazards or for training or instruction incidental
to such uee, and that such equipment and suoolles, unlese lost, destroyed, or consumed
in the course of such use, shall be returned forthwith to the United States Government
at any time upon order of, or pursuant to the rules and regulations prescribed by the
Director of Civilian Defense; provided, however that any expenses incident to the
return of such equipment or euooliee will be borne by the Office of Civilian Defense.
IT IS ~RTHER AGREED, That all such supplies and equloment shall be at the
disposition of the United States Government, and the United States Government
shall retain its full rights as owner, lessee or borrower, as the case may be, and
that to such extent as may be practlcsble, all such suoolles and equipment shall
at all times be clearly and distinctly marked ae the property of, or under the
control of the United States Government, Office of Civilian Defense.
IT IS FURTHER AGREED, That all rules, regulations and orders heretofore or
hereafter issued by the Director of Civilian Defense with respect to said supplies
and equipment are a cart of this agreement between the community and the Director of
Civilian Defense, and that the community will comply with all rules, regulations
and orders issued by the Director of Civilian Defense with respect to the aforesaid
suoolles end equipment as well as with respect to the procedure and practices affect-
ing the uee of such supplies or equipment for civilian defense in the community.
I FURTHER CERTIFY , That LEA R. LESHER, whose address is 2004 Magnolia Avenue,
Sanford, Florida, has been duly appointed as the Local Property Officer for the
above mentioned community, to act pursuant to Regulations No. 1 of the Director of
Civilian Defense, and is the duly authorized agent of the above-named community,
to receive on behalf of the community, loans of property of or controlled by the
Office of Civilian Defense, subject to the rules, regulations and orders of the
Director of Clvllian Defens~ with respect thereto.

ACCEPTANCE AND AGREEMENT OF LOCAL PROPERTY OFFICER
TO THE DIRECTOR OF CIVILIAN DEFENSE, WASHINGTON, D,.C.:
I HEREBY accept anoointment as Local Property Officer of the above named
community, and agree with the Director of Civilian Defense to comply with Regulations
No. I of the Director of C~vilian Defense, and all rules , regulations and ordere
supplementary thereto, and to perform the dutiee of gocal Property Officer of the
above-named community in accordance therewith.
