The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford , Florida at 7:30 o'clock P.M. June 14,1943. Current invoices and oayrolls for the month of May 1943, orooerly audited and vouchered as evidenced by voucher Nos. 5745 thru 5835, submitted , examined, aoproved and payment authorized. Monthly reoorts of Streets, Sanitation, Health, Water, Police, Fire, Library, and Golf Deoartments for the month of May 1943, submitted and examined. Financta~ statement and statement of revenues and exoenditures during the month of May,1943, submitted and examined. St., and on recommendation of Chief of Police Williams, same was anoroved. Aoollcation next received from the Grey Cab Comoany for oermit to ooerate an additional taxicab in the City of Sanford, and on recommendation of Chief of Police Williams, same was aooroved, oermlts having previously been granted for the ooeration of four taxicabs. Aoollcation next received from George Thurston to renew the lease on the City's Farm land for the ensuing year ending June 30,1944, at a rental of $200.00 , said orogerty belng described as follows: Lots 2,4 and 8 Block X Si. MINUTES CITY COMMISSION, SANFORD, FLORIDA, June ?:30 P 19 43 34.2 AND, WHEREAS, Chase and Company is one of the oldest and most successful business institutions in the City of Sanford, having begun business in this City more than fifty years ago and has always disnlayed keen public interest and helpfulness in the development of theCity of ~anford and has always been gen- erous in its donations to agencies and institutions requesting assistance and said gift is a nublic benefaction with which much good for the general public may be accomolished; and WHEREAS, the City Commission of the City of 5anford deems it nroper for the City of Sanford to accent said gift of $20,000.00 from Chase and Company. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the Florida, that the aforesaid gift of $20,000.00 by Chase and Comnany to of Ssnford, be and the same is hereby accented and the City pledges itself to use said money only for the nuroose stated in the aforesaid letter and to comnly with the stinulation therein contained in regard to the amount that may be emnloyed on any one project. MINUTES CiTY COMMISSION, SANFORD. FLORIDA, have the benefit of the advice and assistance of a number of the citizens of Seminole County in the administration of said gift and that said committee should be appointed at once in order that immediate consideration may be given to the carrying out of the purposes of said gift: NOW, THEREFORE, BE IT P~ESOLVED by the City Commission of the City of Sanford, Florida: 1. T~at said sum of $20,000.O0 given by Chase and Company to the City of Sanford shall be denoslted in a senarate fund in one of the bank depositories of the City and be designated as "Public Projects Fund". Any other gifts that may be made to the City for a like purpose shall be deposited in said "Public Projects Fund". Said fund shall be disbursed only as directed by the City Commission of the City of Sanford. 2. That said fund to be known as Public Projects Fund shall be used solely for the development and construction of public projects in the City of Sanford and none of said fund shall be used at any time for operating expenses of the City. 3. That the City Commission shall without delay appoint a committee to be composed of either five or seven members as the City Commission may determine and consisting of citizens of Seminole County, F~orida, to serve in the capacity of an advisory committee for the purnose of advising and assisting the City Commission of said City in the use of said fund. If saidcommittee is composed of five members, one shall be appointed for a term of one year, two shall be appointed for a term of two years each and two shall be ao~olnted for a term of three years each~ and if a committee of seven is appointed, two shall be aopointed for a term of one year each, two shall be aDDointed for a term of two years each and three shall be appointed for a term of three years each. At the ewoiration of the terms of the respective members of said committee, their successors shall be aooointed for a term of three years each. A vacancy on the committee shall be filled by the City Commission for the unexpired term of the member whose office becomes vacant. Said Committee shall annually elect a Chairman and Secretary. The members of said committee shall serve without com~ensatlon. 4. The development and construction of any project out of the aforesaid fund shall not be determined upon, except by the Joint agreement of a majority of the members of the aforesid committee and a majority of the members of the City Commission of the City of Sanford, unless a majority of the members of said committee and a m~ority of the members of the City Commission are unable to agree after a reasonable length of time, in which event the judgment of the majority of the City Commission shall prevail. 5- That not more than the sum of $6,000.00 of the aforesaid gift of Chase and Company shall be used on any one oroJect without the consent of Chase and Company. Communication next read from G. W. Snencer offering to convey to the State Road Deoartment the Westerly five feet of Lots l, 2, 3 and 6 of Soencer Heights for the puroose for of widening Park Avenue from 25 feet in width to 55 feet,/and in consideration of a tax credit in amount of $655.35, to be used for payment of City taxes and special assessments against Lots 1/3, 6, 15/20, 23 and 25 of Snencer Heights. Seconded by Commissioner Gut and carried by the following vote Commissioner Higgins Aye " Bishoo Aye # Gut Aye # Hill Aye " Lodge Aye said Resolution No. 660 being in words and figures as follows: of the Commission: RESOLUTION NO. 660 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, PROVIDING FOR THE WIDENING OF PARK AVENUE IN SAID CITY FROM ITS IN- TERSECTION WITH THE ATLANTIC COAST LINE RAILROAD RIGHT-OF-WAY NEAR FIFTEENTH STREET IN SAID CITY SOUTH TO THE INTERSECTION OF SAID PARK AVENUE WITH TWENTY-FIRST STREET IN SAID CITY AND FOR THE ACQUISITION BY EMINENT DOMAIN OF ADDITIONAL LAND FOR SUCH PURPOSE. Hill MINUTES CiTY COMMISSION, SANfORD, FLORIDA, June 7:3o P. .19 43 347 Inspector Duncan next reported that the north wing of the one-story frame dwelling house located on Lot 3 and the N.~ of Lot 4, Block 5, Tier 3, E. R. Trafford's Map, is in a lapida~eA condition and a fire hazard, and recommended that same be condemned. Thereupon the Clerk was instructed to notify the owner of the aforesaid property to place this building in a good state of repair, and that in the event of failure to do so, the City will take the necessary action to condemn and demolish that portion of same. Inspector Duncan next reported that an old garage building located on the follow- fire hazard, and recommend, of NE¼ of Sec. 36, Twp. 19, lng described property is in a dilapidated unsafe condition and a that same be condemned: Beg. lO ch. S. and ??9 ft. E. of NW Cor Rge. 30, run E. to R. R. NWly to Pt. No. of Beg., B. to beg. Thereupon the Clerk was instructed to notify the owner of to the aforesaid property demolish and remove this old garage building i~mediately. Request next received from the pastor of the local Church of God for permit to hold services on a street corner in the down-town business section on Saturday nights. Request refused. On motion of Commission Gut, seconded by Commissioner Hill and carried, the Commission next authorized the tax adjustment authorized by Resolution No. 5?8 for payment of delinquent taxes against unimproved properties, applicable for the payment of delinquent taxes against vacant lots on which homestead exemption was allowed previous owners in con- nection with their homes and have since been conveyed to new owners who are not entitled to such exemption. Request next received from Chief of Police Williams and Fire Chief Cleveland to purchase summer pants for the men in their departments. Thereupon after considerable discussion Commissioner Bishop moved that the Clerk be authorized to purchase sixteen summer pants for the Police Department and six pants for the Fire Department. Seconded by Commissioner Lodge and carried. On motion duly carried the Commission next approved the usual summer vacation for all City employees entitled to same. Attest: City Clerk./ Consideration next given to the matter of apoointlng an advisory committee for the puroose of advising and assisting the City Commission in the develooment and construction of projects under the "Public Projects Fund," in accordance with the provisions of Resolution No. 659, providing for the administration and use of said fund. Thereupon after considerable discussion and on motion of Commissioner Lodge , seconded by Commissioner Gut and carried, the Commission appointed the following citizens of Seminole County to serve as the advisory committee of the "Public Projects Fund." R.L.Cornell $.G.Gray J.L.Ingley W.A.Leffler A.E.Yowell On motion duly carried, the Commission next authorized the sale to S.O.Bhinholser of Lot 8 and W 1/2 of Lot 9 Block 2 Tier 11, E.R. Trsfford's Map , at a orice of $1,653.25, subject to all unpaid State and County taxes, this prooerty having been acquired by the City thru foreclosure of tax liens. On motion of Commissioner Gut seconded by Commissioner Lodge and carried, the City Attorney was next instructed to institute foreclosure oroceedings against all properties lying in the area between Second Street and Lake Monroe, and Mellonvllle Avenue east to City limits, that are tax delinquent for over two years.
