Commissioner Hill next introduced Resolution No. 664, and after being read

19~2-19~3 T? THE DEPARTMENT OF THE GENERAL GOVERNNENT OF 8AID CITY, FOR THE FISCAL
TEAR 19~3-19~, FO~ USE FOH THE ORDINARY PURPOSE8 AND OPERATING EXPENSES OF SAID CITY
WHEHEAS, The City Commission of the City of Sanford, Florida, deems it
necessary , expedient and for the best interest of said City that any unexpended
cash surplus as of 8epZember 30,19~3, of the operating revmnues of said City
for the fiscal year 19~2-19~3 be appropriated for the ordinary purposes and operating
expenses of said City in the Budget for the fiscal year 19~3-19~.
NOW, THEmEFonE, BE IT RESOLVED by the City Commission of the City of Sanford
Florida, that any unexpended cash surplus as of September 30,19~3, of the operating
revenues of said City for the fiscal year 19~2-19~3 be and the same is hereby
appropriated to the Department of General Government of said City for the ordinary
purposes and operating expenses of said City for the fiscal year 1953-19~,
and said cash surplus shall be incorporated in the budget of revenues and expenditures
of said City for said fiscal year 1943-19~/~ for the ordinary purposes and operating
expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediate-
ly upon its passage and adoption.

On motion duly adopted, Ordinance No. 340 was next ordered POSTED at the front

On motion of Commissioner Gut, seconded by Commissioner Lodge and carried,
the Commission next approved that payment of $100.O0 to H.C.DuBose and $15.00 each to
j.H.Colclough and P. Bayard Smith for services rendered in appraising the properties
involved in the aforeaid condemnation proceedings.
In connection with the City acquiring the property abutting Lake Monroe in
~ayfair and 1,~arvania Subdivisions in order to secure the riparian rights in the lake
within this area for the purpose of constructing the proposed boat basin, Nayor Higgins
next reported that he had conferred with the owners of the afore said property and
negotiated the following proposal, whereby the owners offered to convey to the City
the following described property, subject to any and all unpaid State, County and City
taxes, for and in consideration of the following tax credits, which will be applied in
payment of City taxes and speci~ assess~ents on other property owned by them:

Thereupon after careful consideration as to the value of this proper~y,
Commissioner Gut moved the acceptance oi the aforesaid propositions for conveying
the above described property to the City.

Eayor Higglns next explained that two of the aforesaid owners of Blocks
l~,l~ and 15 o~ Mayfair Lake~ront Addition, requested that they be given an option
to re-purchase these blocks at the price they are paid, which is $350.00 for each
block, ii' the contemplated improvement is not started within three and one-half
years, and on motion duly adopted the Commission agreed to this, and it is hereby
made a part of the minutes of this meeting.
On motion duly adopted the Commission next approved the payment of $10.O0
to Mrs Jessie Klelnman for stenographic services rendered in connection with suit
clondemning certain property for additional street right-of-way purposes for the
~tate Road Department to Widen Park Avenuo.

On motion of Commissioner Lodge, seconded by Commissioner Bishop and carried,
the Clerk was next authorized to open the Municipal Registration Books on September
20,19~3, for the Municipal Primary Election to be held on the first Tuesday after the
first Monday in November,1943, in accordance with the terms of the Charter.
Report of August analysis of milk furnished by all dairies operating in Sanford
as prepared by Dr. L.R. Scribner's Laboratoreis at Orlando, next presented, such report
showing all such milk within the requirements of "Grade A Milk."
Application next received from Pentland, Gray & Moore, Accountants and Auditors,
for the regular annual audit of the City's books covering the fiscal year ending
September 30,1943, the agreement being that the total cost of the audit will not exceed
$700.00, and if any saving in time can be effected, the City will receive the benefit
of such saving.
Thereupon Commissioner Bishop moved that Pentalnd, Gray & Moore be awarded the
annual audit of the City's books for the fiscal year ending Sept 30,19~3, in accordance
with the terms of their application.
Seconded by Commissioner Gut and carried.
The following bids next presented for repairing the plaster and re-papering three
rooms on the second floor, and painting the kitchen of the Country Club building:

Thereupon Commissioner Gut moved that the bid be awarded to I.L.Talbott for
making the aforesaid repairs to the Country Club Building at a price of $19~.~O
Seconded by Commissioner Lodge and carried.
On motion of Commissioner Gut, seconded by Commissioner Lodge and carried,
the Commission next authorized an expenditure in smount of $245.60 for repairing the
plaster and painting interior of Clerk's office, said work to be done by I.L.Talbott.
On motion duly carried, the Commission next ordered that the fees charged
for removing trees be changed from $3.50 per teee, to the actual cost to the City
for rendering such service.
The Clerk next reported that the So 12 ft. of Lot 7 and N. 16 ft of
Lot S Block 7 Tier A, was assessed as improved property for the years 193S thru 1942,
whereas, this property is vacant and should have been assessed as unimproved.
Thereupon in order to correct this error in assessment, Commissioner Lodge
moved that the taxes for years 1938 thru 1942 against the aforeaid property be adjusted to
$9.00 for each year.
Seconded by Commissioner Gut and carried.
On recommendation of Fire Chief Cleveland, and on motion duly adopted the
Commission next authorized the salary of fireman C.M.Whitten increased from llO.OO to
$115.50 per month, effective as of September 1,19~3.
The Clerk next reported that the 60 days have expired in which the property
owners on Palmetto , 8anford and Oak Avenues were required to repair the sidewalks
abutting their property in accordance with the provisions of Resolutions Nos 649,650,
654
51,/653 and 654, adopted by the Commission of April 12,1943, stating that a number
of the property owners notified to repair said sidewalks failed to do so.
Thereupon on motion duly carried, Inspector Duncan was authorized to have the

I,Juanita Bradham Glennan, make this affidavit, to the Sanford
City Commission, that our home was bought in Narch or April 193S. That my first husband,
Harry Bradham, died November 3,1939, and that I went to the City Tax Collector in Narch
1940 and paid my taxes and inquired if that included everything to date. I was informed
that that payment was in full for all taxes to that date. I have paid taxes each year
since, and this year I was informed by the City Clerk that the taxes of 1938 were not paid.
Had I been informed that taxes were delinquent on my property in
~arch 1940, I could and would have paid them, but after having been told that everything
was paid up to that date, I used my money for other purposes.
I am perfectly willing to pay the amount of the tax, but, I feel
that on account of the negligence on the part of someone, that I should not be required
to pay the interest on the delinquent taxes.

Thereupon after careful consideration, Commissioner Gut moved that the City
waive all accrued interest and penalties on the taxes for year 193~ against the aforesaid
property, in view of the foregoing affidavit.

CitY Attorney Wilson next reported on the Court's decision on the case of
the City condemning certain property for additional street right-of-way purposes for
the State Road DePartment to widen Park Avenue, which was heard on August 24, stating
that the Court approved the acquisition of the following properties by condemnation,
and awarded the owners the following amounts ~r said right-of-way:

Minutes of adjourned meeting of July 29, regular meeting of August 9,
adjourned meeting of August 20, regular meeting of August 23, and adjourned meetings
of September 2, 3 and 7, 1943 next read and approved.
Co~mmissioner Hill next introduced Resolution No. 664, and after being read
in full by the Clerk moved its passage and adoption.

A RESOLUTION OF THE CITY COS~,~ISSION OF THE CITY OF S~NFO~'~RD,, FLORIDA,
APPROPRIATING ANY UNEXPENDED CASH 8URPLUB ON HAND AT THE END OF THE ~ISCkL YEAR
1942-1943 T? THE DEPART~ENT OF THE GENERAL GoVERNMENT OF SAID CITY, FOR THE ~'ISOAL
TEAR 1943-19~, F0~ USE FO~ THE OHDINARY PURPOSES AND OPERATING EXPENSES OF SAID CITY
WHEREAS, The ~ity Commission of the City of Sanford, Florida, deems it
necessary , expedient and for the best interest of said City that any unexpended
cash surplus as of September 30,1943, of the operating revmnues of said City
for the fiscal year 19~2-19~3 be appropriated for the ordinary purposes and operating
expenses of said City in the Budget for the fiscal year 19~3-19~u%.
NOW, THE~FO~J~, BE IT RESOLVED by the City Commission of the City of Sanford
Florida, that any unexpended cash surplus as of Beptember 30,1943, of the operating
revenues of said City for the fiscal year 1942-1943 be and the same is hereby
appropriated to the Department of General Government of said City for the ordinary
purposes and operating expenses of said City for the fiscal year 19~3-19~,
and ss,id cash surplus shall be incorporated in the budget of revenues and expenditures
of said City for said fiscal year 1943-1944 for the ordinary purposes and operating
expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediate-
ly upon its passage and adoption.
