The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida, at ?:30 o'clock P.M. September

Minutes of adjourned meeting of July 29, regular meeting of August 9,
adjourned meeting of August 20, regular meeting of August 23, and adjourned meetings

Commissioner Hill next introduced Resolution No. 664, and after being read
in full by the Clerk moved its passage and adoption.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFO~.RD, FLORIDA,
APPROPRIATING ANY UNEXPENDED CASH SURPLUS ON HAND AT THE END OF THE FISCAL YEAR
1942-19~3 T? THE DEPARTMENT OF THE GENERAL GOVEI~ENT OF SAID CITY, FOR THE FISCAL
YEAR 1953-19A~, FO~ USE FOR THE ORDINARY PURPOSES AND OPERATING EXPENSES OF SAID CITY
WHEREAS, The City Commission of the City of Sanford, Florida, deems it
necessary , expedient and for the best interest of said City that any unexpended
cash surplus as of September 30,1943, of the operating revmnues of said City
for the fiscal year 19~2-19~3 be appropriated for the ordinary purposes and operating
expenses of said City in the Budget for the fiscal year 19~3-19~.
NOW, THE~EFOHE, BE IT HESOLVED by the City Commission of the City of San ford
Florida, that any unexpended cash surplus as of September 30,19~3, of the operating
revenues of said City for the fiscal year 19~2-1943 be and the same is hereby
appropriated to the Department of General Government of said City for the ordinary
purposes and operating expenses of said City for the fiscal year 1953-19~,
and said cash surplus shall be incorporated in the budget of revenues and expenditures
of said City for said fiscal year 1943-1944 for the ordinary purposes and operating
expenses of said City.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediate-
ly upon its passage and adoption.

On motion duly adopted Ordinance No. 3~3 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter, as amended.
Application next received from Nick Comtantine for permit to sell liquors
to be consumed on premises at ~O8 and 410 Sanford Avenue for both white and colored
patronage, with partition separating the two bars.
Thereupon after careful consideration, and on motion duly carried, the Commission
refused to grant the aforesaid permit.
In accordance with regulations governing the holding of Primary Elections,
and on motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, the
Mayor was next authorized to issue an election proclamation calling a Primary Election to
be held on November 2,1943, for the purpose of selecting a nominee for the position of
City Commissioner to fill the vacancy to be created by the expiration of the term of
office of City Commissioner W.C.Hill; the following being designated as Clerk and
Inspectors of said election:
For Clerk: E F Lane
For Inspectors: Mrs Margaret F Barnes, J.H.Beck and N.O.Garner.
Application next received from B.W.Henrdon for permit to construct a frame one
story dwelling house , size 1E' X 28' on Lot 6 and N. ~6 ft of Lot 7 Block g Tier 3,
E R Traf£ord's Map, located at southeast corner of Park Avenue and Sixth Street, and
on motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, same
was approved.
The following' bids next received for furnishing 2,000 pounds of Italian rye grass
seed for the Municipal Golf Course:

Bill of Mayfair Hotel in amount of $12.00 covering luncheon in connection with
a meeting of the Mayor and a committee organizing a special auxiliary police force for
emergency purposes, next presented, and on motion duly carried, same was approved
and payment authorized.
On motion of Commissioner Gut, seconded by Commissioner Bishop and carried, the
Commission next authorized the purchase of the following tear gas ammunition from
Federal Laboratories , Inc. for the Police Department for emergency purposes:

1,1943, of the sum of $~,821.89 to Cooledge Realty & Trust Company, Inc., for balance
due on contract covering purchase of the warehouse property located at southwest
corner of French Avenue and Sixth Street.
On motion of Commissioner Bishop, seconded by Commis~oner Lodge and carried, the
Clerk was next authorized to invest the sum of $2,000.00 of the Insurance Fund , as
of October 1,1943, in United States 2½% Series G Defense Savings Bonds, said bonds to
be registered in the name of the City of Sanford.
On motion of Commissioner Gut, seconded by Commissioner Hill and carried, the
Commission next approved the purchase from Cohu & Torrey, New York City, of five Re-
funding Series A Bonds, with coupons due Narch 1,19~, and subsequent coupons attached
at a price of $457.50 each and interest.
On motion duly carried, the Commission next authorized the employment of R.L.
in the Police Department at a salary of $126.00 per month.
Consideration next given to the matter of fire insurance on City-owned property
the present policies expiring as of September 30,1943.

On motion duly adopted, this insurance was then ordered written under the
special five year rate plan, the total premium to be payable three-fifths the firs~
year and one-fifth each year thereafter as long as the insurance is in force, thus
effecting a considerable saving in the cost of the premium.
On motion duly carried, this insurance was then ordered divided equally among
the ten local insurance agents.
On motion duly adopted, Fire Chief Cleveland was next authorized to employ an
extra man at a salary of $4.00 per day to assist in painting and oiling all fire hydrants.
On motion of Commissioner Gut, seconded by Com~nissioner Lodge and carried, the

WHEREAS, each and every item contained and set forth in said budget prepared
by the City Clerk has been carefully considered by this Commission.
THEREFOHE, BE IT RESOLVED, that said budget as prepared and presented by the
City Clerk to the City Commission be and the same is hereby adopted as the budget of the
City of Sanford, Florida, for the fiscal year beginning the first day of October,1943,
and ending the 30th day of September ,19~4.
BE IT FURTHER RESOLVED, that upon the collection of any revenues of said City
the City Clerk shall allocate from each dollar collected and received the several
amounts to the respective funds or purposes for which the same are hereby authorized
and appropriated.

On motion duly adopted Ordinance No. 343 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter, as amended.
Application next received from Nick Constantine for permit to sell liquors
to be consumed on premises at 408 and 410 Sanford Avenue for both white and colored
patronage, with partition separating the two bars.
Thereupon after careful consideration, and on motion duly carried, the Commission
refused to grant the aforesaid permit.
In accordance with regulations governing the holding of Primary Elections,
and on motion of Commissioner Bishop, seconded by Commissioner Lodge and carried, the
Mayor was next authorized to issue an election proclamation calling a Primary Election to
be held on November 2,19~3, for the purpose of selecting a nominee for the position of
Olty Commissioner to fill the vacancy to be created by the expiration of the term of
office of City Commissioner W.C.Hill; the following being designated as Clerk and
Inspectors of said electionl

Clerk was next authorized to invest the sum of $2,000.00 of the Insurance Fund , as
of October 1,1943, in United States 2½% Series G Defense Savings Bonds, said bonds to
be registered in the name of the City of Sanford.
On motion of Commissioner Gut, seconded by Commissioner Hill and carried, the
Oommisslon next approved the purchase from Cohu & Torrey, New York City, of five Re-
funding Series A Bonds, with coupons due March 1,19~, and subsequent coupons attached
at a price of $457.50 each and interest.
On motion duly carried, the Commission next authorized the employment of R.L. Gillyard
in the Police Department at a salary of $126.00 per month.
