Minutes of regular meeting of October 25, adjourned meeting of October 27, snecial called meeting of November 5 and regular meeting of November 8, 1943 next read and a~roved. Current invoices and payrolls for the month of November 1943, properly audited and vouchered as evidenced by voucher no. 6271 thru 63~9, submitted , examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and Golf Departments for month of November 1943, submitted and examined. Financial statement and statement of revenues and exnenditures during the month of November 1943,submitted and eXa~ined; ~BafiE etatemen~ i~l accounts for the month of November,1943 ~ro~erly reconciled, submitted and examined. Report ~f November analysis of milk furnished by all dairies operating in Sanford as prepared by Dr. L.R. Scribners Laboratoreis at Orlando, next presented, such report showing all such milk within the requirements of "Grade A. Milk.". Ordinance No. 34~ entitled: ORDINANCENO. 344 AN ORDINANCE OF THE CITY OF BANFORD, FLORIDA, REQUIRING A PERMIT FOR THE PLANT- ING OF TREES, SHRUBBERY, OR FLOWERS IN ANY OF THE PARKWAYS OF THE STP£ETS AND AVENUES OF THE CITY: REQUIRING TREES AND SHRUBBERY NOW OR HEREAFTER PLANTED IN SAID PARKWAYS TO BE TRIMMED AND EEPT TRIMMED AS HEREIN PROVIDED: REQUIRING ALLEYS TO BE CLEARED AND KEPT CLEARED OF ALL OBSTRUCTIONS AND REGULATING THE PLANTING OF TREES AND SHRUBBERY UPON PRIVATE PROPERTY ADJACENT TO ALLEYS, AND PROVIDING A PENALTY FOR VIOLATION OF THE PROVISIONS OF THIS ORDINANCE. PASSED and ADOPTED this A RESOLUTION OF THE CITY COMMISSION OF THE CITY 'OF SANFORD, FLORIDA, CONDEMNING AND REQUIRING TO BE DEMOLISHED AND REMOVED A BUILDING UPON LOT 53 OF FLORIDA LAND AND COLONIZATION COMPANY'S ADDITION TO SOUTH SANFORD, FLORIDA, WHEREAS. the building inspector of the City of Sanford, Florida, has reported to the City Commission that there is located upon Lot 53 of Florida Land and Colonization Company's Addition to South Sanford, Florida, a dilapidated, unsanitary and unsafe building, which cannot be put in s state of sound repair; and WHEREAS, the City Commission of the City of Sanford, Florida, deems it expedient and advisable to condemn and order demolished and removed the above mentioned building upon the above described property: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the dilapidated, unsanitary and unsafe building on said Lot 53 of Florida Land & Colonization Company's Addition to South Sanford, Florida, be and the same is hereby condemned and ordered to be demolished and removed unless oarties interested therein shall show cause why the same should not be done at the regular meeting of the City Commi~sion at the City Ha~l of said City at 7:3o o'clock P.M. on the 2?th day of December,1943. BE IT FURTHER RESOLVED that this Resolution MINUTES CITY COMMISSION, SANFORD, FLORIDA, December at WHEREAS, the City of Sanford has as being outstanding and unpaid; and in order that the aforesaid lots, parcel of land may be cleared of the record of said lien as aforesaid; Commissiondeems it proper that any apparent claim of lien on the Dart against the aforesaid lots, piece or parcel of land, by virtue of the should be re!eased and discharged and the record thereof cancelled; no record on its books of the aforesaid lien piece or the City of the City record aforesaid, NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the aforesaid recorded paving lien against the aforesaid lots, piece or parcel of land described as lots 7 and 8 of Block 2 of Tier 9 of E.R.Trafford'e Map of the City of Sanford, Florida, be, and the same is hereby released and discharged, and the Clerk of the Circuit Court of Seminole County, Florida, is hereby authorized to enter this satisfaction of record. (Seal) Request next received from the local Colored World War Veterans Post~ for a contribution toward their Christmas program for supplying gifts for underprivileged colored children and old people. Thereupon Commissioner Hill moved that the City donate $20.00 to the colored World War Veterans Post for this purpose. Seconded by Commissioner Bishop and carried. Request next received from Matilda Clair to be allowed both homestead and widow's exemption on tsxes for year 1943 against Lots 1 and 2 Block 12 Tier F, appli- cation for such exemption at the proper time having been neglected thru an oversight. Request approved. Request next received from J.V.Holloway to be allowed homestead exemption on taxes for year 1943 against Lot 28 Block C, at the groper time having been neglected . Request approved. Request next received from Jesse C. Buena Vista, application for such exemption Lodge to be allowed homestead exemption on taxes for year 1943 against Lot 18, Fort Mellon, application for such exemption at the groper time havlng been neglected thru an oversight. Request approved. Bill of M.C.Hagan in amount of $52.5° for engineering services in surveying properties and street right-of-ways for the City, next presented, and on motion of Commissioner Gut, seconded by Comm~ssioner Hill and carried, same was approved and cay- MINUTES CITY COMMISSION. Thereupon the Clerk was directed to send a cooy of this re~ort to the manager of the Ritz Theater with a request that he confer with the Fire Chief with resnect to removing this existing fire hazard from the theater lobby. The Clerk next reoo~ted that the Public Liability and Property Damage Insurance on the City's motor vehicles expires on December 15,1943. Thereuoon on motion duly carried, the Commission ordered the aforesaid in- surance renewed with Colclough Realty Comoany and C.M.Boyd & Company, the same companies now carrying such insurance. Consideration next given to the matter of constn~ctlng a public comfort station for colored oeoole. Thereuoon after considerable discussion, it was theopinion of the Commission that a comfort station for colored people is a very much needed improvement for Banford, and Commissioner Hill and Inspector Duncan were aopointed as a Committee of two to preoare and submit the clans and estimated cost of constructing such build- ing at the next meeting, the matter of designating the site for this building having been deferred, oending further consideration by the Commission ae to a suitable location. aoolication next received from the Sanford Atlantic National Bank and the Florida State Bank of Sanford to be designated as Deoositories of City of Sanford funds during the year 1944, agreeing to furnish satisfactory security in Federal, State, County or Municipal Bonds, to be aoproved both as to amount and validity by the City, to protect said funds. Thereupon Commissioner Hill moved that the Sanford Atlantic National Bank and the Florida State Bank of Sanford be designated as deOositories of City of Sanford funds during the year 1944. Seconded by Commissioner Lodge and carried. City Attorney Wilson next ~resented quit-claim deeds to the following property that the City instituted foreclosure ~roceed~ngs against for the col- lection of delinquent taxe~ and soeclal assessment liens, but was dismissed from the final decree because the owners conveyed same to the City. Lot 7 Block 2 Mayfair Lot 8 Block 5 May~air Bill of City Attorney Wilson in amount of $2y7.40 covering balance of expenses and fees in connection with the foregoing foreclosure proceedings, next presented and on motion of Commissioner Hill, seconded by Commissioner Lodge and carried, same was a~oroved and payment authorized. Pursuant to protest filed by Chase & Company against the City assessing their packing house building for taxes for years 1941,1942 and 1943, which is lo- cated on State nrooerty at the Farmers Market,City Attorney Wilson next advised that he had examined the lease agreement between Chase & Comnany and the State and find that this building is not subject to taxation. Thereupon Commissioner Bishop moved that the Clerk be authorized to cancel the taxes assessed against the aforesaid building for years 1941,1942 and 1943. Seconded by Commissioner Hill and carried. On motion of Commissioner Hill, seconded by Commissioner Lodge and carried, the Commission next authorized an expenditure in amount of $390.O~ to reimburse Mayor Higglns and Commissioner Biehop for expenses incurred in connection with conferences and negotiations with respect to an endeavor to establish lower freight rs. tee for Sanford. Seconded by Commissioner Lodge and carried. In order to conserve on fuel oil during the existing emergency, the~ommiesion next ordered that the decorative street lights be left off again during the coming Christmas holidays.
