Application next received an oak tree from the parkway Florida, Florida, from Mrs. J.Vldell Jones for the City recommendation of vice. met in Regular Annual at 7:30 o'clock P.M. to remove in front of her home at 32~ W. 9th Street, and on Supt. Moughton, same was approved ProVided she Day for the set- Bill of Florida League of Municipalities in amount of $70.00 covering regular annual dues for routine services for fiscal year ending June 30,1944, next pre- sented, and on motion of Commissioner Gut, seconded by Commissioner Lodge and carried, same was aoproved and payment authorized. On motion of Commissioner Bishop, Seconded by Commissioner Lodge and carried, the Commission next aoproved the sale to Charles Dunn, Sr. of Lots 1 thru 4, and 15 thru 19 of Block 1, Marvanla First Section, at a price of $665.25, subject to any unpaid State and County taxes. This prooerty having been acquired by the City thru foreclosure of taxes and special assessment liens. Mayor Hlgcins next advised that the prooerty described as Amended Plat of Victoria Park, lying immediately east of the nroperty recently purchased by the City for the purD. oses of a site for the proposed colored recreation center, is also needed in connection with this ero Ject, stating that Mr. James Moughton is owner of this property and that he has agreed to convey it to the City in exchange for the City owned nroperty described as Lot 45 ( Less E. 100 ft. of N 1/2 and all Lot 46, Pace'e Subdivision of Block #C" Mellonville, which was acquired by the City thru foreclosure of taxes and special assessment liens. Thereupon after careful consideration, Commissioner Gut moved that the City convey Lot 45 ( Less the E. 100 ft. of N 1/2) and all Lot 46 Pace' ~l°ck~C~ Mellonvllle, to ~a~es Moughton, in exchan~- ~ .... s Subdivision of amended Plat of Victoria rarx, upon the exam e= ~vr aeea to inatlon and approval of title to same by City Attorney Wilson. Seconded by Commissioner Bishop and carried. Thereupon after careful consideration, and on motion duly carried, the City Attorney was directed to prepare an ordinance, for passage at the next regular meeting, giving the consent of the City Commission to the sale, transfer and assign- ment to Orlando TranSit Company of the franC~ise granted to Sanford Equipment Company Inc., for the operation of a bus transportation system in Sanford; and waiving the sixty day notice prior to the selling and transferring of said franchise, as required by Section 21 of Ordinance No. 327. Inspector Duncan next submitted preliminary clans and specifications for the construction of the proposed comfort station for colored peoole, consisting of a concrete block b~ildlng , size 16' X l~', with two restrooms and a storage room, the estimated cost being $1,500'~O' Thereupon after considerable discussion, and on advice of Supt. Moughton that the City has sufficient concrete blocks, sand and gravel on hand to construct the building, the Commission authorized bids to be obtained for furnishing the balance of the materials and construction work of the comfort station. There belug no further business to be transacted by the out-going Board, Commissioner Gut moved that the meetlug adjourn sine die. Seconded by Commissioner Lodge and carried. The Commission then re-convened for the purposes of organization, Mr. Hill signing the oath of office and being seated as a Commissioner of the City of Sanford for a three year term ThereUpon Commissioner Gut moved ~hat Commissioner Bishop be made temporary Chairman, Deriding the election of a Mayor. Seconded by Commissioner Lodge and carried. Thereupon Commissioner Bishop took the Chair. The first order of business belng the election of a Mayor for the ensuing year, CommiSsioner Hill next nominated Commissioner Higgius as Mayor of the City of Sanford, Florida, for the year 19~- Seconded by Commissioner Gut. There being no further nominations, Commissioner Lodge then moved that the nominations be closed. Seconded by Commissioner Hill and carried unanimoulsy. Commtseloner GUt then moved that the Clerk be instructed to cast a unanimous ballot for the re-election of Commissioner Hi,sins as ~yor of the City of Sanford for the ensuing year. Seconded by Commissioner Lodge and carried unanimously- Thereupon CommiSSioner Hlgg~ne was declared to be unanimously elected as MINUTES Sanford, Florida , and took the chair. The Clerk ne~t advised that the American Legion and Veterans of Foreign Wars had paid the license tax in amount of $3~0.OO for the Great Lakes Exposition Shows , Inc., to exhibit their carnival in Ssnford for one week, and have requestd the City to issue them a license on the basis of $50.00 per day for an additional two days. Thereunon on motion duly adopted, the Tax Collector was authorized to issue the American Legion and Veterans of Foreign Wars a license to Operate the said carnival for an additional two basis Der day. days on the afore- of a license fee of $50.00 Commiss~.oner ~t next introduced Resolution No. 671 and after being read full by the Clerk, moved its nassage and adootion. Seconded by Commissioner Lodge and carried by the follow'ng vote of the Commission: Commissioner Higgins " Bishop Aye " Gut Aye " Hill Aye " Lodge Aye Aye said Resolution No. 671 being in words and figures as follows: RESOLUTION No. 671 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD FLORIDA, AGREEING TO ACCEPT A DEED OF CONVEYANCE FROM MRS. HATTIE NYNES HIVELY ~ND WALTER S. HIVELY, HER HUSBAND TO THE CITY OF SANFORD, FLORIDA, OF DESCRIBED, ~0 BE USED FOR MUNICIPAL PURPOSES AND THE PROPERTY IN THIS RESOLUTION TO BE KNO~ AS "HYNES PARK". WHEREAS, Mrs Mattie Hynes Rively and Walter S.Hively, her husband, have offered to convey to the City of Sanford, Florida, those certain lots, uieces or narcels of land described as Lots 1,2,3,4,5,6,?,8, and 9 of Block 11 of Tier 8 of Sanford, Florida, according to E.R. Trafford's MaD thereof of record in the oublic records of Seminole County , Florida, in Plat Book 1, Pages 56-64, to be used by the City of Sanford, Florida, for municinal hurons es and to be known as "Hynes Park" and the City Commissioners of the City of Sanford, deem it exoedient, advisable and for the best interest of the City for the City to accent the offer of the said Mrs. Hattie Hynes Hively and Walter S.Hively, her husband, and agree to use said property for municinal nurposes and to designate said Drooerty as "Hynes Park". NOW, THEREFORE, BE IT RESOLVED by the City Commissioner of the City of Sanford Florida, that the City of Sanford, does hereby accept the generous offer of Mrs Mattie Hynes Hively and Walter S.Hively, her husband, to convey to the City of Sanford, Florida, those certain l~s, nieces or parcels of land situate in the City of Sanford, Florida, and described as Lots 1,2,3,4,5,6,?,8 and 9 of Block 11 of Tier 8 of Sanford, Florida, according to E.R. Trafford's MaD thereof of record in the public records of Seminole County, Florida, in Plat Book 1,pages 56-64. BE IT FURTHER RESOLVED that upon the conveyance of the above described oronerty to the City of Sanford, Florida, by the said Mrs aattie Hynes Hively and.
