011044-Regular Session MINUTES CITY COMMISSION, SANF, ORD, FLORIDA, January 10 at 7? 19 44 44. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford., Florida, at 7:30 o'clock P.M. January 10,1944. Present: Commissioner Edward Hlggins, Mayor. " W C Hill " M J Lodge City Attorney Fred R. Wilson City Clerk H.N. Sayer Chief of Police R.G.Wllllams Absent: Commissioner H. James Gut " Geo. D.Bishop Meeting called to order by the Chairman. Current invoices and payrolls for the month of December 1943, properly audited and vouchered as evidenced by voucher nos. 6380 thru 6455, submitted, examined, annroved snd payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and Golf Denartments for month of December,1943, submitted and examined. Finsncial statement and statement of revenues and expenditures during the month of December 1943, ~ubmitted and examined. Bank statements in all accounts for the month of December 1943, propery reconciled, submitted and examXned. Report of January analysis of milk furnished by all dairies operating in Sanford, as prepared by Dr. L.R. Scribner's Lsboratories at Orlando, next presented, such report showing all such milk within the requirements of "Grsde A Milk." Commissioner Hill next introduced Ordinance No. 346, entitled: ORDINANCE NO. 346 AN ORDINANCE OF THE CITY OF SANFORD, ~JORIDA, GIVING THE CONSENT OF THE CITY COMMISSION OF SAID CITY TO THE SALE, TRANSFER AND ASSIGNMENT TO ORLANDO TRANSIT COMPANY , OF ORLANDO, FLORIDA , OF THAT CERTAIN FRANCHISE GRANTED TO SANFORD EQUIPMENT COMPANY, INCORPORATED, FOR THE OPERATION OF A BUS TRANSPORTATION SYSTEM IN SAID CITY, BY ORDINANCE NO. 32? - PASSED AND ADOPTED ON THE 26th. DAY OF OCTOBER 1942: WAIVING THE SIXTY-DAY NOTICE ~RIOR TO THE SELLING, ASSIGNING AND TRANSFERRING OF SA~D FRANCHISE, REQUIRED BY SECTION 21 OF SAID OPDINANCE NO. 32?. ~ND AMENDING SECTION 8 OF SAID ORDINANCE NO. 327, SAID SECTION 8 RELATING TO PAYMENT TC THE CITY OF SANFOPD, FLORIDA, OF A CERTAIN PORTION OF THE GROSS INCOME DERIVED FROM THE OPERATION OF SAID BUS TRANSPORTATION SYSTEM. AND SAME WAS PLACED ON ITS FIRST READING AND READ IN FULL BY THE CLERK. Thereupon Commissioner Hill moved that the rules be waived and said Ordinance No. 346 be placed on its final oas.age and adoption. Seconded by Commissioner Lodge. Thereupon the question recurred uoon the waivure of the rules. Commissioner Hill next introduced Ordinance No. ~47, entitled : AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ~©~JIRING Th?i P~Yi~J/~T oF AN ANNU~I, LICENSE T~ ON ~GB AND PROVIDING FOR T~ DISPOSITION OF ~GS UPON WHICH A LICENSE TAX ~S NOT BEEN PAID. AND B~E WAS PLACED ON ITS FIRST ~ADING AND READ IN FULL BY THE CLERK. Insoector Duncan next reoorted that two frame buildings located on Lot 4, Block 1~ Tier A, E R Trafford's Map, have been d~maged by fire to such an extent they are beyond reoalrs, and recommended that same be condemned and demolished. Thereupon the City Attorney was directed to prepare a resolution condemning the aforesaid buildings, for oassage at the next regular meeting of the City Commission. Request next received f~m Fire Chief Cleveland for the installation of a two- way radio communication system in the Fire Deoartment, to consist of a receiver and transmitter set for the Fire Station end a mobile receiver and transmitter set for the chief's automobile, ~11 communications to be transmitted thru the Police ~dio Broadcasting Station. Thereuoon after considerable discussion, the Clerk was directed to obtain orices on the cost of ourchmsing and installing such radio equipment, for further consideration by the Commission.
