Meetlng celled to order by the Chslrman who announced that the .~uroose of the
meeting was to consi<]er a request of the emoloyees of the Pod!ce and Fire Deoartments
for toe Commission to adopt a re~o!ution calling for an election forthe ouroose
of aooroving or rejecting the establishing of Civil Service System for the said

deosrtments, in accor~]ence with the requirements of Chapter 171o6, 'cts of 1935
Legislature, orovldlng for the creating of Olvil Service for policemen and firemen.
Thereuoon City Attorney ~,~llson defined sa~.d 6hapter 17166, Acts of 1935
Legislature, re!attn,: to Civil Service for Police and Fire Denartraents, giving s
detailed exolanation of the orocedure for enacting the law, creating s Civil
Service Board, and the ooerstlons of the deosrtmentsunder said Board.
Thereuoon after a lengthy discussion, and on advice of the City Attorney
that the City has legal suthorlty to enact a law by ordln~nce creat~ng its m.m
Civil Service System, it was the o~lnion of the Commission that it would be
sdvlsable and for the best interest of the City to establish a Civil Service that
would embrace all City employees ~nstead of only the co!Icemen and firemen, and
on motion duly carrled, 01ty Attorney ~';ilson was directed to oreosre the necessary
ordlnance creatlng ssld C~v~l Service for a]~ emoloyees, for further cnnslderat~on
by the Board.
There being no further business the meeting adjourned.
