031444-Regular SessionMINUTES Communication next read from Mr. O.T.Ray, Regional Director of the Federal Works Agency, with reference to the additional water supply facilities constructed for the City of banford in 1942 by the Federal Works Agency at a cost of under Federal Project No. Fla 6.252 (F), advising that the Lanham Act requires revenue producing Federal projects to be leased to the operating agency under an agreement which provides that the revenues accrue to the Federal Government, but in view of the fact that a separate operation of the Federal and City-owned facilities is impracti- cable, exception to the rule will be necessary and the Federal Works Agency will lease the aforesaid facilities to the City for a flat rental of $10OO.OO per year under an agreement containing the following clause: # In the event that the Lessee purchase or agrees to purchase the Leased Property from the Government during the term of this lease or at the expiration thereof, all payments made to the Government by the Lessee hereunder shall be applied on the purchase price of the Leased Property.· Thereupon after careful consideration, it was the decision of the Commission that it would be advisable and for the best interest ofthe City to lease the afore- said water surely facilities from the Federal Government at a rental of $1OOO.OO per year, in accordance with the terms as outlined above, and on motion of Commissioner Gut, seconded by Commissioner Bishop and carried, City Attorney Wilson was authorized and directed to prepare the lease agreement for aenroval at the next meeting of the Commission. Offer next received from D.A.Woodward, Winter Park, to sell the City a second- hand Rotary Hydraulic Lift, that has had very little service, at a price of $25~.OO, which is needed at the City's repair shop for servicing motor vehicles. Thereupon the Clerk was authorized to negotiate with Mr. Woodward with a view to purchasing this equipment at a more reasonable price, provided it is in good condition. The Clerk next advised that the two assistant water plant engineers are under years of age and subject to being drafted into military service, stating that they had ha~ been granted deferments until June ?,19~J$, but that any further extension may not be granted, and requested authority to employ someone to be training for this work. Thereupon on motion duly adopted, the Commission authorized the employment of an additional man at the waterplant for the nureose of filling any vacancy that may be caused from one of the assistant engineers being inducted into military service. Application next received from Jimmle Cowan for ~ermit to construct a temporary frame shed building on Lot lO, Block 4, Tier 4, E.R. Trafford's Map, located at the Northeast corner of Oak Ave. and Third Bt,,whlch is in the fire zone. Thereupon on motion duly adopted, the aforesaid permit was granted, with a proviso that the frame shed building will be removed within six months. The Clerk next presented ~e following bids for furnishing labor and equipment for cleaning and painting the exterior of the water tank and tower, stating that the War Production Board had released Aluminum Paint and that the City had purchased a sufficient quantity for this purpose. Total price .............. $600.00 Thereupon after comparison of the bide received, and in view of the fact that the Utility Service Company's bid did not include any cleaning and painting of the interior of the water tank, and also specified that part of the exterior cleaning will be done by wire brushing instead of sandblasting, Commissioner Gut moved that the bid be awarded to K.L. Bharpe. Seconded by Commissioner Lodge and carried. Further consideration next given to the matter of employing Mr. Oeo W.Bimons Jr. Municipal Planning Engineer, Jacksonville, to zone Sanford, after which Mayor Higgins was authorized to invite Mr. Simons to visit Sanford on March 23, to meet with the Commie- axon for a further study of his proposal for zoning the City. Consideration next given to the matter of furnishing some form of entertainment for the officers of the Sanford Naval Air Base. Thereupon after considerable discussion, and on motion duly carried, the Commission authorized an expenditure not to exceed $200.O0 for the nurnose of entertain- ing the officers at the Naval Air Base with a barbecue on March 22,19~4; Commissioner Hill being delegated to make the necessarY arrangements. Mayor Higgine ne~t advised that Col.Gilber A.Young~erg, Consulting Engineer, Jacksonville, is preparing a brief on the proposed improvements to 12-foot depth of the Bt. Johns River Channel from Sanford to Palatka, which will be presented to Congress for consideration as a post war project. Request next received from Fire thief Cleveland for an increase in salary in amount of $12.~O net month for himself, $10.°O each for assistant chief R.T.Thomae, and mechanic J.T.Vernon, $8.00 for fireman J.R.Crow and $11.O0 each for firemen Manning G.Harriett,R.E.White and C.M.Whitten. Thereupon after eonslderable discussion it was the opinion of the Commission that the Board should ascertain the salaries paid by other cities in Florida of similar size to Sanford to both firemen and oolicemen and make a comparison with Banford before taking any further action on salary ~ncreasea; and on motion duly carried, the Mayor and Clerk were authorized to visit a number of the surrounding cities to obtain this information for comoaritive ourpoees, the expenses in connection therewith to be borne by the City. Request next received from the Commanding officer of the Sanford Naval Air Base for the City to install traffic light signals at the intersections of Mellonvllle Ave. and Geneva Avenue, and Mellonville Ave. and Calery Ave. as a public safety measure because the said Naval Base is continually hauling high octane gasoline over Mellon- villa Ave., which is very inflammable and explosive. Thereupon, on advice of the Olerk that the Simplex Traffic Signals, with built-in controllers, can be ~urchaeed from W.S.Darley & Company, Chicago, at a price of $87.45 each, which are similar to the lights now in operation in the City, Commis- sioner Bishop moved that the Clerk be authorized to purchase two Simplex Traffic Slg-, pals from W.S.Darley & Company and have them installed at the aforesaid street inter- sect~.ons. Seconded by Commissioner Lodge and carried. On motion duly carried, the Commission next authorized the sale to Gao .C. Hardin of the following described property at a price of $350.00, which was acquired by the City in connection with the development of the new air~ort but was never embraced in the boundaries of the Sanford Naval Air Base by the Federal Government& Lots 1/19, 21 and 22 of Block #G#, and Lots 1/6, 8/22 of Block "H#,Sanford Grove. On motion of Commissioner Gut, seconded by Commissioner Hill and carried the Commission next authorized the sale to J.T.Hardy of the North 1~7,12 ft. of Lot 1 Block Z,Bt. Gertrude Addition, at a price of $200.00. This property having been ac- quired by the City thru foreclosure of taxes and special assessment liens and the proceeds of such sale to be divided between the City and County, Dfc rata, in the proportion of liens of each for general taxes against said property, in accordance with the provisions of Chanter 22Oq9, Acts of 1943 Legislature.
