City Commissioners
City of o-, ' r

~entlemen:
Since the Lions Club Iirst wrote you reg~rsing os%tar law enforcement, there has been
a m~rkea improvement in the con~uc% oI certain "jooks", sna the closing oI the worst
ones was practically the ~est thing o~ s moral nature which h~s happened to the City
oi' ~anford fo~ some numoer of years.
This bet%er law enforcement progr8m of t~e Lions Club was instituted primarily for the
score purpose, ann 1or oe~ter centres oi speeding and reckless driving, corn oi which
have bee~ hanaled to satisfaction. Anything else ~ss not men~ioneG in our initial
appeal to you. For some mysterious reason, on ~ne followzng morning after your meeting
in which our lira5 letter was rase, all t~e punchoo~rds, "Ch~rlie" boards an~ other
8ames oI chance which were aisplayeG ilsgrantly in violation Of Lne law on sounters of
various stores %hroughouu t~e City, aisappesred. Also tn~ same week 0here was a marked
decrease in "Cues" activities. II Lne various operators oi 5i~ese punchDoards, Cubs,
and ot~er rackets flourishing in our Ciby 8re phsycio enough to sense s "reform"
move~nt, all well and good, but we do not think triis is ~hc case. To be forewarned
is to be forearmed. To-day ~he punchboards are gradusliy coming bsc~ into view and
cubs flourishes as ever, ali Decsuse certain parties think the heat is off.
In certain places in curt Uity, orainsnoes are being violated publicly. Boys of
fifteen years of age and unaer nave oee~ seen regularly playing pool in s certain
poolroom. The same aged boys nave been seen in s drug store operating a slot machine
which has s sign on it, "for amusement purposes only". Yet the owner of this store
was seen at various times by different Lions Club members paying off it, and when,
the occasion demanded to these boys who oy their actions are baino allowed to cultivate
a passion for gambling. ~e maintain that if s business cannot support itself legitimate-
ly, and must for part of its existence mulch s few nickles and dimes from underage
suckers, then it is time for the law enforeement agencies of the City to take action.
As civic min~ed citizens, we wish to commend you for your splendid accomplishments
ment~toned in the first paragraph of this letter. We also beg to remind you that, uniil
this date, we have not received a reply to the two letters already sent you. But as the
results shown nave Oeen satisfactory, tn~t is a minor mst~er.
~e, as citizens and taxpayers, feel it is our privilege and our duty to bring matters of
this kind to your attention. ~,e are positive that something can be done shout them,
and in that we feel that you will ~gree.
Yours vary truly
oA~. O'~ LIONS CLUB."
Thereupon Commissioner ~ut moved that Onief of Police '~iiliams be instructed to
enforce the law in regard to punch boards sna slot machines that ara used for gambling
