110844-Adjourned Session MINUTES CiTY COMMISSION, SANFORD, FLORIDA.. November 8 at 1:30 P ¥9 ~ 73 The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanf~l, Florida, at 1:30 o'clock P.M.November 8, 1944. Present: Commissioner Edward HigMins, Mayor. " George D.Bishoo " H.James Gut " W.C.Hill " M.J.Lodge City Clerk H N Bayer Meeting called to order by the Chairman. On motion of Commissioner Gut, seconded by Commissioner Hill and carrled the Commission next authorized the sale to Mrs Margaret Lee of theN. 100 ft. of the E 1/2 of Block 5 Tier 20, E.R.Trafford's Map, at a price of $~00.00; the sale to James A.Clark of the 1/k of Block 4 Tier 21, E R Trafford'e Man , at a orice of $~OO.O0; and the sale to Jack Burney of lot lO Magnolia Heights, at a orice of $100.OO. This orooerty having been acquired by the City thru foreclosure of tax liens and the oroceeds from such sale to be divided between the City and County in accordance with the orovlsions of Chanter 220?9, Acts of 1943 Legislature. The Clerk next reoorted that the recent hurricane blew down e number of large Dine treee on the golf course, cemeteries and other City oroperty, which can be sawed into lumber, and that E V Byrd had submitted a nrlce of $70.00 nar thousand square feet for cutting, s.W sawing and delivering it to the City. Thereuoon Commissioner Hill moved that timber end deliver the lumber to the City at a Mr. Byrd be authorized to saw the aforesaid orice of $~0.O0 Der thousand square feet. Seconded by Commissioner Gut and carried. Engineer Earle next submitted Diane and soecifications covering the following pro- ~ posed lmnrovements to streets in Goldsboro, of which the estimated total cost amounts to $21,490.O7; widen and re-surface oavement on Thirteenth Street between French Ave. and Southwest road from 16 feet in width to 20 feet in width, exceot to 34 feet In width wlth curb and gutter a~proximately 1000 feet in the business section, including drainage; grade oresent rock base and surface-treat Olive Ave. from Tenth Street ~outh to Thirteenth St.; construct rock base and surface Tenth Street from Pecen Ave. west to Olive Ave., and grade, construct rock bese and surface-treat Pecan Ave. from Tenth Street north to railroad. Thereuoon after careful consideration, Commissioner Blehoo moved that the Clerk be authorized to advertise for sealed bids to be received by the Commission at 7:30 o'clock P.M. December 11, 1954, for furnishing materlsls and constructing the aforesaid street oavement and drainage in accordance with the soecificatlons oreoared by Engineer Earle. Seconded by Commissioner Lodge and carried. On motion duly carried, the Clerk was authorized to obtain bids for nurchasing a new motorcycle for the Police Deoartment, with trade-in allowance on the 1936 model Indian Motorcycle now in service. The Clerk next advlsed that G.W.Soencer, Attorney for Whillls Hicks,colored, had filed suit to dispossess Willie Baker, colored, of the orooerty described as Lot 61 Florida Land & Colo. Co. Addition for non-oayment of rent from Seotember 1, 1942, to date, which he ourchased from the City under date of November 16, 1942, that the City acquired this orooerty thru foreclosure of tax liens under date of Auguat 3, 1942, collected rent from Willie Baker as tenant during Seotember, October, and November, then sold it to him on November 16,1942. Thereuoon after considerable discussion, City Attorney Wilson was directed to reoresent the City and Willie Baker in defending the aforesaid suit, with authority to handle all legal oroceed~ngs in connection therewith. Communication next read from Mr. G.W.Soencer requesting that the City convey unto returning War Veterans City-owned lots for the ournose or home sites, with reversion clause in the deeds that the nronerty will revert to the City if a dwelling is not erected on it within a limited time. Matter taken under consideration, ~endlng legal advice as to whether or not the City has authority to convey the aforesaid oronerty to War Veterans without being compensated therefor. On motion duly carried, the Mayor and Harry Lee, Chairman of the Sanford Housing Authority was next authorized to attend a meeting of the FeSeral Housing Authority to be held in Jacksonville on November ll, 194~, the exoenses In connection therewith to be borne .by the City. On motion of Commissioner Lodge, seconded by Commlssloner Gut and carried, the Commission next authorized the salary of D.S.E.Starr, meter reader increased from $1y6.00 to $185.00 net month, effective es of November l, 1944.
