The City Zoning Commission next presented the following report,together with the Zoning Ordinance and Tentative Zoning Mac No. 3: ' November 27, Honorable Edward,Hlgg~ns, Mayor and Members of the City Commission City Hall, Sanford, Florida. 1944. Dear Sirs: By virtue of the authority vested in you by Chapter 19939 No.~44 Laws d E ~ ' J ' of Flori a, 1939 ( The 8tare Zoning nabling Acts you did, at a reguZerly called _ and constituted meeting of your Honorable Body held on June 26,1944, and by aooro Driate action, officially aooolnt and designate the undersigned to serve and act as members of the Zoning Commission of Senford. Pursuant to the provisions of said enabling act it became incumbent on us as a Zoning Commlssion,"to recommend the boundaries of the various oriainal districts and aooronrlate regulations to be enforced thereon". It was also our duty to develop a clan, consider same, and hold public hearings thereon before reoortlng finally to your Honorable Body. To assist us in the conduct of our work and deliberations you retained the services of George W.Slmons Jr, Nuntcioal Plannlng Consultant, of Jacksonville, Florida. We now have the honor to present to you herewith a report of our work, with recommendations, for your consideration and flnal disposition pursuant to the provisions of the aforesaid legielatlve act. Following his engagement by you, Mr Simons visited Sanford a number of times to conduct a comprehensive study of our local situation and to direct the oreoaration of the existing conditions mad which is filed currently with the City Clerk. This existlng conditlons mad shows by colors how the various prooer~les within the coroorate area are used, Mr Simons also made studies of present land and structure uses, trend of community growth and development, subdivision practices, deed covenants and other trends having an ~ffect upon land uses and development. The results of the~e -tudiee conducted over a period of several weeks formed the bae~s of the first tentative Zoning MaD and Ordinance laid before a meeting of our Zoning Commission on Thursday night, August lO, 19~/~, at which the several orovis~lon~ of the ordinance and the classification of land uses indicated on the mad were exolalned and discussed at length. In the interim between this meeting of August lO and a second meeting held on Tuesday ntght, August 29, 194~, the mad and ordinance were studied thoroly by individual members of our own Commission in the light of our knowledge of local conditions. At the meeting of August 29, a number of changes in both mad and ordinance were proposed, all of which were reflected in Tentative MaD and Ordinance No. 2 presented and discussed with ue by ~r. Simons on Thursday n~ght, October 5, 1944. Followlng this meeting the mac and ordinance were further considered at a meeting of our own Commlssion on October 12 after which Tentative MaD No. 3 was prepared. Tentative map No. 3 and Ordinance as approved by us was received November 2,1944 ~ and costed in the City Hall pursuant to law and a oubllc hearing advertised by the ity Clerk to be held Thursday night, November 2~, 1944. Pursuant to the advertisement appearing in the local Dress and a nostlng of the ordinance in the City Hall for more than three weeks, a public besting was held in the City Co~umission chamber at 8:00 P.M. Thursday night, November 23,1944. Mr. Simons attended the nublic hearing to e×olain the MaD and Ordinance provisions. We now respectfully transmit to you the Tentative Zoning Mac No. 3 and accomoany!.ng Ordinance with our recommendations that you proceed to enact same formally into an ordinance of the City of Sanford. Pursuant to the nrovlsione of the enabling act, it will be necesssry for you to hold another public hearing before your Body before its adontlon. Your hearing will be an official hearing of which the law prescribes "at lease fifteen days' notice of the t~me and olce of such hearing shall be published in s newspaper of ~eneral circulation." Request neet received from the local colored World War Veterans Post for a contribution toward their Christmas nrogram for su'oolylng glfts for under- orlvllege~ children and old oeoole. Thereuoon Commissioner Hill moved that the City donate $20.OO to the Colored World Mar Veterans Post for this ouroose. Seconded by Commissioner Gut and carried. Request next received from the local American Legion Post for oermit to soonsor the "Bombing of Berlin" fireworks disolay at the Seminole High School Btsdium on December 21, 1944, the oroceeds from the show to be used toward the cost of erecting an Honor Roll plaque for service men. Thereuoon Commissioner Gut moved that the American Legion Post be granted a oermit to show the aforesaid fireworks disolay at the Seminole High School Stadium on December 21 without oaying a license tax to the City for said oriv1~lege. Seconded by Commissioner Sishoo and carried. Request next received from J.W.Mhodes for an adjustment of the assessed valuation in amount of $10,OOO.O0 for years 19M9 thru 1944 against Lot I Block 5 Chaoman & Tucker's Addition, claiming that the assessed valuation is more than the actual value of the nrooerty. Thereuoon after careful comosrlson of the assessed valuation of similar prooertles similarly located, Commiss~oner Gu~ moved that the assessed vsluation for the year 1~44 be adjusted to $9,000.00 and that no adjustment be allowed on the orior years' assessments. Seconded by Commissioner Bishoo and carried. On motion duly carried, the Clerk was next authorized to invest the sum of $1,O00.00 of the Tnsursnce Fund in United States 2~% Retie. G Defense Savings Bonds, maturing 12 years from date of 1sane. On recommendation of the Public Projects Committee, and on motion of Commissioner Gut, seconded by Commissioner Biehon and carried, the Clerk was next authorized to invest the sum of $10,OOO.O0 of the Public Projects Fund in a negotiable United States 1~% Treasury note of Series C-1947 issue of December 1,1944, and maturing on Seotember 15, 1947. On motion of Commissioner Hill, seconded by Commissioner Btehon and carried, the Commission next authorized the sa~ry of S.M.RiChard, street foreman increased from $1~5.OO to $200.00 net month, effective as of November 16,1944. On recommendation of water olant engineer Abrahams, and on motion of Commissioner Gut, seconded by Commissioner Hill and carried, the Commission next authorized the salaries of Tom Lodge snd O.R.Smith, asslstant wster o]snt engineers, increased from $140.OO to $150.O0 net month, effectlve as of November lb, 1944. Request newt reoeived from E.M.Armitage for an adjustment of the assessed vslustion in amount of $1500.OO for year 1944 agslnst hls oersonal orooerty at the Cabin Court at 2500 Psrk Avenue, claiming that the assessmen~ is too high. Thereuoon after careful comoarison of the assessed valuation of similar nrooert~es, the Commission felt that the assessmen~ agsinst ~hls orooerty is well in llne and no adjustment could be allowed.
