The City Commission of the City of Sanford, Florida, met in regular session at the
City ~all in the City of Sanford, Florida, at ?:30 o'clock P Y January 13, 1947.

~eeting called to order by the Chairman.
Current invoices and payrolls for month of December 19~6, properly audited and vouchered
as evidenced by voucher Nos. 9763 thru 9590, submitted, examined, approved and payment
authorized.
Monthly reports of streets, sanitation, health, water, police, fire, airport and
library departments for month of December 1946, submitted and examined.
Financial statement of revenues and expenditures during month of December 1946,
submitted and examined.
Bank statements in all accounts for month of December 194b, properly reconciled,
submitted and examined.
Application next received from ~r Clarence Wallas to purchase city owned property
described as lores6,? and 8 of block i of tier 6.
Thereupon after careful consideration, the Commission authorized a sales price of
$500.00 on the above descrbied property, less the north 24 ft. of lot 6 to be reserved
for street right-of-way purposes.
Application next received from Yr Henry Nickle to purchase that portion of the City's
muck bed property lying west of the large segment block sewer.
Matter taken under advisement.
Mr Alex Johnson, President, and Mr. Forrest Gatchell, Secretary of the Central
Florida Quick Freeze and Cold Storage Company, Inc , next aopeared with further reference
to their option to lease the old municipal airport property and requested that they be
granted an option to purchase it.
Thereupon after considerable discussion, action was deferred, pending appraisal and
extablishing a sales price.
On motion duly adopted, the Commission next approved the employment of H.W.Harriett as
police patrolman at salary of $154.00 per month to fill vacancy created by resignation
of Kenneth B.Seth on December 13, 1946.
On motion of Commissioner Lasher, seconded by Commissioner Williams and carried, the
Commission next approved the acceptance from the Florida State Bank of Sanford, of Trust
Company of Georgia, Atlanta, Safe-keeping receipt No. 4~2 cvoering $10,O00.00 2~ U.S.
Treasury Bond NO. 23134, said security being deposited to protect City of Sanford funds
on deposit in said bank.
The Clerk next submitted check in amount of $6,835.00 received from Bureau of
Community Facilities, Federal Works Agency, representing balance of funds advanced for
preparing plans and specifications for rehabilitation of sanitary sewage system,
and esme was ordered accepted and deposited in the Public Projects Pund.
Bill of Smith & Gillespie, Engineers, in amount of $6,835.On for balance of engineering

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote passed and adopted said Ordinance No. 409, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, PROVIDING FOR SAFETY TO LIFE IN
PLACEB OF ASSEMBLY IN THE CITY OF SANFORD,FLORIDA,PROVIDING CERTAIN REGULATIONS THERE-
FOR, AND PRESCRIBING A PENALTY FOR VIOLATION OF THE PROVISIONS HEREOF.
On motion duly adopted , Ordinance No. 409 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms
of the Charter, as amended.
Petition signed by twenty-five owners of lots in Evergreen Cemetery, next
submitted,requesting the City not to erect the chain link fence along Geneva Ave
in front of said cemetery, which has alread been purchased and delivered.
Thereupon after considerable discussion, and in view of the fact that the
installation of this fence is a replacement of the old fence that was badly deteriorated
and unsightly, and that it has already been delivered on the job, the Commission
ordered it installed.
The revised lease agreement to be entered into with West Virginia Training School,
Inc, for establishing and operating a vocational training school at the Sanford Naval
Air Station, to supplement the old lease agreement now in effect, was next su~mitted
and read in full.
Thereupon after careful consideration and on motion duly adopted, the Commission
approved the aforesaid lease agreement and authorized same to be submitted to
the Wsr Assets Administration for their approval.
Communication next read from the War Assets Administration advising that the
Osceola Outlying field to Sanford Naval Air Station has been declared sum'plus and
can be acquired by the City without cost, upon aoplicatlon certifying that the City
will maintain and operate it as a Civilian Airport.
Thereupon Commissioner Bishop moved that the War Assets Administration be advised
that the City is not interested in acquiring this property.
Seconded by Commissioner Lesher and carrled.
Communication next read from the Civil Aeronautics Administration advising that
funds in amount of $5,500.00 had been tentatively allocated for the purpose of con-
structlng a seaplane base on Lake Monroe, under the Federal Airport Act, and that said
funds can be made available to the City for this purpose upon formal application for
request for Federal Aid and a like amount of funds supplementd by the City for the
project.
Matter taken under advisement.
There being no further business the meeting then adjourned until 4:00 P.M.
