Meeting called to order by the Chairman.
Commission of the City of Sanford, Florida, met in regular session
at 7:30 o'clock P N January 2?,
1947.
Application next received from Jos. M. Gonzalez, owner of the Silver Fleet Csbs,
for transfer to him of the permit and licensee granted to W.C.Lynn to operate two taxi-
cabs. Mr. ~onzalez, having purchased the taxi-cab business from Mr. Lynn.
Thereupon Commissioner Lesher moved the approval of the aforesaid appl~ ation.
Seconded by Commissioner Williams and carried.
Application next received from C.H. Cogburn for permit to move a one story frame
dwelling house over the City's streets from 214 Magnolia Avenue to 200 block on Scott
Avenue, and to re-construct said building on lots 4 and 5 of Block 2 Marvania.
Thereupon after careful consideration, Commissioner Carraway moved that Mr. Cogburn
be granted a permit to move this building over the streets, subject to the requ~ements
of the Building Code, and also that a permit be granted to re-construct it on lots 4 and
5 of block 2, Marvania, providing the plans and specifications meet the requirements of
the Zoning Ordinance and Building Code.
Seconded by Commissioner Bishop and carried.
Mr. M.G. Loftin next subm~ted the plans and specifications for the proposed bus
station to be constructed on Lots 35, 36, 37 and 38 of Lake View Park, in accordance
with the terms and conditions of agreement authorized by the City Commission under date
of September 25, 1946, whereby, the City will convey this property to Mr. Loftln without
cost for the purpose of constructing and operating a public bus station thereon, con-
ditioned that the plans and specifications be approved by the Commission and that the
use of the building and land for ~ period of ten years shall be for the purpose of operat~
ing ~ public bus station.
After careful study of the aforesaid plans and specifications, Commissioner Bishop
moved the approval of same.
Seconded by Commissioner Williams and carried.
Mr Loftin next requested that the deed restrictions providing for the property to
revert to the City if not used for a period of ten ~ars for operating a public bus station
be eliminated from the deed of conveyance, and on motion duly carried, same was rejected.
Commissioner Carraway next moved that the City convey the aforesaid property to Mr.
Loftin under the terms and conditions of the original agreement and that the Mayor and
Clerk be authorized to execute the deed of conveyance on behalf of the City.
Seconded by Commissioner Williams and carried.
Mr. Loftln next requested an option for two years to purchae Lots 39 and 40 of
Lake View Park at a price of $2,000.00 to be used for operating a parking lot, and
same was declined.
Commissioner Williams then moved that the City grant Mr Loftin the refusal on the
purchase of Lots 39 and 40 of L~ke View Park, at such time it is offered for s,l,. ,nd

operating a free parking lot for the general public.
Seconded by Commissioner Bf~hop : and carried.
Nr. Loftln next requested the City to extend a sanitary sewer line
across Hood Avenue for the purpose of serving the bus station.
Thereupon after considerable discussion,

Report of January analysis of milk from all dairies operating in Sanford as pre-
pared by Dr. L.R.Scrlbner's Laboratories at Orlando, next suom~ted, such report sh~wing
all such milk within the requirements of "Grade A Milk".
Petition next suom~ted by M.E.Webb, signed by all the property owners within the
vicinity of his property described as Block 3 of Tier 22, E.R. Trafford's Map, located in
1900 block on West First Street, requesting that this property be re-zoned from resident-
ial to industrial uses. The Zoning Boerd of Appeals having rejected this request at their
last regular meetlng.
Thereupon after careful study of the Zoning ~ap, and in view of the fect that all the
surrounding property owners signed the aforesaid petition, and because of this property being
located near the boundary of the City adjacent to farm land and the property across the
street direct in front of it is outside the city limlts, it was the opinion of the
Commission that Nr Webb'e request should be given favorable consideration, and directed
that the petition be referred back to the Zoning Board of Appeals with this recommendation.
Request next received from Edward Jackson, 1000 W. Tenth St., for an adjustment of
his January water bill in amount of $12.18, the excessive amount of the bill beir~ caused
from burst in his service line at meter box, which is located in alley.
Thereupon Commissioner Williams moved that tnls water bill of Edward Jackson. be
adjusted to one-half of the excessive amount.

Nr Joel Field and ~r E.C.Smith ~r, next appeared on behalf of the local post of the
American Legion and requested a permit to conduct a carnival in Sanford for one week
during month of February, stating that the American Legion's share of the proceeds will
be used for the following purposes: 25~ to be contributed to the Fernald-Laughton
~emorlal Hospital; 25% to the Seminole County Chapter of American Red Cross; 25~ to
Nemorial Fund for Veterans af World War II, and Oalance of general operating fund of
the Legion Post.

The City Manager next reported on conference with Mr. B.G.Duncan, Vice President of
the South Atlantic Gas Company, with further reference to their failure to install and
extend gas services to prospective customers, in accordance with the requirements of their
franchise , advising that Er. Duncan did not give any assurance that they would make new
installation or extensions in Sanford and was very reluctant toward improving on the services
now rendered, which has been unsatisfactory.
No action taken.
Commissioner Williams next introduced Resolution No. 715, and after being read in full
by the Clerk, moved its passage and adoption.

HE~IN DESCRIBED, TITLE TO WHICH WAS ACQUIRED BY SAID SE~,~INOLE COUNTY UNDER FORECLOSURE OF
TAX LIENS. -
WHEREAS, Seminole County, Fl~le, has acquired title to the following described lots,
pieces and parcels of land situate in the City of Sanford, Seminole County, Florida, by
foreclosure of tax liens, and the Board of County Commissioners of Seminole County, Florida,
at its regular meeting held on the seventh day of January 1947, fixed , as required by law,
the price on said land at fifty percent (50~) of the amount of t~e last assessed valuation
appearing upon the county tax roll, and the City Commission oI' t~e City of Sanford is of the
opinion that the price so fixed by the County Commissioners is a fair and reasonable price:
NOW, THEREFORE, BE IT RESOLVED by the City Cos~ission of the City of Sanford, Florida,
that said City Commission does hereby concur in such price of said lands so fixed by the
County Commissioner of Seminole County, Florida, as aforesaid, said lands being described
as follows:
