031047-Regular Session MINUTES CiTY COMMISSION, SANFORD, FLORIDA: March l0 at 7:30 P M 19 47 The City Hall in Present'. City Commission the City of Commissioner H.James Gut, of the City of Sanford, Florida, met in regular session at the Sanford, Florida, at ?:30 o'clock P.N. Narcn 10,1947. Meeting called to order by the Chairman. Current invoices and payrolls for month of Februery 1947, properly audited and vouchered as evidenced by voucher nos. 998y thru 10088 submitted, examined, approved and payment authorized. Monthly reports of streets , ssnitation, health, water, police, fire, airport, and library departments for month of February 1947, submitted and examined. Financial statement of revenues and e×Denditures during month o f February,194y submitted and examlned. Bank statements in all accounts for month pi' February 1947, properly reconciled, submitted and examined. Mr. John Krider, J.C.Mitchell and Joel S.Field next appeared on behalf of the Sanford B~seball Association with further reference to their request for a lease on the Hunicipal Bsll Park for a period of one year, beginning April 15,194y, instead of the basebell season of the Florida State League and submitted a proposed lease agreement. Action deferred. Hr. Herman E.~orris ne×t appeared on behalf of the Seminole County Chapter of American Red Cross end requested a contribution toward the annual Red Cross War Fund, and on motion of Commissioner Lesher, seconded by Commissioner Tilllems and carried, a donation in amount of $100.©0 wes authorized for this purpose. Application ne×t received from T.R. Chandler for permit to sell beer and wines at 1020 French Avenue, and on motion duly carried, same was denied because of said location ~eing in residential section. On motion of Commissioner Bishop, seconded by Commissioner Williams and carried, the Commission next approved the purchese of 25 Refunding Serles A Bonds from Cohu & Torrey, St. Petersburg, at price of $666.25 each. Communication next read from Fred W.Bender, Realtor, requesting t~e Commission to de- fer action for 90 days on the openh:~ of bids to be received at this meeting for the purchase of the City owned property loc ated between Locust and Bay Avenues and Fourth and Sixth Streets, advising that he has a party interested in acquirirg this property for constructing a low rental housing project but the details are not sufficiently matured to present a definite program to the Commission at this time. Thereupon after careful consideration and in view of no bids having been received on the purchase of'this property, the Commission ordered it withheld from the market for No. "AN ORDINANCE OF THE CITY Om ,qA~w~ a period of 90 days. On motion of Commissioner Bishop, seconded ~y Commissioner ~llliams and carried, the Commi sion next approved the purchase from ~rs. C.E.Hand of one second-sand RCA automotive police radio unit a% a cost of $?5.00. In accordance with authorization of City Commission under date of Feb. 12, 1945, the Commission next authorized an additional advance to police patrolman Wade H Raulerson in amount of $299.~? for the purpose of paying hospitalization fees of Orange 5~emorial Hospital and medical fees of Dr. R.H.3alker for post-operative care of leg injury re- ceived by ~r. Raulerson as result of accident on Feb. 1,1945, while in line of duty. City ~anager next reported on bad condition of an 8" Sanitary Sewer llne in- stalled between South Grsndvlew and roinsettia Avenues and extending north from Geneva Avenue aoproxlmately 1,O00 ft. to a large septic tank; advising that this sewer line was installed on top of the ground through a muck swamp and t~.t tree roots and settlement of muck have unjointed most of the pipe, and that it would be more economical for the City to abandon tnis sewer and install two septic tanks to serve the only two houses connected thereto; which would cost approximately $225.OO. Thereupon Commissioner Lesher moved that the City abandon the aforesaid sanitary sewer line and install two septic tanks to serve the two dwellings connected to thLs sewer. Seconded by Commissioner Williams and carried. On motion duly carried, the City ~anager was next authorized to c all for bids for furnishing fuel and lubricating oils for one year for the diesel engines at municipal water plant. The City ~iansger next reported that ~r. James ~oughton had tendered his resignation as Superintendent of the Zoo and requested that he be relieved of such duties immediate- ly, and same was accepted. Communication next read from the Campbell-Losslng Post of American Legion advising that the State Department Headouarters of the American Legion has been located in Sanford temporarily and that consideration is now being given to a permanent location, which will include a site for erecting a memorial building to veterans of "~orld War II, and requesting the Commission to extend an invitation to the State Department Headquarters to establish its permanent headquarters in Sanford and to offer a suitable site for erectirE the memorial building. Thereupon after careful consideration, as a result of which it was felt that the community and returning war veterans would be greatly benefitted by the American Legion maintaining permanent Headquarters in Sanford, and on motion of Commissioner Bishop, seconded by Commissioner Carraway and carried, the City Attorney was authorized to prepare a re~oiution for adoption at next meeting extending an invitation to the American Legion Headquarters to establish its permanent headquarters in Sanford and offering the City-owned property now used as municipal softball diamond for erecting the memorial building. On motion duly carried, the ~ ~ Bradley, Deputy City Clerk, increased to $215.00 per month , and the salary of Aria Jane Lundquist, assistant bookkeeper, increased to $154.00 per month, eI'fective ~arch 1,1947. On motion duly carried, the Commission next authorized the employment of ~orris N. Falagan as pol~ e patrolman at salary of $154.00 per month , effective as of March 16, 1947.
