The City Commission of the City of Sanford,
at the City Hall in the City of Sanford, Florida,

Nesting called to order by the Chairman.
The City ~anager next submit ted an estim~e on the
pruning the citrus grove at the municipal airport, as follows:
18 tons of 4-6-8 Fertilizer applied at $39.50 per ton
16,000 gallons of Bordol Emulsion Spray applied

Thereupon after considerable discussion, theCommission directed that Nr. Glen Lingle
be requested to make an inspection of the citrus grove and toi~ubmit recommendations and
estimates for further consi~'eration of the Commission.
On motion of Commissioner ~illiams, seconded by Commissioner Bishop and carried,
the Commission next approved the purchase from Damon & Boles Company, Boston, Mass. of
20 Refunding Series "A" Bonds at a price of $650.00 each.
The City Nanager next advised that Nr James Hudson, who had the contract for con-
structing the Tourist Information building, has completed his contract and is ready for
final inspection and acceptance of the building.
Thereupon the City Nansger was authorized to make final inspection and accept the
building on behalf of the City.
A letter was next read from Title Guaranty & Abstract Company, requesting the CIIV
to furnish Quit-claim deeds on property that was acquired by the City thru foreclosure of
its tax liens and then lost to the County thru foreclosure of its tax liens, in order
that the new owner may clear the title to such properties.
Thereupon after considerable discussion, and on motion of Commissioner Carraway,
seconded by Commissioner Bishop and carried, the Commission authorized the Mayor
and Clerk to furnish Quit-claim deeds at a price of $7.50 for each lot or parcel of
land, to parties who have acquired such property from Seminole County, of which the City
had previously acquired title thru foreclosure of tax liens.
The City Nanager next gave a report on his recommendations for curtailing the
operating expenses at the municipal airport since the War Assets Administration had
cancelled the Revocable Permit for operating the entire Sanford Naval Air Station property,
which would necessitate dispensing of the services of the Superintendent, one fireman,
and one laborer.
Thereupon the City Nanager was directed to notify Mr. Edmund B.Stowe, Supt. of the
Airport, B.H.Giles, airport fireman, and one of the laborers, that their services would
be discontinued as of June l, 1947, in order for the City to curtail the operating
expenses to a minimum.
Mr. C.A.~addy, Superintendent of the West Virginia Training School that has been
operating a vocational training school at the Sanford Naval Air Station since October l,
1946, under the City's Revocable Permit granted by the Navy, which was cancelled by the

at a satisfactory agreement between the school and the City for water, sewage disposal
and fire and police protection services, provided the school can enter into a satisfactory I
lease agreement with the War Assets Admlnlstraction to continue using the property for
school purposes.
Thereupon after considerable discussion as to the cost to the City for furnishing the
school such services, the Commission agreed to continue furnishing the West Virginia
Training School water, sewage disposal and police and fire protection services at a cost
of $600.00 per month.
Commissioner Lesher next introduced Resolution No. ?18, and after being read in full
by the Clerk, moved its passage and adoption.

RESOLUTION NO. ?18
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD,FLORIDA, APPROVING
THE PROGRAM ADOPTED BY THE CITIES OF FLORIDA FOR FINANCIAL RELIEF THROUGH THE
LEGISLATURE,AND MEMORIALIZING THE LEGISLATURE OF FLORIDA TO L SUPPORT THE SAME
AND PASS LEGISLATION FOR THAT PURPOSE.
WHEREAS, the municipalities of the State of Florida have been deprived of a large
amount of revenue heretofore employed for operating expenses and servicing the debts
of such municipalities, by the homestead exemption from taxation granted by the Consti-
tution of the State of ?lorida, and by the withdrawal by the Legislature from municipalities
from time to time of other sources of revenue and many of the municipalities of the State
are in serious financial straits because of said loss of revenue, and the cities have
adopted plans for financial relief and requested the passage thereof by the Legislature of
the State of Florida at its 1947 session:
NOW, THEREFORE,BE IT RESOLVED by the City Commission of the City of Sanford, Florida, thati
the Legislature of the State of Florida, be and it is hereby memorialized to support the
program of the municipalities of the State of Florida for financial relief, and to pass
such legislation at the present session of the Legislature as will grant to the munici-
palities of the State substantial financial relief in order that they may contlnue to
perform municipal services for their citizens.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon its
passage and adoption.

The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. April 28, 1947.

Meeting called to order by the Chairman.
Mr. and Mrs T.S.Crawley of 1910 Sanford Ave. and ~r. J 0 Laney of 1912 Sanford
Avenue, next appeared and made a further request for the Commission to re-open the alley
running east and west :rom Sanford Avenue to Palmetto Avenue between Nineteenth and Twenti-
eth Streets, which was closed by ordinance No. 378 under date of Sept 6, 1945.
Mr. & Mrs R J Hlckson of 1919 Palmetto Ave. Mrs Fred Robb of 1920 Palmetto Ave. , and
Mr and Mrs. L.P.Payton, owner of lot adjacent to the aforesaid alley, next voiced their
objections to having this alley re-opened because of creating a traffic hazard to the
children in the neighborhood who play along the sidewalks crossing it.
Thereupon after considerable discussion, Commissioner Carraway moved that the former
action of the Commission closing this alley, remain unchanged.
Seconded by Commissioner Bishop and carried over the dissenting vote of Commissioner
Williams.
Attorney A.Edwin Shinholser next appeared on behalf of the property owners along
north side of Catalina Drive in ~agnolia Heights Subdivision and requested the City to
open an alley in back of their property, agreeing to convey 7 feet of right-of-way to
the City for this purpose, provided the City will dedicate ? feet off the back of the prop-
erty on north side of the proposed alley, which is owned by the City.
Thereupon the Commission agreed to dedicate the south 7 feet of the aforesaid City-
owned property for use as a public alley, together with the north ? feet of the abutting
property to be conveyed to the City by the aforeaid property owners f~r such purposed.
Sealed bids next received for furnishing two pickup trucks and three long-wheel base
