042847-Regular Session MINUTES CITY COMMISSION, SANFORD, FLORIDA. _.7:30 P 19 47 The City Commission of the City of Sanford, ?lorida, met in regular session at the City Hall in the City of Sanford, Mlorida, at ?:30 o'clock P.M. Wilson City ~anager & Clerk H N Sayer Deputy City Clerk Gordon L. Bradley Chief of Police R.G.Williams. Meeting called to order by the Chairman. Mr. and Nrs T.S.Crawley of 1910 Sanford Ave. and Ur. J O Laney of 1912 Sanford Avenue, next appeared and made a further request for the Commission to re-open the alley running east and west ~rom Sanford Avenue to Palmetto Avenue between Nineteenth and Twenti- eth Streets, which was closed by ordinance No. 3?8 under date of Sept 6, 1945. Mr. & Nfs R J Hickson of 1919 Palmetto Ave. Mrs Fred Robb of 1920 Palmetto Ave. , and Nr and Nrs. L.P.Payton, owner of lot adjacent to the aforesaid alley, next voiced their objections to having this alley re-opened because of creating a traffic hazard to the children in the neighborhood who play along the sidewalks crossing it. Thereupon after considerable discussion, Commissioner Carraway moved that the former action of the Commission closing this alley, remain unchanged. Seconded by Commissioner Bishop and carried over the dissenting vote of Commissioner Williams. Attorney A. Edwin Shinholser next appeared on behalf of the property owners along north side of Catalina Drive in Nagnolia Heights Subdivision and requested the City to epen an alley in back of their property, agreelng to convey ? feet of right-of-way to the City for this purpose, provided the City will dedicate ? feet off the Pack of the prop- erty on north side of the proposed alley, which is owned by the City. Thereupon the Commission agreed to dedicate the south ? feet of the aforesaid City- owned property for use as a public alley, together wlt~ the north ? feet of the abutting property to be conveyed to the City by the aforeaid property owners f~r such purposed. Seconded by Commissioner Carraway and carried. Report of April analysis of milk from all dairies operating in Sanford, as pre- pared by Dr. L.R.Scribner's Laboratories at Orlando, next submitted, such report showing all such milk within the requirements of "Grade A Nllk." On motion of Commissioner Bishop, seconded by Commissioner Williams and carried, the Commission next approved the purchase from W.J.King of one new gas hot water heater for the Fire Department at a price of $14y.03 installed. In response to the request of the City Commission, Nr Glen Lingle next submitted an inspection report of the condition of t~e citrus grove at the municipal airport, with recommendations that it only be fertilized at this time because of the very light crop of fruit on the trees, which would not Justify the cost of sparying and pruning. On motion duly adopted, the Commission then authorized Mr. Lingle to apply the necessary fertilizer to the aforesaid citrus grove at a cost of $45.00 per ton. The City Manager and Chief of Police Willaims next submitted their report on the traffic survey relative to installing additional traffic signal lights at congested intersections, and recommended that a three-signal light be installed at intersection of Celery and Mellonville Avenues to replace the two-signal light in operation, which is considered hazardous because of not having a "caution" signal. Thereupon after considerable discussion, it was the opinion of the a blinker caution light should be installed at either the intersection Commission that of Park and Third for the purpose of operating a service Natter taken under advisement. On motion of Commissioner Williams, station. seconded by Commissioner Bishop and carried, the Commission next authorized the pa~vment of $25.20 to Supt. of Public Works Lubinski for use of his personal car in connection with his duties with the City, representing 252 miles of transportation while his pickup truck was being used at the zoo. or Fourth Streets, and on motion of Commissioner Carraway, seconded by Commissioner Williams and carried, the Commission authorized the purchase from Sanford Electric Contract- ing Company of one new Eagle three-signal traffic light at price of $3Y~.60, and one blinker caution light. Application next received from ~r Herbert Prevatt, operator of the concession at the Zoo, for a year's lease on said concession, offering a rental of $50.00 per month, which was the price offered by Mr. J.A. Calhoun in his application submitted at the meeting of April 14. Application accepted. Application next received from Seminole County Notors for permit to install gasoline tanks and pumps on the street right-of-way of Commercial Street adjacent to their building MINUTES CITY COMMISSION, SANFORD, FLORIDA, _,,.t 7:30 ? 19 47 The City Manager next reported of a heavy growth of mistletoe in a number of large oak trees on the parkways throughout the City, and that Roth's Tree Surgeons have made a survey and submitted a price of $4.?5 per tree for removing the mistletoe and dead limbs from 60 of the trees t~at are in such bad condition. Thereupon after considerable discussion, as a result of which it was felt that the City should attempt to preserve its shade trees, and on motion duly carried, an expendi- ture was authorized for ~avlng Roth Tree surgeons remove the mistletoe and dead limbs from 60 trees at a cost of $4.?5 each. Communication next read from Dr. H.A.Wetstine, Hazleton, Pa. offering to sell the City lots ll and 12 of Block A, First Street Extension, located in Fort Mellon Park, at a price of $500.00 each. Thereupon after careful consideration, Commissioner Lesher moved that the City make Mr. Wetstlne a counter offer of $375.00 each for the purchase of the aforesaid lots. Seconded by Commissioner Williams and carried. The City Manager next reported that two boats have been docked at the municipal pier for the past several months, using lights and water, free of charge that were installed by the City for the convenience of visiting boats , stating that the owners of these two boats are working in Sanford. Thereupon the Commission instructed that the owners of the aforesaid boats be notified to pay the City a dockage fee of $20.00 per month, or remove their boats from the pier. Letter next read from E.P.Owen, Jr. Secretary of Mlor~a League of ~unicipalities relative to Committee Meeting to be held in the House Chamber at 2:30 P.M. Wednesday, April 30,1947, to consider the proposed bills presented in Legislature to grant cities financial assistance, and urging that Sanford be represented at this meeting. Thereupon the Mayor and City Manager were authorized to attend this Committee Meet- ing, the expenses in connection therewith to be borne by the City. On motion duly adopted, the Chief of Police and Municipal Judge was next authorized to attend the ?lorlda Traffic Courts Conference to be held in Jacksonvil~ on May 1-2 1947, the expenses in connection therewith to be borne by the City. On motion duly carried, the Clerk was next ordered to notify ~r W.H.~cClintock, 1601 W. First Street, to remove within 60 days, the pile of old salvage materials thst he placed on street right-of-way of Jessamine Avenue next to his home. Fire Chief Cleveland neet submitted the annual fire report for year ending December 31, 19~6, and s~me was given careful study by the Commission. Consideration next glven to the request of S~nford Baseball Association for the City to furnish the same financial assistance of $300.00 per month for five months toward defraying t~e cost of operating a baseball team in the Florida State League during the 1947 season. Thereupon after considerable discussion, as a result of whicn it wes felt that the Commission could not be justified lna~pr~priating City funds for assisting in maintaining and operating a base~all club without knowing the financial condition of the Sanford Baseball Association, and requested that they furnish the City a copy of their budget for the current season, for further consideration. There being no further buslnese the meeting then adjourned until 7:30 o'clock P.M. May 5,1947.
