052047-Adjourned Session MINUTES CitY COMMISSION, SANFORD, FLORIDA, M~ 20 at 7:3o P M 19 47 The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. Nay 20,1947. Present: Commissioner H. James Gut, Mayor. " Geo. D. Communication next read from the War Assets Administration, Jacksonville, requesting that the City furnish police and fire protection, and maintain that portion of the Sanford Naval Air Station property now under the custody of the War Assets Administration. No action taken. Mr Glen Llngle next appeared and made appl~cation to ourohase the City owned property described as Block 1 of Tier 9 of E.R.Trafford's Nap located at northwest corner of French Avenue and Commercial Street, stating that he p~op$~e$ to erect a warehouse for stor- age of equipment on th~ property within six months, and a citrus packing house as soon as building materials can be obtained at a reasonable price. Nr Llngle also stated that he would grant the City an easement for a railroad right-of-way across the west end of this property for the purpose of serving any water terminals that may be constructed on the lakefront. Matter taken under advisement. Communication next read from Attorney A. Edwin Shinholser, representing the property owners on north side of Catalina Drive in Nsgnolia Heights Subdivision, with further reference to their proposal for dedicating a public alley in this block, advising that upon examining the titles to the aforesaid property it was found that it is subject to mortgages, which would entail considerable negotiations to have the north 7 feet thereof released for alley purposes; and requested that the City dedicate the south 12 feet of its lots in Block 19 of San Lanta 2nd Sec. for this proposed alley. Thereupon the Commission agreed to dedicate the south 12 feet of the City owned lots in Block 19 of San Lanta 2nd. Sec. as a public alley, provided R.T.Cowan will convey to the City the south 12 feet of the other two lots in this block for public alley purposes, in order to complete the right-of-way. Application next received from Sanford Herald to purchase Lots l, 2 , 3 and 4 of Block 15 of Spurling's Addition to Chapman & Tucker's Addition, and same was taken under advisement. Communication next read from Central Disbursing Officer of U.S.Navy requesting payment of the $25.00 the City agreed to pay for the improvements left on the old airport property that was lessed to the Navy during the war. The City having agreed to purchase these improvements for salvage purposes at the expiration of the lease on June 3, 1946. Thereupon Commissioner Bishop moved that the City pay the Navy the sum of $25.00 for the aforesaid improvements. Seconded by Commissioner Carraway and carried. On motion of Commissioner Williams, seconded by Commissioner Lasher and carried, the Commission next authorized an expenditure in amount of $50.00 for painting the MINUTES CiTY COMMISSION. SANFORD, FLORIDA, 70 At 7-'30 M 19 47 Notice next received from United States Department of Agriculture, of intent of renewal of lease for one year beginning July l, 1947, on City owned property described as Block 27 of Robinson's Survey for the purpose of operating a farm labor camp thereon. Said renewal being conditioned upon the passage of an appropriation by Congress from which expenditures thereunder may be made for the operation of said labor camp. Thereupon the Commission accepted the renewal of t~l~ lease subject to the aforesaid conditions. Report of May Analysis of milk from all dairies operating in Sanford, as prepared by Dr. L.R. Scribner's Laboratories at Orlando, next submitted, such report showing all such milk within the requirements of "Grade A ~ilk." Consideration next given to granting vacstlons for the three employees at the Municipal Water Plant working eight-hour shifts, seven days each week, thereby maintaining the plant in continual operation twenty-four hours per day. Thereupon the Commission authorized the employment of a relief man during vacation period, and instructed that the aforesaid employees be notified that if they did not accept a two weeks vacation, the City would not pay them a salary in lieu of vacation. Mr. Frank B. Ashdown, General Contractor, next subm~ted a sketch of the two 24 ft. driveways that Holler Motor Sales propose to construct on west side of Palmetto Avenue between Second and Third Streets, of which applic~tion for peri, it was submitted at meeting of May 12, 1947. Thereupon after further consideration, and on motion duly carried, same was granted. Bill of H.G.Lingle in amount of $720.00 covering 16 tone of citrus grove fertilizer applied on the City's groves at the municipal airport, next presented, and on motion of Commissioner Lesher, seconded by Commissioner Williams and carried, same was approved and payment authorized. On motion duly carried, the Commission next authorized the employment of Roth Tree Surgeons to remove mistletoe and dead limbs from 40 additional trees on the streets and parts throughout the City at a price of $4.75 each, the Commission having previously authorized an expenditure for removal of mistletoe and dead limbs from 60 trees at regular meeting of April 28 , 1947. The City Manager next reported that upon recommendation of Mrs E.J.Moughton, Librarian, Mrs Mary R. Brewerton had been offered the position as assistant librarian on part time basis of four hours per dsy until September 30, 1947, at a salary of $40.00. per month, and full time Job beginning October i at salary of $100.00 per month. Mrs Brewerton having filed appl~ation with the City Commission at meeting of Ma~ 5, 1947 for this position. There being no further business the meeting Attest: adjourned. Mayor.
