Meeting called to order by the Chairman.
Mr. George Austin, Manager of Thorpe Furniture Company, ll7 Magnolia Avenue,
next appeard before the Beard and advised of their proposal to have an auction sale
for the purpose of stimulating business, but that the City's license fee of $100.00
per day makes it prohibitive; stating that since they have been in Sanford for a
number of years, owning their own business buildingthey felt thst the Commission should
reduce the license tax on auction sales for established merchants.
Thereupon after considerable discussion, it was the opinion of the Commission
that the $100.O0 per day license fee for furniture suctioneere was imposed for the
purpose of discouraging auction sales and intended for itinerant merchants and auction-
eers; and that the fee is excessive for an established local merchant; and on motion
duly adopted, the City Attorney was instructed to prepare an ordinance for consideration
of the Commission, amending Section 1~ of License Ordinance No.354, so as to provide a
license tax of $20.00 per day for furniture auctioneers, by or for a business which
has been in operation in the City for a period of not less than two years.
TheCity Manager next reported that the United States Senate had passed an Act
on July $,1947, referred to as Senate Bill No. 364, amending the Surplus Property
Act of 19~, authorizing the conveyance of surplus airport property, including
personal property, to cities for the purpose of developing sources of revenue for the
perpetuation and maintenance of that portion of such airports that have already been
classified as a" Public Airport" and conveyed to the cities , stating that this Bill
is now before Congress and that several Florida cities are sending a delegation to
Washington, D.C. to meet with Florida's Representatives and other Congressmen on the
Committee, to use their influence to have this Bill passed, and the. t they are request-
lng that Sanford be represented at this ~eting.
Thereupon after considerable discussion, and in view of the benefits to be accrued
to the City by the passage of Zhis Bill, Commissioner Lesher moved that Commissioner
Carraway and Mr. Edward Higgine, Manager of the Seminole County Chamber of Commerce,
be authorized to represent Sanford in this delegation to Washington, D.C. to confer
with the Florida Representatives and the Congressional Committee, relative to the
passage of Senate Bill No. 364, the expenses in connection therewith to be borne by the
City.

Seconded by Commissioner Bishop and carried.
The Commission then resolved itself in adjourned session as a Tax Equalization
Board to act upon complaints registered as to assessed valuation for year 1947.
The following action was next taken with respect to complaints as to valuations
presented to the Board at its meeting of July 7, and other complaints filed with the
Clerk since that time.

The Board next proceeded to a further study and comparison of the assessed
valuations on the 1947 Tax Roll with the actual cash value of the properties, with
the view of increasing the assessed valuations, final action being deferred, pending
further consideration.
The Commission then adjourned as a Tax Equalization Board until ?:3o o'clock
July 14, 1947.
