The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at ?:30 o'clock P.t~.July 1~,1947, but due to lack of a quorum immediately adjourned until ?:30 o'clock P.~.July 18, 1947. Current invoices and payrolls for month of June 1947, properly audited and voucher- ed as evidenced by voucher nos. 42? thru 534, submitted, examined, approved and payment authorized. Monthly reports of streets, sanitation, health, water, police, fire, library, and airport departments f or month of June 1947, submitted and examined. Financial ststement and statement of revenues and expenditures during month of June 1947, submitted and examined. Bank statements in all accounts for month of June 1947, properly reconciled , submitted and examined. Commissioner Carraway next introduced Ordinance No. 418, entitled: AN ORDINANCE OF THE CITY OF SANFORD,FLORIDA, ~ENDING PARAGRAPH 18 OF SECTION5 OF ORDINANCE NO 354 PASSED AND ADOPTED ON THE llth DAY OF SEPTEMBER, 1944, AND LEVYl~G AND IMPOSING CERTAIN LICENSE TAXES FOR MUNICIPAL PURPOSES, SAID PARAGRAPH 18 RELATING TO AUCTIONEERS. and same was read in full by the Clerk. Mr. E.C.Smith Jr. President of the Sanford Betall Merchants' Association and Mr. Jack Ratigan of Seminole County Motors then appeared before the Board and voiced their objections to reducing the license tax for auctioneers, stating that it was theopinion of the Retail Merchants' Association that auction sales are not conducive to good business nor to the good of the community. Mr. George Austin, Manager of Thorpe Furniture Company, next spoke in favor of reduoing the license tax for furniture auctioneers from ~lOO.OO to ~PO.OO uar d~v ~ MINUTES City Commission, Sanford, Florida July 18 &t, 7:~0 1~ M ...... 19.47 established merchants that have been operating in Sanford over two yesrs, ets. ting that they propose to conduct an auction sale for the purpose of stimulating business, which will be conducted in a business like and legitimate manner. Thereupon after considerable discussion, the aforesaid Ordinance No. 41S was carried over for further consideration. Chief of Police Williams next submitted a petition signed by all the residents within two blocks of the beer garden operated by J.D. Carlton at SO1 W. Ninth St., requesting the Commission to revoke his permit and license to sell beer and wines at this loostion because the place of business is being Operated in a disorderly manner. Mr. H.H. Fortner next spoke agsinst allowing beer and wines to be sold at the aforesaid location because of the noise and environment being a detriment to the neighborhood. Mr. J.D. Carlton, operator of the aforesaid beer garden then appeared before the Board and requested that he be given an opportunity to correct the conditions that have existed at this place of business, stating that he will secure the proper management and operate it in an orderly manner. Thereupon after considerable discussion, the Commission ordered a hearing to be held at 2:00 o'clock P M July 30,1947 for the purpose of determining whether or not City license No. 3S2 issued on October 3, 1946, for vendor of beer and wines at S01 W. 9th. St., should be revoked by the City Commission. Messrs E.R.Doyle and ~.D. Forbes next appeared before the Commission and outlined pro- posals to construct approximately fifty pre-fabricated frame dwelling houses in Sanford to be sold to war veterans, which will meet the requirements of Federal Housing Authority, and requested an option to purchase the necessary City owned lots in Magnolia Heights and San Lanta Second Section Subdivision, as needed, to construct these houses on. Thereupon after careful study of theplans and specificstlons of the proposed pre-fabri- cated type dwellings, and upon advice of the Building Inspector that they conform to the requirements of the Building Code and Zoning Ordin,nce, the Commission agreed to grant Messrs. Doyle and Forbes an option not to exceed eight months to purchase the necessary city Owned lots in Magnolia Heights and San Lanta Second Section Subdivisions at a price of $200.00 each, to be used for the purpose of constructing homes for veterans of World War XX. On motion duly carried, the Commission next granted the Seminole County Troop of Boy Scouts of America permission to use the Municipal Diamond Ball Field for a camping site during the week-end of Labor Day. Commissioner Carraway and Mr. Edward Higgins next gave a brief report on the result of their trip to Washington D.C. relative to the passage of Senate Bill No. 264, authorizing transfer of entler surplus airport properties to cities; stating that they found no oppo- sition to the Bill and that they were confident that it would be passed in the present session of Congress. Mr. Claude Whidden next appeared before theCommisslon and outlined a proposal of a party, whose name he could not reveal at this time, to construct several houses in Sanford for veterans of World War II, and requested the City to furnish him the sites for th~ purpose. Matter taken under advisement. Application next received from Margaret Ann Stores for permit to sell beer and wines for consumption off the premises, at 21S E.Flrst Street, and on recommendation of Chief of Police Williams same was approved. Thereupon Commissioner Williams moved that the City manager be authorized to purchase another crankshaft and main bearings from Fairbanks,Morse & Company at a cost of $1,739.19 F.O.B. Factory, and that the cost of repairing both engines be charged against the reserve set up for Water Plant Equipment. Seconded by Commissioner Carraway and carried. On motion of Commissioner Williams, seconded by Commissioner Carraway and carried, the Manager was next instructed to h~ve Mr. James Mo%Ehton, former Supt. of the ~unicipal Zoo, transfer to the City funds in amount of $1,19~.24 on deposit in a Special Zoo Account at the Sanford Atlantic National Bank, to be deposited in the General Fund for Zoo purposes. The City Manager next reported that the Citrus Grove at the Municipal Airport should be sprayed immediately with insecticides, in order to protect the fruit from any further damage. Thereupon Commissioner Carraway and theCity Manager were authorized to have the grove inspected and to obtain recommendations as to the proper kind of insecticide that should be applied. On motion duly carried, the Commission next appointed Geo. A. Speer, Jr. as Acting Municipal Judge, in the aOsence of Municipal Judge James G.Sharon and County Judge R.W.Ware. On motion of Commissioner Williams, seconded by Commissioner Carraway and carried, Commission next re-appointed Harry E.Tooke Jr. as a member of the Civil Service Board for a term of two years, in accordance with the provisions of Sections 2 and 3 of Ordinance No. 3~9, creating a Civil Service System for the City of Sanford. Communication next received from Silver Fleet Cab Company requesting an increase in the maximum fees for taxi fares in the City, as established by City Ordinance, advising that the great increase in the purchase cost, maintenance cost and insurance on taxicabs have made it unprofitable to operate under the present rates. Matter taken under advisement. Communication next received from Mr. J.Edwin Larson, State Insurance Commissioner relative to the difficulty in securing liability and property damage insurance on taxicabs, stating that they are experiencing the same problem all over the state and that a meeting will be held in his office on August 6th, to discuss ways and means I'or setting up an insurance pool to carry this insurance. Commissioner Williams next introduced Re~ olutlon No.722, and after ~ein~ read in full by the Clerk, moved its passage and adoption. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF S ANFORD, FLORIDA, WAIVING IN FAVOR OF THE FERNALD-LAUGHTON MEMORIAL HOSPITkL ASSOCIATION RIGHTS OF THE CITY OF SANFORD IN CERTAIN NAVAL AIR STATION PROPERTY. BE IT RESOLVED by the City Commission of the the City of Sanford, Florida, that the City of Sanford, Florida, does hereby waive in favor of Fernald-Laughton ~emorial Hospital Associatlon any priority which said City of Sanford may have in the acquisition of t he ,.11~.t~ ~th~ nrnoertv located at the Naval Air Station ,Sanford, Florida, requested MINUTES City Commission, Sanford, Florida, July ..la Building No. ? - Dispensary. The Commission then re-convened as a Tax Equalization Board and proceeded to a further study and comparison of the assessed valuations on the 1947 Tax Roll as pre- pared by the Tax Assessor. Thereupon after careful consideration and on motion duly carried, the Board author- zed and directed that notice be published of its intent to increase the assessed valuations l0 percent on all real property for the year 1947, and that the date of final Equalization Board meeting will be held at ?:30 o'clock P M August 4, 1947. The Commission then adjourned as a Tax Equalization Board until ?:30 o'clock P.M. August 4, 1947. There being no further business the meeting then adjourned until 7:30 o'clock P.M. July 21, 1947.
