Further consideration next given to the adoption of Ordinance No.418, reducing
the license tax on furniture auctioneers from $100.00 to $20.00 per day, which was intro-
duced at the adjourned regular meeting of July 18, 1947.
City Attormey Wilson then advised the Commission of his opinion that the license tax
of $100.00 per day for furniture auctioneers as imposed by Ordinance No. 354, would be ruled
excessive by the Courts.
Mr. E.C.Smith Jr. President of the Sanford Retail Merchants Association next advised
the Board that his Association is still not in favor of auction sales, but in view of the le-
gal opinion rendered by the City Attorney, ltwould sanction the Commission imposing a license
tax that will be upheld by the Courts. Also, that the Association recommended a maximUm
fifteen day limit be included in the amended ordinance.
Mr. George Austin, Manager of the Thorpe Furniture Company, next stated that he felt
that the proposed license tax of $20.00 per day is still too high.

Commissioner Williams then moved that Sub-Sec (b) of Paragraph 18 of Sec i of said
Ordinance No. 418, be amended to include the words "but for not more than fifteen business
days in any one year."
Seconded by Commissioner Carraway and carried by the following vote of the Commission:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 418, ent~led:

On motion duly adopted Ordinance No. 41~ was next ordered POSTED at the front door of
the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter,
as amended.
Report of July analysis of milk from all dairies operating in Sanford, as prepared by
Dr. L.R.Scribner's Laboratories at Orlando, next presented, such report showing all such
milk within the requirements of grade "A" milk.
Commissioner Carraway next moved that the Seminole County Junior Chamber of Commerce
be granted their request to use one parking space on Park Avenue adjacent to Roumillat &
Anderson's Drug Store for the purpose of displaying an automobile that will be given away
on Labor Day.
Seconded by Commissioner Williams and carried.
On motion duly carried, t~e Commission next approved the employment of E.L.Lavy at
salary of $138.75 per month, and B.H.Giles at salary of $143.00 per month to fill position
of two additional firemen authorized by the City Commission.
Communication next received from the Zoning Board of Appeals recommending that Nr.
J.C.Owens be granted a permit to install and operate a gasoline service station at 515 Elm
Avenue in connection with h~ grocery store.

In response to the request of the Fernald-Laughton Nemorial Hospital that the City
require Nrs Velma L Gonzalez to establish a bus service to the airport for the benefit of
the hospital patrons, visitors and staff, a letter was next read from Mrs Gonzalez advising
that a survey had been made, and that there would not be sufficient passengers to patronize
the bus to pay for the operating expenses.
Communication next received from Nr. W.D.Ryan, General Nanager of the Ninneapolis
Baseball and Athletic Association, accepting the City's invitation to conduct their 1948
spring training program in Sanford.
Communication next received from Radio Corporation of America accepting the contract
for furnishing the Police Radio Equipment at a price of $2,925.00, completely installed and
ready for operation.
On motion duly carried, th~ Commission next authorized an expenditure in amount of
approximately $200.00 to cover t~e cost of repairing the roof on the reservoir at the Water
Plant.
Consideration next given to adopti~an ordinance prohibiting the keeping of chickens and
other fowls within a certain distance of a residence.
Thereupon after consideraDle discussion, and on recommendation of the City ~anager that
such a law should be enacted, the City Attorney was directed to prepare such ordinance for
consideration of the Commission.
The City ~anager next reported that NcCormick Lumber Company had com~nced with the
repairm on their warehouse building located on East 1/2 of Block 3 of Tier 12, E.R. Trafford'e
Nap of Sanford, which was condemned by the City Commissioner under date of ~ay 26, 1947.

On recommendation of Inspector Duncan, the City Attorney was next directed to prepare
an Ordinance amending Paragraph (C) of Section 12 of the Electrical Ordinance, for
the purpose of increasing the inspection fees on certain types of electric~l work.
The Commission then proceeded to a lengthy study of the matter of revising t~e occupa-
tional license tax rates as levied and imposed ~ Ordinance No. 354, and amendments thereto,
final action being deferred, pending further consideration.
There being no,further business the meeting adjourned.
