The City Commission of the City of Sanford, Florida, met in adjourned regular session
at the City Hall in the City of Sanford, Mlorlda, at 2:00 o'clock P M July 30,194y.

Consideration next given to the ~atter of revoking 1946-47 City license No. 382
issued to John D.Carlton to engage in the business as vendor of beer and wines at 801 9. 9th
Street, because of conviction of oper~ting a disorderly place of business, and also because
of residents within said vicinity having filed a petition with the City Commission at meeting
of July 18 ,1947 protesting against the operation of a beer garden at this location. The
aforesaid license having been issued to Eleanthis Ares on October 3, 1946, and transferred to
John D.Carlton under date of February 12, 1947 by authority of the City Commission.
Mr Calrton then appeared before the Board and requested that his license not be revoked,
stating that he had employed a new manager to operate the beer garden under his personal
supervision, and assured the Commission that it would be conducted in an orderly manner at
all times.
Mr Millard Bell~my, a resident at 709 W. 9th Street , next voiced his objections to
allowing Nr Carlton to continue operating a beer garden at this location, claiming that it
creates a muisance to the neighborhood because of the disturbance from the customers congre-
gating on the premises and from theloud noise from the Juke organ that is operated until late
at night.
Mr H H Fortner also protested against the operation of a beer garden at the aforesaid
location, claiming that it would continue to be a nuissnce and detriment to the neighborhood.
Thereupon after considerable discussion and further assurance from Mr Carlton that he
would conduC~ the beer garden in an orderly manner and keep it from being a nuisance to
the residents within its vicinity;Commissioner Williams moved the revocation of the afore-
said City license No. 382, issued Mr. Carlton to engage in the business as vendor of beer and
wines, but such revocation not to become effective until further action of the Commission.
Seconded by Commissioner Carraway and carried.
Request next received from the Coast Guard Auxiliary for permit to close Seminole Boulevard
on Labor Day in connection with their Boat Regatta program, and on motion duly carried,
same was authorized, subject to the approval of the State Road Department.
Application next received from Mr.M.K.Reome to lease the City's dock and warehouse
facilities on the lakefront for a term of not less than five years, for the purpose of
operating a marine supply business, and same was declined because of the anticipated use
of these facilities for storage of water freight.
On motion duly carried, the City Manager was next directed to serve notice on the occu-
pants of all property abutting parkways having trees, shrubs an~ other obstructions at
street intersections that are obstructing the traffics view and creating a hazard, to
trim or remove the same within thirty days in accordance with the requirements of Ordinance
No. 344.

wss offering for sale within the City, Dr. RaymondL Bass, City ~eat Inspector, next
submitted the following report ans same was ordered filed
"July 29, 1947.
City Commission
Sanford, Florida
Dear Sirs:
On July 22,1947, I inspected and condemned a beef belonging to W.G.Kilbee of Geneva
Florida, This beef was hanging at the Table Supply Grocery on First Street.
The liver of this beef was completely destroyed. This condition apparently was caused
from a severe toxic condition produced in the body by possible plant poisoning or by
sour,mouldy grass. The lymph glands (kernels) in both front and hind quarters showed
the same condition as the liver, thus indicating a toxic poisoning throughout the body.
These lesions rendered the beef unfit for human or animal consumption.
In accordance with the Meat Insepction Ordinance of the City of Sanford, Florida, this
beef was condemned by me and ordered destroyed.
As past experience has proven Nr Kilbee to Ce very disagreeable whenever I have found
it necessary to condemn an amlmal of his, I made several attempts to contact him by
telephone, but I was unable to locate him. I telephoned Nr Grady Duncan and had the City
truck come by and pick up the beef shortly before four o'clock.
As long as I remain meat inspector for the City of Sanford, I will not endanger the puDlic
health by showing partiality to Mr Kilbee or anyone else.
