Meeting called to order by the Chairman who announced that the. purpose of the meeting
was to confer with Mr Wylie W. Glllesple, Engineer of the firm of S~ith & Glllespie,
Jacksonville, with reference to their proposal to furnish engineering services in connection
with the~proposed Municipal Dock and Terminal development on the lake front.
Mr Gillespie then submitted their proposal to furnish such preliminary engineering
services as may be required to develop preliminary plans and estimates of cost of construct-
ion and operation, without any charge to the City other than travel expenses and cost of
necessary blueprints or similar printed matter; provided the City will agree to employ them
as i~ consulting engineers on the project if and when it may materialize, at appropriate
fees to be determined by negotiation after the s~me of the project and scope of services
to be performed have been def~nitely determined.
Thereupon after considerable discussion, and in view of the fact ~hat the City had entered
into a tentative agreement with the engineering firm of Reynolds,Smith & Hills , of
Jacksonville, under date of March 26, 1945, to furnish the engineering and architectural
services for constructing the proposed Municipal Dock and Terminal Facilities, if and when
the project is developed, the Commission deferred action on the aforesaid proposal of Smith

The City Manager was then directed to secure a release of the City's tentative agreement
for engineer and architect service with Reynolds,Smith & Hills.
There being no further business the meeting adjourned.
