The City Commission of the C~y ofSanford, Florld~, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P N August ll, 1947. D.Blshop Lea R Lesher. Meeting called to order by the Chairman. Current invoices and payrolls for month of July 1947, properly audited and vouchered as evidenced by voucher Nos 535 thru 637, submitted, ex~nined, approved and payment authorized. Monthly reports of Streets, S~nitation, Airport Departments for month of July 1947 Financial statement and statement of Health, W~te~ Police, Fire, Library and , submitted and examined. revenues and expenditures during month of July 1947, submitted and examined. Bank statements in all accounts for month of July 194y, properly reconciled, submitted and examined. Application next received from D.B.Stafford for permit to sell beer and wines at 1403 W. 13th Street, and on recommendation of Chief of Police Williams, same was aoproved, provided the place of business is closed on Sundays. Ordinance No. 419 , entitled: ORDINANCE NO.419 AN ORDINANCE OF THE CITY OF SANFORD,FLORIDA, LEVYING AND I~POSING LICENSE TAXES FOR MUNICIPAL PURPOSES UPON THE OCCUPATIONS BUSINESSES AND PROFESSIONS HEREIN STATED; FIXING AND DETER~INING THE A~OUNT OF SUCH LICENSE TAXES TO BE PAID, WHEN THE SA~E SHALL BE PAID AND FOR WHAT PERIOD OF TI~E; REQUIRING EACH PERSON,FIRi~ OR CORPORATION BEFORE ENGAGING IN ANY OF SAID OCCUPATIONS,BUSINESS OR PROFESSTIONS WITHIN THE CITY OF SANFORD,FLORIDA TO PAY THE LICENSE TAX HEREIN PRESCRIBED FOR SUCH OCCUPATION, BUSINESS O~ PROFESSION, AND OBTAIN A LICENSE ~RO~ THE CITY TAX COLLECTOR FOR SUCH OCCUPATION,BUSINESS OR PRO- FESSION TO BE ENGAGED IN; AUTHORIZING THE REFUSAL TO ISSUE OR RENEW A LICENSE AND AUTHORIZING AND PROVIDING FOR THE REVOCATION OF ANY LICENSE ISSUED HEREUNDER; PROVIDING FOR THE ENFORCEMENT OF THE PROVISIONS HE~EOF BY THE SEIZURE AND SALE OF CERTAIN PROPERTY, ~ND PRESCRIBING A PENALTY FOR NOT PAYING SAID LICENSE TAX ~HEN DUE AND ~OR ENGAGING IN SUCH OCCUPATIONS, BUSINESSES OR PROFESSIONS WITHOUT PAYING SAID LICENSE TAX AND OBTAINING LICENSE THEREFOR AND REPEALING CERTAIN ORDINANCES. introduced and placed on its first reading at the regular meeting of July 28,1947, was next placed on its final reading and read in full by the Clerk. On motion duly adopted Ordinance No. 419 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter, as amended. Commissioner Williams next introduced Ordinance No. 420, entitled: ~uN ORDINANCE OF THE CITY OF SANFORD , FLORIDA,A~ENDING PARAGRAPH (c) OF SECTION 12 OF ORDINANCE NO. 2?4 GOVERNING ELECTRICAL CONSTMUCT[ON AND THE SALE, INSTALLATION, USE, MAINTENANCE IND REPAIRS OF ELECTRICAL WIRING,APPARATUS OR EQUIPI~ENT FOR LIGHTS,HEAT OR POWER, INSIDE OR ATTACHED TO BUILDINGS IN THE CITY OF SANFORD,FLORIDA,AND CREATING AND DESIGNATING THE BOARD OF EXANINERS OF ELECTRICIANS OF THE CITY OF SANFORD, AND DEFINING THE DUTIES AND T~E POWERS OF SAID BOARD AND OF THE BUILDING INSPECTORS,AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF SAID ORDINANCE, PASSED AND ADOPTED ON THE lOth DAY OF OCTOBER, 1938. and same was placed on its first reading and read in full by the Clerk. On motion duly carried, the City Manager was next authorized to call for bids for furnishing two low lift Hydraulic Hoists with 6 to ? inch cylinder, complete with power-take- off, for mounting on two of the new Chevrolet Trucks purchased for the street department. On motion of Commissioner Williams, seconded by Commissioner Carraway and carried, the Commission next approved an expenditure in amount of $390.?8 for laOor and materials furnished by J.T.Pope in repairing the Prick garage building located in rear of Police Station, and furnishing and installing double front doors to the City Jail building. Request next received from Mr. L C Lavender of 216 W. 13th St. for an adjustment of his water bill for mont2a of July in amount of $3.82, the excessive amount of the bill caused t'rom hidden leak in sn old discontinued service line. Mr Lavender having paid the excessive bill in amount of $4.28 for month of June, which was also caused b? this leak. Thereupon Commissioner Carraway moved that Mr. Lavender's water bill for month of July be adjusted to the minimum amount of $1.98. Seconded by Commissioner Williams and carried. Mr W G Kilbee next submitted an alleged claim in amount of $92.60, covering value of the beef that he was offering for sale in the City on July 22, 1947, which was condemned and destroyed by the City Meat Inspector as being unfit for human consumption.
