Absent: Commissioner George D Bishop. Neeting called to order by the Chairman. Current Invoices and payrolls for month of August 1947, evidenced by voucher nos. 638 thru ?24, submitted, examined, lzed. City Commission of the City of Sanford, Florida, met in regular session at the 1947. properly audited and vouchered as approved and payment author- Uonthly reports of Streets, Sanitation, Health, Water, Police, Fire, Library and Airport Departments for month of August 1947, submitted and examined. Financial statement and statement of revenues and expenditures during the month of August 1947, submitted and examined. Bank statements in all accoun~ts for mont~ of August 1947, properly reconciled, submitted and examined. Nr Edward Hlggins, Nanager of the Seminole County Chamber of Commerce, next appeared be. fore the Board and submitted the proposal of the West Virginia Training School, Inc. to again lease the same buildings and equipment at the Sanford Naval Air Station for the pur- pose of re-opening and operating the Vocational training school, if and when the City receives title to balance of the airport property thru its application under the provision of the Surplus Property Act, as amended. Thereupon after considerable discussion as to the terms ~nd conditions of the new lease agreement to be entered into with West Virginia Trainlng School Inc. if and when the City re- ceives title to the aforesaid property, action was deferred, pending further consideration. Nr. Higgins next submitted an application of Tee-Built Homes, Inc.., to lease the Naintenance Building at the Airport for the purpose of establishing a plant for constructing pre-fabricated houses, to be distributed in central Florida; stating that they would like to lease the Supply Building but since it has not been transferred to the City, they requested the lease 8greement on the Naintenance Building to provide for granting the privilege of leasing said Supply Building when it becomes available. Thereupon after considerable discussion of the terms and conditions of the proposed lease, the Commission agreed to lease the Naintenance Building to Tee-Built Homes , Inc., for a term of two years at a rental of $100.00 per month, with the privilege of leasing the Supply Building at a rental of $225.00 per month, if and when it becomes available; and directed the City Attorney to prepare the lease agreement for further considerstion of the Commission. Uessrs E.R. Doyle and W.D.Forbes next appeared before the ~ommlssion with further refer- ence to their tentative option to purchase City owned lots in Nagnolia Heights and San Lanta Second Section Subdivision at a price of $200.00 each, for the purpose of erecting homes for veterans of World War II, and ststed that under their housing program it will require one and one-half lots for a home ~it, 35 MINUTES .... Seconded by Commissioner Lesher and carried. Nr J.Brailey O~, President of the Seminole County Junior Ch~ber of Commerce, next appeared before the Board and requested a lease on the To~let Information Boo~ at a rental of $1.00 per ye~, the City to fu~l~h l~ts, water and Janitor se~lce. Natter taken under advisement. Yr. A 0 Von Her0ull~, candy m~ufacturer, next appeared ~efore the Commission ~d requested a reduc~ion in the new license tax rate of $35.00 imposed on hl~ business, stati~ that he felt t~t it waZ too hl~ in prop~rtion bo the license tax ch~ged on ot~er ~ypes of business. Thereupon after reviewing the license tax ordinance and finding that the fee of $35.00 is the license tax imposed on all manufacturing businesses, it was the opinion of the Commission that such tax is excessive for a small candy manufacturer, and on motion of Commissioner Carraway, seconded by Commissioner Williams, and carried, the Commission authorized and directed the Tax Collector to issue Yr. Von Herbulis a license for $25.00 under the blanket clause provided for in paragraph 310 of section 5 of said license ordinance No. 419. Application next received from Pentland & Gray, Accountants & Auditors for the regular annual audit of the City's books covering the fiscal year ending September 30, 19~7; the agreement being that the total cost of the audit will not exceed $1,O50.00, if any saving in time can be effected, the City will receive the benefit of such saving. Thereupon Commissioner Carraway moved that Pentland & Gray be awarded the annual audit of the City's books for the fiscal year ending September 30, 19~7, in accordance with the terms of their application. Seconded by Commissioner Williams and carried. On motion of Commissioner Carraway, seconded by Commissioner Lecher and carried, the Clerk was next authorized to open the Municipal Registration Books on September 15, 19~7, for the ~{unlcipal Primary Election to be held on the first Tuesday after the first Monday in November, 19~7, in accordance with the terms of the Charter. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, ~AFORBIDDtNG THE KEEPING OR MAINTAINING OF LIVE FOWLS OF ANY KIND WITHIN FIFTy FEET OF ANy D~ELLING HOUSE OM AOAMT~ENT OR GARAGE APARTMENT OCCUPLED BY HUMAN BEINGS FOR RESIDENTIAL PURPOSES IN THE CITY OF SANFORD; FLORIDA, EXCEPT AS HEREIN PROVIDED, AND PROVIDING A PENALTY FOR VIOLATION OF ~HIS ORDINANCE. and same was placed on its first reading and read in full by the Clerk. Mr Claude Whidden next appeared before the Commission with further reference to his request that the City furnish lots for constructing several houses for veterans by s~ party he is representing, w~ose name he would not reveal. Thereupon after considerable discussion ,the Commission offered Mr Whidden the same proposition granted Doyle & Forbes, except on the lots under option to Doyle & Forbes, whereby~ the City will convey the lots to the builder at a price of $200.00 each, and when the dwelling is constructed and sold to a Veteran, the City will refund the builder the purchase price of the lot. Offer next submitted by St. Jonns Realty Company, of Francis T.Meriwebher to pur- chase the old airport property described as S.W. 1/4 of Section ?, Township 20, S., Mange 31 E., ( Less Railroad right-of-way) at the sales price of $8,000.00 payable $3,000.00 in cash and the balance of $1,000.00 annually with interest at 5% with the privilege of paying entire balance at any time. Thereupon after careful consider~tion and on motion duly carried, the Commission authorized the acceptance of the aforesaid offer of Mr )4eriwether, the City to retain fifty per cent of mineral rights on the aforesaid property, which is now under lease to Union Oil Company of Houston Texas. Consideration next given to the matter of having the owner make some disposition of the old burned brick building located on Lot 8 and W 1/2 of Lot 9 of Block 2 of Tier ll, E R Trafford,s Map, which is very unsightly and probably hazardous. Thereupon the Building Inspector was Instructed to notify Mr R.T.Cowan , the owner of the aforesaid building, that if satisfactory arrangements have not been made either to rebuild or demolish i% before the next regular meeting of the Commission to be held on September 2~, 1947, the City will be forced to take the necessary action to have it condemned and demolished.
