Lesher City Attorney Fred R Wilson City Manager & Clerk H N Sayer Deputy City Clerk Gordon L Bradley Chief of Police R.G. Wllliams. Absent: Commissioner H.Jamee Gut, Mayor. Nesting called to order by the Chairman. Application next received from E.B.Smith for transfer to his wife, Mm LaVerne 8mlth, of his permit and license to operate a liquor bar at 1610 W. Thirteenth Street. Thereupon after considerable discussion, Commissioner Carraway moved that the aforesaid application be approved, which was seconded by Commissioner Bishop but failed to carry because of a tie vote of the Commission. Mr. Edward Biggins , Manager of the Chamber of Commerce, next appeared before the Board and gave a brief report on the status of the City's application filed with the Civil Aeronautics Administration for balance of the Sanford Naval Air Station property, under the provisions of the recent amendment to the Surplus.~ Property Act of 1944; statlng that the application had been filed with the proper authorities, but inasmuch as the Civil Aeronautics Administration and War Assets Administration in Washington D.C. have not formulated a policy for the Regional Office in Jacksonville to proceed under, that it would probably be several weeks Oefore the Regional Director will receive in- structions and authority to act on the City's application. Mr. Higglns further stated that in view of the immediate necessity for the City to get possession of the property in order to make it available to the New York Giants Baseball Club and the West Virginia Training School, Inc, he felt that the transfer could be expedited, or an interim permit granted the City if the Commission would send representatives to ~ashington to confer with the proper authorities and explain the City's program for utilizing the property.
