Meeting called to order by the Chairman. Application next received from E.B.Smith for transfer to his wife, M~ LaVerne Bmith, of his permit and license to operate a liquor bar at 1610 W. Thirteenth Street. Thereupon after considerable discussion, Commissioner Carraway moved that the aforesaid application be approved, to carry because of a tie vote of Mr. Edward Higgins , Manager which wes seconded by Commissioner Bishop but failed the Commission. of the Chamber of Commerce, next appeared before the Board and gave a brief report on the status of the City's application filed with the Civil Aeronautics Administration for balance of the Sanford Naval Air Station property, under the provisions of the recent amendment to the Surplus~ Property Act of 1944; stating ~hat the application had been filed with the proper authorities, but inasmuch as the Civil Aeronautics Administration and War Assets Administration in ~as~lngton D.C. have not formulated a policy ~'or the Regiona~ Office in Jacksonville to proceed under, that it would probably be several weeks before the Regional Director will receive in- structions and authority to act on the City's application. Mr. Higgins further stated that in view of the immediate necessity for the City to get possession of the property in order to make it available to the New York Giants Baseball Club and the West Virginia Training School, Inc, he felt that the transfer could be expedited, or an interim permit granted the City if ~he Commission would send representatives to ~ashlngton to confer with the proper authorities and explain the City's progrem for utilizing the property. Seconded by Commissioner Bishop and carried. Mr H H Coleman, local manager of the Florida Power & Light Company, next appeared before the Commission and requested permission to submit a proposed contract for furnishing power for the Municipal Water Plant. Thereupon the Chairman suggested that the matter be deferred until a later meeting when the Board will have more time to devote to the study of which was agreeab]e with Mr. Coleman. Appl~ation next received from Roy Mixon for permit to the proposed contract, sell beer and wines at lO16 Orange Avenue, formerly operated by A.Menendez; and on advice of the Chief of Police that the aforesaid location is in residential section and inconvenient to police, Commissioner Bishop moved that the permit be denied. Seconded by Commissioner Lesher and carried. On motion of Commissioner Lesher, seconded by Commissioner Bishop and carried, the Commission next approved the purchase from the Iowa State Bank , l~ornlng Glory, Iowa, of one Refunlndg Series A Bond at a price of $600.00 Bill of National Cash Register Company in amount of $1,O33.50 covering purchase of a new cash register for the water department, next presented, and on motion of Commissioner Lasher, seconded by Commissioner Bishop end carried, same wes approved and payment authorized. The purchase of this cash register having been authorized by the City Commission at the meeting of January 28, 1946. On motion of Commissioner Bishop, seconded by Commissioner Carraway and carried, the Commission next approved the conveyance without cost of Lot 13 of Block l0 of Bel- Air, to Cliffored E. Johnson, veteran of World War II. This lot having been reserved by the Commission for the purpose of conveying to World War II veteran to construct a dwelling thereon within six months from date of conveyance, under authority of Special Act of 1945 Legislature. Ordinance No. 421, entitled: ORDINANCE NO 421. The proposed lease agreement with Florida Fashions, Inc., COvering the A & R. Building located at the ~unicipal Airport, was next submltted for consideration. Er C.J.Burnham next a~peared before the Board and submitted a claim in ~mouut of representing medical fees and compensation for loss of time from his work, as result of accident on September 6, 19~?, csused by him falling on defective sidewalk on south side of Second Street between Laurel and French Avenues. Thereupon after careful consideration, and in view of the fact that the said accident w~.s caused from stumbling over section of sidewalk that had been raised out of line by tree roots, Commissioner Bishop moved that payment of $62.30 to ~r Burnham for full settleme.~and discharge of the aforesaid claim and damages. Seconded by CommiSSioner Iesher and carried. T~e City Manager next reported on the deplorable comiitlon of the ~uniclpal Trailer park leased to Harry CrosSOn, stating that its condition had been called to the aLtention of ~r. CrossOn several times during the past six months with a request to make necessary repairs and clean up the premises and keep it in a neat and orderly appearance, hut that he had failed to do so. Thereupon after reviewing the lease agreement w~th Nr. Crosson, it was the opinion of the Commission that he had not complied w~h the provisions and reGulrements of said agreement, and on motion duly carried, the City Uanager was directed to serve written notice on ~r. Crosson to make the necessary improvements within ten days, otherwise his lease would be terminated. In response to having the owner make some disposition of the burned brick building locsted on Lot 8 and West 1/2 of Llt 9 Block 2 Tier ll, Inspector Duncan next reported that this property was under negotiations for being rebuilt within the next month. Thereupon the CommiSsion deferred condemnation proceedings, pending the rebuilding of th~ building within a reasonable time. On motion duly carried, the City ~anager was next authorized and directed to call for bids for furnishing two new automobiles, one :or the Building Inspector and one for the police Department, less trade-in-allowance on two of the old automobiles now in service. Inspector Duncan next recommended that the Fire Zone Ordin~.nce 0e ~ended so as to exclude the property on 5anford Avenue between Seventh ~a Eighth Streets, advising that the Zoning Ordinance hsd placed this property in the residential district and that there ~ no further need for the Fire Zone to extend beyond Seventh Street. Thereupon the City Attorney was directed to prepare the necessary ordinance for making the aforesaid change in the Fire Zone. The City Manager next recommended thst the Board give consideration to having ~everal of the paved streets that are in b~d state of repair, re-surfaced w~h Asphaltic Concrete Surface Course while an asphalt plant is set up and in operation st S~aford; stating that he had had John C.Dickerson Construction Company, owner of the asphalt plant end contractor, who is re-surfscing the Boulevard, French Ave. and several roads around Sanford for the State Road Department, to make a survey of seversl of the streets and submit an estimste, of which the cost is very reasonable in comparison to having to pay ~'or the cost of brining an asphalt plant ~e~a en~ ~ street re-surfacing project. Thereupon after considerable discussion, and on advice of the City Attorney that the City has authority to re-surface streets and assess the aOutting property for the entire cost, the City Nanager was authorized to confer with Leedy & Wheeler of Orlando, relative to the possibility of the City issuing revenue certificates to finance the cost of re-surfacing several of the paved streets, payable in three to four years from the assessments to be collected from the abutting property owners.
