~'eting called to order ~y the Chairman.
~{rs Bertha Brsgg, 1218 ~. Sixth Street, next appeared before the Board and
requested the City to clean out the drainage ditches adjacent to her property, claiming
that the recent heavy rains are flooding her I'ront yard, and that these ditches are
causin$ this condition because they nave not been cleaned out in years.
~atter referred to Supt. RiChard for attention.
The Clerk next submitted an aoplicatlon from Frank Thomas for permit to sell
beer ~nd wines at 412 Ssnford Avenue, together with a letter from Chief of Police R.G.
Williams sdvlslng that he had been convicted twice in the ~unicipal Court for violation
of the Alcoholic Beverages Law.
Thereupon after considerable discussion and on advice of the Chief of Police
that Frank Thomas has been operating his ol~ce of business in an orderly manner for the
past elght months, Commissioner Will,ams moved that the permlt be granted under probation.
Seconded by Commissioner Lesher and carried.
The Clerk next advised of notice from ~'rs '%E. Wstson that she would not te able to
serve as sn inspector of the municipal prlmary election to be held on November 4,194~.
Thareupon the Commission appointed L[rs Relph Austin Smith to serve as an inspector
of the municipal primary election in place of }!rs W~tson.
The City ~]anager next advisec that ~ir. J.P.Williamson had accepted the proposed
lease agreement on the Laundry Building and Small Arms Building at the D~unlcipal Airport,
and that the Laundry Building is in bad state of repair, of which the exterior siding needs
replacing in order to make it water-proof.
Thereupon after considera01e discussion, and on motion duly carried, the Commission
authorized an expenditure for making the necessary repairs to the aforesaid Laundry Building.
Chief of Police ~?illiams next reportedtheresignatlon of Police Patrolman Geo. V.
Smith, effective as of October l, 194~, advising that he is the third one that has
resigned since Seotember first, because of the low s~lary scale for policemen.
}~atter taken under consideration.
The City Manager next reoorted that ~r Lobert and ?r. Gruber, representatives
of the New York Giants Baseball Club, h~ve arrived in S~nford and started construction
of eight b~seball diamonds at the airport, in accordance with the provisions of their
agreement for lease, and have requested some assistance from the City, including furnish-
ing trucks and other equipment.
Thereupon the Commission authorized the f~rnishing of trucks and other available
equipment for constructing baseball diamonds for the New York Giants Baseball Club,

Request next received from ]~r H J Lehman , ~snsger of the State Farmers' :{arket
thst the South Atlantic Gas Company be required to install a 6ss main to service
the market property without any coat to the consumers.
Thereupon after reviewing the franchise granted the aforesaid gss compsny,
it was the opinion of the City Attorney that they had aut±~ority to charge customers
for the extension or instsllatloa of service, provided the revenue to De derived
therefrom shell not afford a fair and reasonable return on the cost of providing and
rendering such service.
