The Chairman then submitted a letter from Chase ~ Company, donors of ~30,000.00 of the Public Projects Fund, advising that it was not the intent of the donor for the City to use any of said funds for ordinary operations but for special projects such as bandstand in one of the parks, a swimming pool, or a recreational project. City Attorney Wilson then advised the Commission that the City did not have legal authority to borrow, or, transfer money from one fun~ to another, unless the project or purpose for wnlcn such funds were appropriated nad been ab~naoned Thereupon after considerable discussion, as a result of wnlcn it was i'elt that none of the appropriations in the Public Projects Fund should be aCandoned at this time, and in view of the fact that no other l'unds were available for financing the proposed street resufracing project, the Commission ordered the matter tabled. Attorney G W Spencer next submitted an application for H.B.Odham for oermit to operate four taxicabs, in which he stated that ell cabs would be new automobiles eQuioped with two-way radio eouloment operating 24 hours per day, with headquarters at 201 S. Thereupon after considerable discussion and in view of the policy adopted by the Commission prohibiting taxicab stands on the streets, Commisaioner ~illlams moved that the aforesaid application be denied. On motion duly carried, the ~ayor and Clerk were next aut~orized to execute a letter of consent to Tec-Bilt Inc., for the sub-leasing of a portion of the ~ialntenance Building property at the airport to Lawrence Bonded Warehouse Company. Report of October analysis of milk from all dairies operating in San~ord as prepared by Dr. L.R. Scribner's Laboratories at Orlando, next suomitted, such report showing all such milk within the requirements of grade "~" ~ilk. The City }.]anager next reporte~ that the Civil Aeronautics Administration and War Assets Administration nad approved the City's application for transfer to it of balance of tl~e Sanford Naval Air Station property under the provisions of Public Law No. 289, and that ne had requested an interim permit for use of the property until such time the title is conveyed to the City by deed. On motion duly adopted, the Clerk was next authorized to refund the license tax in amount of ~25.00 paid by ~cCrory ,Armstrong & ~aters , !nc, Jacksonville, for 194~-48 occuoational license No. 525 obtained for Andrew Csrraway Agency in error. W.G.Kilbee next submitted a further request for .the City to reimburse him the amount of ~92.60, which w~s the v~lue of toe beef that w~s condemned sod destroyed by the City I~eat Inspector on July 22, 1947 , for being unfit for human consumption. Thereupon Commissioner ~llliams moved that ]'r Kilbee's reouest be denied because the ~eat Insoector had acted under authority of the City's Ordinance providing for inspection of said adjourned until 11:00 A.M. of meet products and hsd performed his duty in accordance with the reouirements ordinance.
