Florlds met in regular session at 7:70 o'clock P N November lO, Honorable City Commissioners City of Sanford Sanford, Florida Gentlemen: By autnorlty of Section ~1 of the 1923 City of ~nford charter, I suspended ~Villie Sutton , colored watchman, on Octooer 2~, 194~. This suspension wa~s an outgrowth of an arrest made by Sutton, City of Ssnford Vs ~iatnew Hagins, which was dismissed after a court trial on Octooer 2~, 194~. Honoraole Jas. G. Sharon, recommended that Sutton se severely reprimanded ~or his use of undue force in the arrest of ~[athew Hs6ins. Enclosed herewith is copy of court testimony. Yours very truly E~ Encl. Attorney E F Housholder, reo£esenting the Colored Welfare Lea~,ue of Seminole County next appeared before the Board and urged that Willie Sutten be reinstated to his .duties as ~olieeman in order that the citizens of Goldsboro section may con- tinue to have law and order and protection for their families. Thereupon after considerable discussion, action was deferred until the next regular meeting. Ed Levant, colored disabled veteran of World War II next appeare~ and requested a permit to operate a taxicab in 5anford, advising that ne was not physicall~ able to do manual labor. Application denied because there operation to serve the public demand. Commissioner Williams next introduced ~esolution No. 725, and after being read in full by the Clerk, moved its passage and adoption. LESHER was unavoidably a~sent from the regular meetings of the City Commission on August llth and ~5tl~ and September 8th and 22nd, which ss~id absences were occasioned by reason State of Florida, and the City Commission is of the opinion of als being out of the that said absences it resolved by the City Commission of the City of 5snford, of City Commissioner Lea R Lasher from the regular of the City Commission on Au~ust llth and 25th and September gth and P2nd, should be excused; NOW, THEREFORE, be Florida, that the absences meetings are hereby excused. that tais lOth day of 1947 be and the same BE IT FURTH?R RESOLVED upon its passage and adoption. City Commission of the of Sanford, Florid a City Letter next submitted from ?rs Velma L Gonzslez, owner of the Silva? Fleet Cabs, stating that she and $'r. Gonzalez had devoted their full time and operated at a loss during the summer months in order to give the public 24 hours par day taxi service the year round; that they owned seven taxicabs but only operated five because of the lack of demand that there was not sufficent business in Ssnford MINUTES City Commission, Sanford, Florida, ..... ,'~o~ l0 7: ~-0 P ...... I~ 19 4~ to the service they have been rendering before granting any oermits for new taxicab ooerators. Further consideration was then given to aopllcation of H.B.Odham for oermit to operate four taxicabs to be ecuipoed with two-way r~dio communication eouipment. Thereupon after conslderable discussion, Commissioner 'Villlams moved that the aforesaid permit be granted, provided all four tr-xicabs are olaced in operation within 30 days and that they maintain 24 hour service with an established pl,.ce of business off the City's streets; ~nd also thr~t the permit be rescinded if they fail to maintain 24 hour s~rvice daily. Seconded 'by Commissioner Lasher and carried. Further consider~,tion next given to application of Sanford Elks Club for permit and Club License to operate a bar in their club at 1006 East Second Street, and on advice of the City Attorney tm.t ~.oth the City and State alcoholic beverages laws provides i'or suc~ permits, Commissioner Carrawsy moved that same Oe granted. Seconded by Commissioner Lesher and carried. The Clerk next reoorted that Lots i and 2 of Block 2 of Tier ? of E.R. Trafford's ~$o, had been assessed as imoroved property for the year 1947, whereas the building on this property w~s destroyed by fire during 1946. Thereupon in order to correct this error in assessment, Commissioner Carr~way moved that the taxes for year 194y against the aforesaid prooerty be adJuste~ to ~20.16 Seconded by Commissioner '~illIams and carried. The Clerk next reported that ~'rs J }~ Wilson had filed spplic~tion for widow's exemption for year 1947 on Lot 6 of Block S of Tier 2, E.R. Tr~fford's Yap, but it failed to get recorded on the tax roll. Thereupon Commissioner "~lllisms moved that ~[rs '?ilson be ~r~nted widow's exemption for year 194~ on the aforesaid property. Seconded by Co.~.Issioner Carraway and carried. Request next received i'rom R~lph Austin Smith to Oe allowed homestead exemption for year 194~ on the S 1/2 of Lot A, Evans Terrace, a vacant lot aujacent to his home located on Lot 4 o~~ Oanford Terrace. Application for such e×emption at the proper time failed to be included in his home lot. Thereupon Commissioner 'Titliams moved that the a:'oressld exemption be allowed. Seconded by Commissioner Lasher and carried. The City ~'an~ger next reporte~ that the Ad5ressograoh Sales A?'ency of Orlando is offering ~ used 1945 model a~dressogr~oh machine for sale at a orlce of ~475.00, which retails new at price of g765.OO F.O.B. factory, advi~ing theft the old m~chine usee by the ,~ater department has been in service for over 25 years and has become obsolete because parts cannot be obtained to keeo it in state of repair. Thereupon Commissioner Carraway moved that the City "snarer 2e authorized to pur- caase the used adOressograph machine for the w:ter d~ partment at a price of $475.00 , provided the City will be protected by service guarantee. Seconded by Commissioner Lasher and carried. Request next received from the local colored world war veterans post for a contribution toward their annual Christmas program for supplying ~ifts i'or underprivileged caild- ran and old people. In response to tee request to S(~ut~i At~a~ntic Gas Company to su~mit a report on operation cost to substantiate their request to be allowed to increase the rates charged for gsa consumption; e letter w~s next submitted, showing the current cost of operating msterials, suvplles and labor, in comparison with such cost in 1934 ~en the current rates were established; to~iether v. lth s finencial statement showing s net loss of ~21,203.13 for twelve months period ending SeQtember ZO, ~94~. Also, sucmitting schedule of proposed increased rates to be e['fective on ~11 meter readings after December 1, 1947, together with schedule of r~te~ now in effect for comparative ~ur~oses. Thereupon after careful study of the oper~tlon statements submitted and comparison of proposed r~te schedule ~ith old rates n~w in effect it was the opinion that the Comm'ssion should obtain the schedule of rates char~ed for gas in other cities in Florida similar in copulation to $~nford before t~ming action on the matter, and the City ;isnsger was directed to obtain this informatkon for further consideration of the Board. The Clerk next reported %nat only ~15.00 in cash w~s csrrled on hand for change purposes in each of the cash drawers in als office, which made it di~'~'icult for the Tax Collector and Casz~ier in Water Department to make cnan~e without 6~ttin~ the two cash drawers crossed up, and requesteu bnat the clmnge money ce increased to ~50.00 l'or eacn drawer. Thereupon Commissioner Carreway moved theft the Clerk be authorized to increase the cash on hand for change our~oses to ~50.00 for each cash drabs,er. Seconded by Commissioner Williams and carried. On motion duly carried, the City [~ana~er w~s next ~uthorlzed and directed to c~ll for bids for furnishing 500 ft. of ~½" fire hose for the Fire Department. Further reouest newt received from the Church of God for the City to inst~ll sn overhead street light st intersection of Elm Ave. and Twenty-fifth St, of which the Installation cost would amount Request d~nled. Letter next read from ~'r Edwnrd Higgins, Vanager of Seminole County Chamber of Commerce, advising that he w~s endeavoring to get a sponsoring org~nizstion for ~n annual County Fair and other events, which w~uld include horse racing, motor boat racing glider meet ~nd other attractions, and requested the City to grsnt this organization a long Lerm me,se, with a minimum payment, on the Synthetic Trainer Building, the Parachute Loft ~nd the land used by the Dusty Boots &~ S~ddle Club, for this purpose. Thereupon after considerable discussion, the City Attorney was directed to render an opinion as to whether or not the City hsd authority to sell this property , for further considerstlon of the Commission.
