purpose of conducting annual fairs end other events.

My Responsibility to the City.
1.To suoervise an~ enforce all "Civil Air Regulations" as required by the CAA.
Througl~ strict enforcement, we flays maintained over a year of accident free operations.
This should speak i'or itself. Safety is the number one interest of an Airport ~2ana~er.
This covers the protection of pedestrians as well as snips ann pilots.
I carry now and will continue to carry liability insurance to cover all personnel
and visitors at the Airport.
To personally welcome all visiting ships to Sanford and see that all facilities
are available for their use, namely fuel, service restaurant and taxi service to town.
These and other services are recognized by the CAA as Operations and Airport ~anagement
and are given to the City free of all costs. These servtces h~ve a value of bet~,,een
~4000.00 nad ~8000.00 ocr year.
2. To maintain the internal condition of all buildings assigned to me

The term "Operator" to mean one who has the rimnt to operate a Co~,.ercial Flight
Training School, the rental of airplances, ~oth for training pleasure and transportation,

'Ye now have our non-schedule Air Line permit from the ~overnment. However the privileges
under this permit may not ce used for sometime, but S~nford can have its own Air Line when
conditions permit a suitable return. Plans are also cain6 made with the possioility of
e Yilit~ry Academy, featuring Flying, the Florida climate and svorte. ~e expect this to
be in operation before the G.I.BIll of Rights is over.
For the lease of t~e above buildir~s and services, we will pay to the City ~1000.00 per
year. oayable monthly, in ad~itlon to the services and expenditures mentioned in
Paragraphs 1,2,3 and ~.
It may be interesting to state the amount of money th~:t our organization outs into
circulation here. Our e~penditures at this dste are ~5312.00 per month wl'h a we=kly payroll
~6~S.0~, of ,~hich I draw ~hO.OO per week and my ~-ife ~0.O0 Our fixed expenditures are
~532.OO per week. This does not include remodeling or painti~i of any buildings or does
it include any crash damage for whch ~,e car~y our own loss. Each student's expenditures
will average? over ~100.~ per month and we how have 50 students amau~in~ to over ~50OO.00

The City will also maintain the runway and taxi strips and utilities including the

for the City's roliin~; stock used for Ai]-oort maintenance will ~e taken care of ky the City.
The lease would be for 10 years with the privilege of renewal.
I promise the City of Ssnford to expend my maximum efforts to give Ssnford the best and
largest foremost institution of its ty~e in the State. I have the capital and will soon
have the organization to make this possible.

The City ~anager next reported that he had not Oeen successful in securing a
permit to use the personal property at the Sanford Naval Air Station until such time it is
conveyed to the City with the real property oecause there has never been an official
transfer of it from the Navy to the War Assets Administration; advising that it will be
necessary for this transfer to be maes before the permit can be granted by Uhe Civil
Aeronautics Administration and War Assets Administration, and that they had recommended
that the City file a request with the Navy in order to expedite the matter.
Thereupon after considerable discussion and in view of the immediate need for the
personal property in order to l£urnlsh the buildings leasem to the New York Giants,
Commissioner Carraway moved that Co~missioner Lesher and ~'r Edward Higgins be authorized
to represent the City in submitting this recuest to the Navy in Jacksonville, and also
to the Civil Aeronautics Administration in Atlanta, if necessary, the e~penses in connection
