Bradley Chief of Police R.G. Williams Absent: City Manager & Clerk H N Sayer Meeting called to order by the Chairman. Consideration next given to the proposal of the Seminole County Commission to re-construct Southwest Road from Thirteenth Street to Country Club Road, to a width of Eighteen Feet with six inches of limerock, and with sand and asphalt treatment for finish coat, provided the City will furnish the llmerock, at an estimated cost of $2,500.00 Matter taken under advisement, pending a complete report to be submitted at the next meeting by Supt. of Public Works, Lubinski. Further consideration was next given to the proposal of the Panther Oil & Grease Co. of Fort Worth, Texas, as represented by Mr J.R.~yles, to furnish the necessary roof coating for resurfacing the roof on the City's repair shop building at a cost of $556.25. The Clerk advised that Inspector Duncan had made a careful inspection of the roof coating job on the Oviedo High School Building, that had been applied four years a~o and found it in very good condition. Thereupon after considerable discussion, and due to the good condition of the roof of the Ovledo High School building, as reported by Inspector Duncan, Commissioner Lesher moved the purchase of the necessary roof coating for re-surfacing the roof on the City's repair shop building from the ~anther Oil & Gresse Co, Fort Worth, Texas at a price of $556.25. Seconded by Commissioner Carraway and carried. The Clerk next reported that the Florida Power & Light Company agreed to furnish the necessary electricity for lighting the decorative street lights for the Christmas Season, beginning December 8th, 1947 thru January 1st, 1948. Further consideration was given to the reinstatement of Willie Sutten, colored watchman, at the expiration of a thirty day suspension as authorized by the Commission at t~eir regular meeting of November 24, 1947. Sutten having been suspended by Chief of Police Williams on October 27, 1947 for his use of undue force in arresting Mathew Hagins, colored. The Clerk then read a communication from Attorney G.W. Spencer, representing the opponents of the reinstatement of Sutten, and requested that the Commission have a com- plete hearing so that both sides may have an opportunity to be heard. Mr. Spencer then appeared before the Board and presented a petition signed by a number of colcred citizens in Goldsboro, requesting that Sutten not be reinstated. L.C.Murph, colored, a member of the Executive Committee of the Colored Welfare League, next appeared and stated that the subject had never been brought up before the Welfare League, and that the committee that appeared before the Commission at their meeting of November 24,1947, did not officially represent the Welfare League. W.D.Powell, President ,~ and Allen Blackshear, Treasurer of the Colored Welfare League both stated that police protection in Goldsboro was necessary for the welfare of the women and children of the section, and requested the reinstatement of 8utten. Thereupon after considerable discusBion and in view of t~e need for police protection in the Goldsboro Section, the Commission approved their previous action of the meeting of November 24, 1947, that Sutten be re-employed at %he expiration of a thirty day suspension.
