AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, MAKING IT UNLAWFUL FOR ANY
PERSON OR PERSONS TO PARK A MOTOR VEHICLE OR VEHICLE OF ANY KIND ON EITHER SIDE OF THE
PORTIONS OF FRENCH AVENUE BETWEEN S~i~INOLE BOULEVARD AND THE INTERSECTION OF FRENCH
AVENUE WITH STATE ROAD NO 15 DESIGNATED BY SIGNS INDICATING PARKING PROHIBITED TO BE
ERECTED ON SUCH PORTIONS AS MAY BE DESIGNATED BY THE CHIEF OF POLICE OF THE CITY OF

Thereupon the Chairman announed that the City Commission of the City of S~nfor~,
Florida, by unanimous vote had passed and adopted said Ordinance No. 42~, entitled:

Application next received from James Smith, colored, for permit to Sell beer and
wines at 804 Locust Avenue, and on motion duly carried, same was denied because cf the
location being in a residential zone.
The Clerk next advised that the Public Liability and Property Damages Insurance on
all motor vehicles, except the fire trucks, insured thru Crumley & Nonteith, expires
on December 15, 1947, and requested advice on renewal.
Thereupon after considerable discussion, theClerk was authorized and directed to
have Crumley & Nonteith to continue the aforesaid insurance under a binder until the
next regular meeting.
Applications r~xt received from the Sanford Atlantic National Bank and the Florida
State Bank of Sanford to be designated as depositories of City of Sanford funds during
the year 1948, agreeing to furnish satisfactory security in Feder~, State, County or
Nunicipal bonds, to be approved as to amount and validity by the City, to protect sa~d
funds.
Thereupon Commissioner Lesher moved that the Sanford Atlantic National Bank and
the Florida State Bank of £anford be designated as depositories of City of Sanford funds
during the year 194~.
Seconded by Commissioner Carraway and carried.
Letter next read from the South-Eastern Underwriters Association recommending the
installation of the improved type heads in the sprinkler system in the A. & R. Building
at the Airport, and same was referred to Florida Fashions Inc. the lessee of said building.
The City Nanager next advised that the citrus fruit on the grove at the Airport
is ready for marketing and that he had solicited bids for the sale of it on the trees, but
due to the very low current market price of citrus fruit, there is no demand for it;
stating that he had only received two offers, as follows:

Thereupon after considerable discussion and in view of the fact that the early
variety of oranges are of very poor quality, Commissioner Lesher moved the sale of the
entire crop to West Virginia Tralning School, Inc. at a price of $1,000.00.
Seconded by Commissioner Carraway and carried.
~r. C A Naddy, Supt. of West Virginia Training School, Inc. next appeared before the
Board with further reference to entering into a new lease agreement with the City for
the buildings and personal property at the airport that were leased to them under date of
September 18, 1946, but was terminated under date of April 15,1947, because the War
Assets Administration revoked the permit under which the City was granted the use of the
property by the Navy.
Thereupon after considerable discussion of the terms and conditions of the
proposed lease agreement, and the restrictions and requirements that will have to be
embodied therein to conform with the provisions stipulated in the deed of conveyance
from the Government to the City under Public Law No. 289, the Commission agreed to
lease the aforesaid property to the West Virginia Training School Inc. for a term of
Twenty-five years at a rental of $13,O00.00 per year, payable semi-annually in advance,
the lessee to maintain all property in good condition at its own expense. The Commission

further agreed thst if the City has authority under the deed of conveyance to be
received from the Government, to grant the West Vlrglnia Training School, Ino. a 99 year
lease under the same terms and conditions, except that the annual rental payment will be
reduced to $10.00 per year after the twenty-fifth year.
Thereupon Mr. Naddy accepted the proposed lease agreement, eI'fective as of
January l, 1948, and on motion duly carried by the Commission, was granted permission
to take possession of the property immediately.
Mr. Haddy next requested a lease on the citrus grove at
maintain it in accordance with the requ~ements of the City.
Thereupon after careful consideration, the Commission agreed to lease the citrus
grove to the West Virginia Training School Inc. at a rental of $1,000.00 per year,
payable in advance, the lessee to maintain the grove in good condition in accordance with
the requirements of the City.
The City Nanager next reported that the Civil Aeronautics Administration had
approved the City's request to use the personal property at the airport until such time
the City receives title to it, and that representatives of the mar Assets Admlnistrstion
and the Navy are in the process of assigning it to City as it is removed from the
warehouses and placed back into the buildings. Also advising that there were quite a
number of discrepancies between the description of the personal property in the applica-
tion filed under Public Law No. 289 and the actual description of the items, and that
it had been necessary to file a supplemental application in order to secure all the
property that the City will need.
Further consideration next given to the proposal of County Commissioners to
reconstruct southwest Road from Thlrteent~ Street to Country Club Road to a width of
eighteen feet w~h six inches of l imerock base, and sand and asphalt finish coat,
provided the City will furnish the materials of which they estimated would only cost
$2,500.00.
Thereupon Supt. Lubinski submitted an estimate of the cost of materials,
based on current prices, of which the total cost emou~ed to $5,838.3?, providing the
existing hine ft. width of limerock could be utilized. He also submitted an estimate
of the cost of reconstruction of the City's portion of Southwest Road to an eighteen
foot width with asphalt and slag surface coat, of which the total cost for all materials
and labor would only amount to
Thereupon the Commission declined the proposal of County Commissioners, but
instructed the City Manager to confer with them and attempt to work out a satisfactory
arrangement for Joint project to reconstruct this road.
Commissioner Lesher next introduced Ordinance No. 428, entitled:

SAID CITY TO TAKE AFFIDAVITS FOR APREST FOR vIOLATION OF CITY ORDINANCES AND ISSUE
WARRANTS FOR SUCH A~REST AND AUTHORIZING THE CHIEF OF POLICE OF THE CITY OF SANFORD
IN THE ABSENCE FRO~ THE CITY HALL OF THE CITY CLERK TO TAKE AFFIDAVITS FOR A~RESTS
FOR VIOLATION OF CITY ORDINANCES AND ISSUE WARRANTS FOR SUCH ARRESTS, AND AUTHORIZING
EXECUTION OF SUCH WARRANTS ISSUED BY THE CITY CLERK OR CHIEF OF POLICE BY ANY POLICE OFFICER
OF THE CITY OF SANFORD.
and same was placed on its first reading and read in full by the Clerk.
In compliance with request of the Commission, the City Attorney next rendered
an opinion as to whether or not the City may repeal Ordinance No. 239, passed and
adopted April 8, 1935, dedicating Lots ?,8,9 and l0 , Block 4, T~r i of Sanford for
the public use of parking vehicles; in which he stated that if the public had accepted

not have the right to repeal the ordinance, and whether or not the public had accepted
the dedication would be a question of fact to be determined by evidence offered.
Eatter taken under advisement.
The Commission next conferred with Chief of Police Williams relative to the
request submitted by the policemen for an increase in their salaries to offset the high
cost of living exoenses, and as a result the City Manager and Chief of Police were directed
to figure ways and means for granting this request without increasing the operating cost
of the department, and submit for further consideration of the Commission.
There being no further business the meeting then adjourned until 2:00 P.M.
