Present: Commissioner H.James Gut, Mayor. " George D.Bishop " Andrew Carrsway " Les. R. Lesher " Robert A Williams City Attorney Fred R Wilson. City Manager & Clerk H.N.Sayer Deputy City Clerk Gordon L Bradley Chief of Police R.G. Williams Meeting called to order by the Chairman. Attorney A Edwin Shinholser next appeared on behalf of W M Bishop and submitted a proposed service contract agreement for maintaining the police radio equipment at a price of $10.00 per unit per month. Thereupon after considerable discussion, as a result of which the terms and conditions were agreed upon and Attorney Shinholser was requested to revise the contract accordingly and submit for further consideration. Application next received from Kleanthis Ares for transfer to him of permit issued J D Carlton to sell beer and wines at 801 W. Ninth Street, and on recommendation of Chief of Police Williams, same was authorized. Further consideration next given to renewing the Public Liability and Property Damages and Collision Insurance on the fleet of motor vehicles, except fire trucks, which expired on December 15, 1947, and covered under binder since expiration by Crumley & Monteith. Thereupon after considerable discussion, Commissioner Lesher moved t~at the aforesaid insurance coverages on motor vehicles be insured thru Crumley & Monteith, conditioned that t~ey retain 50~ of the premium and divide the balance equally between H.James Gut Agency and Andrew Carraway A~ency. Seconded by Commissioner Williams and carried. Report of December analysis of milk from all dairies operating in Sanford as prepared by Dr. L.R.Scribner's Laboratories at Orlando, next submitted, such report showing all such milk within the requirements of grade "A" milk. The City Manager next reported that the new police radio broadcasting equipment purchased from Radio Corporation of America had been installed, placed in operation and accepted by the City, and on motion of Commissioner Carraway, seconded by Commissioner Williams and carried, payment of ssme was authorized. On motion of Commissioner Bishop, seconded by Commissioner Lesher and carried, the Commission next authorized an additional advanced payment to Seminole County Chamber of Commerce of February and March appropriation for publicity purposes. City Manager next reported of alleged claim of Robert Middleton for damages estimated at $200.00 to his automobile that was caused by running into a sewer manhole obstructing the alley between Ninth and Tenth Streets and Holly Ave. and the Railroad; stating that he had investigated the claim and could not find any evidence that the manhole is an oOstruction, nor any evidence that the manhole had been struck by an automoOile. T W Lawton, President of Fernald-Laughton Memorial Hospital Association. requesting permission to make minor alterations to the old hospital building at 500 Oak Avenue and list it for rental with the local real estate agents, using the revenue derived therefrom to supplement other current income used in finan-cing the operation of the present hospital. Thereupon after careful consideration and on advice of the City Attorney, the Commission authorized the Fernald-Laughton Nemorial Hospital Association to make such alterations, subject to the approval of the City, and to negotiate for leasing the building. The lease agreement to be entered into between the City and the lessee and the revenue therefrom turned over to the Hospital Association, in order to com- ply with the covenants under which this property was given to the City. Communication next read from Nr. L.A. Wisenbaker, Lake Park,Georgia,offering to sell or trade Lots 3 and 4 of Block C, First Street Extension located in Fort Nellon Park, for other City owned business property of Thereupon after careful consideration and are situated in the boundaries of a public park, equal value. in view of the fact that these lots it was felt that it would be for the best interest of the City to acquire title to this property, and on motion of Commissioner Williams, seconded by Commissioner Lesher and carried, the City Nanager was authorized to offer Mr. Wisenbaker the City owned property described as the East 50 ft. of the West 150 ft. lying south of First Street of Block 14, Chapman & Tucker's Addition in exchange for these two lots, or a purchase price of $1,O00.00. Consideration next given to matter of compensating City employees in addition to their regular salaries for services rendered during the year 1947. Thereupon Commissioner Carraway moved that all white employees be paid a bonus of $10.OO and all colored employees be paid a bonus of $5.00. Seconded by Commissioner Bishop and carried. Mr C A Maddy, President of West Virginia Training School, Inc. next appeared with further reference to his lease on the property at the airport, and requested that the City furnish him with a letter of intent to lease the aforesaid property to the West Virginia Training School, inc. describing the property and outlining the terms and conditions of the proposed lease agreement therein, in order that he may have some form of agreement in writing until such time the City acquires title to the property and the Lease Agreement is executed. Thereupon the City Attorney was authorized and directed to prepare a letter of intent of the City to lease the aforesaid property to the West Virginia Training School, Inc. for approval of the Commission at an adjourned meeting to be held on December 29, 1947. Fire Chief Cleveland next submitted a request to the Commission for a salary increase for the firemen, stating that he felt that they should be given the same consideration as the policemen who received a 10% increase, effective Dec. 1. Thereupon the Chairman advised the Fire Chief of the reduction in force in the Police Department in order to provide the necessary funds for granting the salary increase and the additional working hours in eITect, stating that tae Commission would consider a similar proposal for the Fire Department. There being no further business the meeting then adjourned until 7:30 o'clock P.M.December 29, 1947.
