The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida at 1:30 o'clock P M January 28, 194~. Present: Commissioner Robert A Williams, Mayor. " Andrew Carraway " Randall Chase " John Krlder " Lea R. Lesher City Manager & Clerk H N Ssyer Deputy City Clerk Gordon L. Bradley Meeting called to order by the Chairman who announced that the purpose of the meeting was to consider an application of the Florida Fashions Manufacturing Co. to lease the Synthetic Trainer Building at the Municipal Airport for the purpose of manufacturing dresses, of which the operation will involve the cutting of the piece goods on cutting tables electrically as to pattern, the sewing together by use of individually operated electric sewing machines, the steam pressing of the garments, and then the assembling and packing for shipment; stating that they estimate there will be approximately 250 sewing machines used and approximately 400 people employed when in full production. The Chairman also advised that it will be necessary to make considerable alterations to the building in order to make it suitable for their needs, of which the cost has been estimated between $?,500.00 and $8,500.00, and that they have submitted a proposal to lease the building for a term of five years and make the necessary alterations in lieu of payment to the City of the monthly rental in amount of $225.00 that has been established for this building; conditioned that if they did not maintain an average employment of more than 200 persons, they will pay the City the $225.00 monthly rental; also, with the privilege of renewing the lease at the rental rate of $225.00 per month. Thereupon after considerable discussion and on motion duly adopted, the Mayor was authorized to address a letter to the Florida Fashions Manufacturing Co. , agreelng to lease them the synthetic trainer building for a terms of five years at a rental of $1,000.00 per year in cash, the balance of $8,500.00 to be expended by them in making alterations to the building; subject to renewal for an additional five years at a rental of $225.00 per month if an average of 200 employees is maintained. The City also agree- ing to paint the exterior of the building after the alterations have been made. Commissioner Carraway then moved that if the foregoing proposal is accepted, that the Mayor and City Attorney be authorized to prepare the lease agreement and to make any necessary minor changes. Seconded by Commissioner Krlder and carried. On motion duly carried, the City Attorney was next authorized to prepare a lease agreement with Robert Thompson St, covering the parachute loft building at the airport for a term of one year at a rental of $50.00 per month. The lessee to maintain the building at his own expense. On motion duly carried, theClty Attorney and Clerk were next authorized access to the Safety Deposit Box at the Sanford Atlantic National Bank for the purpose of storing $2,000.00 Government Bonds purchased for the Flremens' Belief and Pension Fund. Request next received from the Veterans of Foreign Wars forths C~y to waive the occupational license tax in amount of $50.00 that will be imposed on a magician show they are sponsoring at the Seminole High School, of which their share of the proceeds will be used to supplement their building fund. t H49796 MINUTES Thereupon after considerable discussion and in view of the policy adopted by the Commission of not waiving the license rex on any type of business, regardless of sponsor- ship, the Commission denied the aforesaid request, but agreed to contribute the amount of said license tax to the Veterans of Foreign Wars, inasmuch as the proceeds will be used for their building fund. Appraisal Engineers, John D. Cole and I K Clay of the Firm of Cole-Layer-Trumble Company of Dayton Ohio, who had made a tentative survey of all real property within the City at the request of±the Commission, next appeared and submitted a proposal for revaluing all such property,outlining their procedure of arriving at valuations of the land and improvements on all types of property, and :submitted samples of ~the card index system they propose to furnish for assessment purposes, of which the total estimated cost for their entire services in revaluation of all real property would amount to approximately $16,000.00. They also advised that they had made similar appraisals for the cities of West Palm Beach, Florida, and Albany and Griffin Georgia, during the past year and sug- gested that the Commission write the officials of these cities for recommendations as to their services.
