Meetirg called to order by the Chairman.

Mayor.
Current invoices and payrolls for month of January 1948,
vouchered as evidenced Dy Voucher Nos 1199 thru 1301 submitted, examined,
payment authorized.
Monthly reports of streets, sanitation, health, water, police, fire, airport and
library departments I'or month of January 1948, suomit%ed and examined.
Financial statement and statement of revenues and expenditures during month of
January 1948, suOmitted and examined.
Bank statements in all accounts for month of January i 948, properly reconciled,
suOmitted and examined.
Minutes of all regular, adjourned and special meetings of the Commission for
period of January 6th thru February 3rd,1948, next read and approved.
Joel S.Field, representing the American Legion , next appeared before the Com-
mission, and requested permission bo have a Fair within the City during the week of
March 16,1948, at Celery and ~ellonville Avenues. The proceeds %o be used In the
general fund of the organization.

Mr Edward Higgins, Manager of %he Seminole Couuty Chamber of Commerce and Mr.
C.F.Risler, Supt. of Hill Dredging Co.,next appeared before the Board to discuss a
change in the channel in Lake Mbnroe, due ~o the fact that the St. John's River Line
warehouse was destroyed by fire and it will not be necessary to dig a channel to that
point.
Thereupon after considerable discussion and on motion of Commissioner Carraway,
seconded by Commissioner Chase and carried, tneCommission approved tne proposed change
in the channel and authorized M~. Hlgglns and the City ~anager to appear before the
U.S.Army engineers in Jacksonville and to present the proposed change, the expenses
in connection therewith to be borne by the City.
Mr. Risler further proposed to furnish the necessary fill, estimated at 44,516
cu.yds, for the city-owned property in the vicinity of French Ave., at a cost of
$10,000.00
However, due to the lack of the necessary funds for this purpose, the Commission
declined Mr. Rlsler's proposal .
~r. Walter J .Krohne Jr. next appeared before theBoard and submitted an appll-
cation as Airport ~anager to become effective at the termination of ~r. Roy Browning's
lease in ~ay.

~1,495.10. Sealed bids having been submitted and accepted by the City Commission at
the meeting of October 13, 1947.
The City ~anager advised that due to conditions of materials and production
Strickland - Eorrison Inc. have been unable to deliver the aforesaid car, but can make
immediate delivery of one new 194~ Super Deluxe Fordor Sedan at a price of $1,611.O?.
Thereupon after considerable discussion, and on motion of Commissioner Carraway
seconded by Commissioner Krider and carried, the Commission authorized the purchase
of one new 1948 Ford Super Deluxe Fordor Sedan from Strickland-Norrison, Inc. at a
price of $1,611.O?.
Montez Harris, colored and Dr. G.H.Starke, colored, next appeared before the Board
representing the colored troops of ~the Boy Scouts of America, in Seminole County, and
requested financial assistance for the building program for the scout camp at Island Lake,
in Seminole County. Nontez Harris stated that the camp serves seven court.ties in central
Florida, and that it will be beneficial to the health and welfare of the colored children
in Sanford and Semino~ County.

Application next received from Gilbert Will isms for a permit to sell beer and wines
at his place of business at lll7 W. 13th. Street, and that Willie Earl would be in charge
of the business.
Thereupon after considerable discussion and due to the number of places selling
beer and wines on W. Thirteenth Street, Commissioner Lesher moved that the application
be declined.
Seconded by Commissioner Krider and carried.
Communication next received from Silver Fleet Cabs requesting a reserved parking
space for their cabs on First Street in front of ~he Margaret Ann Grocery Store.
Thereupon after consideraOle discussion Commissioner Carraway moved that the request of
Silver Fleet Cabs for a reserved parking space on First Street in front of the Eargaret
Ann Store be denied.
Seconded by Commissioner Chase and carried.
On 5~otion of Commissioner Lesher, seconded by Commissioner Chase and carried, the
Commission denied a request from the Sanford Furniture Company for a loading Zone on
Palmetto Avenue adjacent to their place of business.
Communication next received from Sunshine ~arkets located at Second Street and
Magnolia Avenue protesting against the rescinding the dedication of property at corner of Third
Street and Palmetto Ave. as a Public Parking Lot.

On motion duly adopted Ordinance No. 429 was next ordered POSTED at the front door
of the City Hall in the City of Sanford, Florida, in accordance with the terms of the
Charter, as amended.
City Attorney Wilson next submitted a proposed traffic ordinance which would take
the place of the twenty-two traffic ordinances now; in effect.
Thereupon after considerable discussion and due to the length and scope of the
proposed ordinance, 5Ir Wilson was instructed to prepare the ordinance in its entirety and
to furnish the various Commissioners with copies before presentation.

On motion of Commissioner Chase, seconded by Commissioner Carraway and carried, the
Commission next authorized the purchase of 5 Refunding Series B Bonds from A~llen & Co.,
Orlando, at a price of $850.00 each.

Block 24 of ~ellonvllle, for the years 1938 thru 1947.
Thereupon the Clerk submitted the report of Commissioner Williams ~nd Lesher
who were appointed to m~ke an appraisal and comparison of the assessed valuation of the
aforesaid property with similar properties similarly located, in which they recommended
that the assessed valuation for the years 1938 thru 1947 be adjusted to $1,OO0.00, and
that ~rs Collins be granted the widow's exemption for years 193~,1939 and 1940, which
was not allowed for those years because she failed to file eoplication.
Thereupon after considerable discussion and on motion duly carried, the Commission
accepted the recommendations of the aforesaid Committee and authorized the Clerk to
adjust the assessed valuation for years 1938 thru lg47 against Block 24 of Eellonville
to $1,000.00 and to allow ~rs Collins widow's exemption for years 1938,1939 and 1940.
Communlc~tion wax next received from the H. James Gut A~ency relative to renewing
the insurance on the Chamber of Commerce Building.
Thereupon after considerable discussion, and in view of the policy previously
adopted by the Commission of endeavoring to equalize the placement of insurance with
the various agencies within the City, Commissioner Lesher moved that the insurance
on the Chamber of Commerce building be placed with the ~ndrew Carraway A~ency.
Seconded by Commissioner Krider and carried.
On motion duly carried the Commission next authorized the water bill of the
Florld~ Power & Light Co. for the month of January in amount of $7.77 adjusted to
their average monthly bill. The excessive amount of the bill caused from hidden leak
under the building that was not discovered until the meter was read.
On motion of Commissioner Carraway, seconded by Commissioner Erider and carried,
the Commission authorized the inst~llatlon of two additional street lights on the
south side of Thirteenth Street west of French Avenue, and three additional street
lights on the east side of French Avenue between Eleventh and Fourteenth Streets, at
the request of ~r H.J.Lehman, ~anager of the Sanford State Farmers Narket.
Communication next received from E.M. Lane, Secretary of the Zoning Adjustment
Board, advising that the application of Nr. A.B.Stevens to construct a grocery store
building at the northeast corner of Thirteenth Street and Park Avenue, was denied.
Communication next received from Nr. O.D.Farrell, owner of the property
adjacent to I~r. Stevens' protesting against t~e construction of a grocery store at this
location.
Communication next received from Nr. Wm. Black, Supt. of t~e Atlantic Coast
Line Railroad Co, advising t~at they had received three cars of material and would
start immediately repairing their crossings.
Consideration was next given to the hazardous conditions where the Ovledo
Branch crosses Geneva Avenue. Thereupin the Clerk was instructed to direct a letter
to the Atlantic Coast Line Railroad Co., re~uesting a "Flag Stop" at this location.
On recommendation of Chief of Police Williams, the Commission next approved
the change on Commercial Street adjacent to the Valdez Hotel, from angle parking to
parallel parking.
The City ~anager next reported on the condition of the equipment at the Cold
Storage Plant at the alrbase, and the breakdowns c~used by such conditions.
Thereupon after considerable discussion and on motion duly carried, the Com-
mission instructed the City Nanager to purchase a new compressor, providing the
Provisions Co. will install it.

Thereupon Commissioner Chase moved its approval and that it be submitted to the
Lessee for their consideration and approval. Seconded by Commissioner Carraway and earried.
On motion duly carried the Commission next authorized that the City Warehouse be
repaired and leased to Coastal Waterways at $60.00 per month, on a month to month basis.
On motion of Commissioner Lesher, seconded by Commissioner Krider and carried,
the Commission authorized the purchase of a new seven foot refrige~'ator from Frierson's
at a cost of $225.00 and a gas range from the South Atlantic Gas Co. at s cost of
$166.50 for use in the kitchen at the Fire Station.
Consideration was next given to the various signs erected in the parkways by som~
of the merchsnte.
Natter taken under advisement pending a report to be furnished by Chief of Police
Williams at the next regular meeting after he has made a complete investigation of the
situation.
Consideration next given to the matter of PUBLISHING or POSTING the 1947 delin-
quent Resl Estate Tax list.
