The City Commission of the City of Sanford, Florida, met in regular seaslon at the City Hall in the City of Sanford, Florida at 7:~0 o'clock P P. February 2~, 1948. Present: Commissioner Robert A Williams, $~ayor. " Lea R. Lesher " Andrew Carraway " John Krider Sr. " Randall Chase. City Attorney Fred R Wilson City Manager & Clerk H.N.Sayer Deputy City Clerk Gordon L. Bradley Chief of Police R.G. Williams. Meeting called to order by the Chairman. Minutes of all regular, adjourned and special meeting of the Coramission for period of February 9th thru 18th next read and approved. ~r. R T Hunt, proprietor of Hunt's Tuxedo Feed Store, located at ll8 Sanford Ave, next appeared before the Board and requested permission to continue backing trucks up to the Second Street side of his building for the purpose of unloading; and that parallel parking be established on the south side of Second Street so as to leave sufficient room for traffic. Hatter taken under advisement pending an investigation by Chief of Police Williams as to the number of Loading Zones and Parking spaces in that area. Nr James Singletary, Commander of Campbell Lossing Post of the American Legion, next appeared before the Board and requested permission to have a Fair within the City, as outlined by Joel S.Fleld at the meeting of February 9th, stating that he would submit a complete plan of the exhibits and operation to the Commission for their a.~proval. Thereupon after considerable discussion, Commissioner Carraway moved that per- mission be granted to the American Legion to have a Fair subject to a complete plan of exhibits and operation, to be submitted by the American Legion, with the following provisions: 1. That the Fair will close at ll:O0 P.M. during the week. 2 That the Fair will close at 12:O0 P.M. Saturday night ~ That the American Legion pay for police protection That all tents be erected 200 feet or more from Celery Avenue. Seconded by Commissioner Krider and carried. Consideration was next given to the unappropriated funds in the Public Projects Fund. Thereupon after considerable discussion Commissioner Chase moved that $3,000. O0 be transferred from the unappropriated fund to the colored recreation fund. Seconded by Commissioner Lesher and carried over the dissenting vote of Commissioner C arr aw ~y. Commissioner Lesher's motion that the balance of the unappropriated fund, in amount of $6,669.58 be transferred to the Swimming Pool Fund, died for want of a second. Further consideration was next given to the request of Montez Harris, colored and Dr. G.H.Starke,colored, made to the Commission at the regular meetirg of February 9th for financial assistance for the building program at the Colored Scout Camp at Island Lake. Mr Ralph Austin Smith a member of the Central Florida Council,Boy Scouts of America, appear- ed before the Board and outlined the organization and operation of the camp and to what extent it would be used. MINUTES City Commission, Sanford, Florida~ ...~.~lp., ~3...a~. 7; 30 P....I~ ..............19 .. 48 Thereupon after considerable discussion Commissioner Chase moved that the City contribute $500.00 to the construction fund of the colored scout camp at Island Lake, subject to a release from Chase & Co inasmuch as the money had been donated to the Public Projects Fund by them. Seconded by Commissioner Krider and carried. On motion of Commissioner Chase, seconded by Commissioner Krider and carried, the Commission next authorized to transmit to the Central Hanover Bank & Trust Company, New York, funds in amount sufficient to pay. interest coupons due Narch l, 1948, on all outstanding Series A and B Refunding Bonds dated Earch l, 1937, and Series C.,D and E Refunding Bonds dated Narch l, 1941. On motion of Commissioner Chase, seconded by Commissioner Lasher and carried, the Com- mission next authorized the purchase of lO Refunding Series A bonds from A N Kidder & Co, New York at a price of $520.00 each. On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Commission next app roved the conveyance without cost of lot 4 Block lO of Bel Air to James Hardy Jr, veteran of World War II. This lot having been reserved by the Commission for the purpose of conveying to World War II veterans to construct a dwelling thereon within six months from date of conveyance, under authority of Special Act of 1945 Legislature. Report of the February analysis of milk from all dairies operating in Sanford, as prepared by Dr. L R. Scribner's Laboratories at Orlando, next presented, such report showing all such milk within the requirements of Grade "A" Nilk. Commissioner Lasher reported that some of the milk bottles were not as clean as they should be, whereupon the Commission instructed Inspector Duncan to investigate thie situation and have it remedied. On motion duly carried, the Commission next approved the employment of Wilbur D. Spivey as fireman at a salary of ~132.00 per month, effective as of February 13,1948, to fill the vacancy created by the resignation of R.O.Ghann on February 8th. Further consideration was next given to the requeets of N.J.Lodge & Son and Homer's Soda Shop for loading spaces in front of their respective places of business. Latter taken under advisement pending a report of all the Loading Zones and Freight Zones in the City, to be submitted by Chief of Police Williams at the next regular meeting. Further consideration was next given to the Lease Agreement with the Provisions Company a divielon of Wilson & Company, Inc. covering building No. 20 ( Cold Storage Plant) at the ~unicipal Airport, which was approved by the Commission at the regular meeting of January 26th. The Clerk next submitted a revised lease from the Provisions Company, with the addition of Section 5 Thereupon Commissioner Lasher moved the approval, and that the ~ayor and Clerk be authorized to execute same on behalf of the City. Seconded by flommissioner Erider and carried. Said section 5 being in words and figures as follows: SECTION 5. In the event that the Federal Government or Civil Aeronautics Administration or the Leeeor shall demand of or impose upon the Lessee any requirement, restriction, regulation, term or condition mentioned in either Paragraph 2 or Paragraph 4 hereof, which in the Judgment of the Lessee shall be unfair or unreasonable, the Lessee shall have the right to immediately terminate this lease upon givir~ written notice of such termination to the Lessor, said written notice specifying the date of such termination. This paragraph not to affect any of the other provisione and conditions of this lease. P_.~ ........... 19 48 Carraway moved that the property lying east and including all buildings provisions: That the West Virginia Training School, Inc. erect a fence between the afore- said property and the airfield so that grazing animals cannot get out onto the airfield. That the West Virginia Training School Inc. maintain all fences around the property to be leased , including the fences now erected as well as the fence to be erected as stipulated in Provision 1. 3. That the West Virginia Training School, Inc. keep all drainage ditches on %he aforesaid property free of all rubbish and debris so as to allow adequate drainage for the airfield. Seconded by Commissioner Lesher and carried by Commission. Thereupon after considerable discussion, the City Manager was instructed to direct a letter to the St. Johns River Line Company to have them clean up the remains of the building. Request next received from the First Baptist Church to be exempt from paying the fee of $90.00 for a building permit which they took out for the erection of a $45,000.00 annex. Thereupon after considerable discussion, the City Attorney was instructed to prepare an ordinance amending Ordinance No 383, estaOlisning fees to be charged for building permits, so as to estaOlish a maximum fee to be charged for building permits secured by non-taxable organizations. Communication next received from the Sanford office of the State Welfare Board requesting additioral office space in ~,e Meisch Building. Matter taken under advisement. Fire Chief Cleveland next requested permission to purchase 500 feet of multiple woven fire hose, due to the fact that he only had 2100 feet on hand and that he should carry 3600 feet. The City }~anager advised that there is 500 feet on order and that there are no funds in the budget providing for the purchase of additional hose. Matter taken under advisement. There being no further business the meetirg was adjourned until 1:3© o'clock the following vote of the the St. Johns River Line Company 143 Thereupon after considerable discussion, Commissioner Chase moved that the City have all property revlaued for taxable purposes and thgt tae City Manager be directed to call for bids, to be returned by March 1st. Further consideration next given to the request of the Wes% Virginia Training School, Inc. to lease the back portion of the airport property for farming and grazing purposes. 1~ereupon after considerable discussion and due to the f act that the City has agreed to lease the orange groves in the same oortion of the airport, to the West Virginia Training School Inc., and also that it would be more advantageous to all parties concerned to have only one tenant in the area, Commissioner City ]~ase to the west Virginia Training School Inc, all the purposes south of the north-south runws.v for farming and grazing/only, thereon, for a oeriod of five years, with the following
