The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida, at ?:30 o'clock P.E. ~arch l, 1948.

Meeting called to order by the Chairman.
Mr Warren P Hunnicutt, Appraisal Engineer of t he firm of Warren P Hunnlcutt Company
of St. Petersburg, Fla. next appeared before the Board and advised that he would be unable
to finish the revaluation of all real and personal property by July 1st, should he be
awarded the contract, due to other commitments he has made, he would need an additional
~0 to 60 days.
The following bids were then submitted for revaluation of property for taxable purposes:

All real and all personal property, including stocks of ggods in stores
and oersonal property in private homes. All costs plus 25%, not to
exceed a maximum of $20,000.00

For the revaluation of real estate

Thereupon after considerable discussion, Commissioner Chase moved that the
contract be awarded to Cole-Layer-TrumOle Co in amoun~ of $18,350.00 for the revaluation
of property as submitted
Seconded by Commissioner Krider and defeated by the following vote of the Commission:

Thereupon Commissioner Carraway moved that the contract be awarded to the J.N.Cleminshaw
Co. in amount of $17,700.00 for the revaluation of property, and that the ~ayor and
Clerk be authorized to execute same on behalf of the City.
Seconded by Commissioner Lesher and carried.
Said contract being in words and figures as follows:
PROPOSAL COVERING REVALUATION OF THE
CITY OF SANFORD, FLORIDA.
THE J.M.CLENINSHAW CO., a Partnership, hereby proposes to assist the Assessor to
make a complete revaluation of all taxable real property within the corporate limits
of the CITY OF S ANFORD, FLORIDA, according to the following specifications.
PERSONNEL
The services of experienced and competent appraisers shall be provided to execute
appraisal work covered in these specifications.

owned or leased building if much location is obtainable; if not, suitable offices shall
be secured at the expense of the Partnership.
USE OF RECORDS
A system subject to the approval of the Assessor shall be employed for keeping accurate
account of all maps and records that must be taken from their usual files.

The City shall supply copies of reasonably correct maps without cost to the Partnership.
CONSTRUCTION COST ANALYSIS
A careful investigation of local current or prewar construction costs shall be made.
Prices of materials in various quantities and qualities shall be obtained from local
material dealers. Current or prewar wage scales for various types of building construction
shall be carefully investigated. Labor efficiency for the several trades and on the
various classes of work shall be determined.
From the foregoing information, unit construction costs
shall be analyzed fer all
materials and fixed equipment entering lnto the construction of all types of buildings,
which construction costs shall include architects' and engineers' fees, together with
contractors' overhead and profit and shall reflect the average cost of materials in
place for houses of cheap construction, houses of ordinary construction and houses of
high quality construction.
Separate unit costs shall be developed in the same manner for all types of commercial,
industrial and special purpose buildings.
After such costs are developed, they shall be applied to new or prewar construction of
known cost to prove their accuracy '~hen such accuracy is determied or proved in a manner
acceptable to the Assessor, the residence costs shall be developed in square foot units for
the foregoing qualities of construction.
The square foot basic prices shall be established upon definite specifications for
the foregoing grades of houses covering ground areas from 400 to 2000 square feet and for
various story heights.
Schedules shall then be prepared for any and all variations from base, including the
values of the following items: All types of wall construction, roofs, floors, heating,
plumbing and lighting systems, fireplaces and stacks, insulation, air conditioning,
interior finish, tiling, finished attics, multiple-family houses, recreation rooms, finished
basements, etc.
There shall be more than one hundred additions or Seductions from bbmSe prices shown in
each residence schedule. Every conceivable change from base specifications shall be re-
corded in the pricing schedules and on the record cards
Prices for various sizes and types of porches and additions shall be included, also
schedules for attached or detached gara~es. All of the foregoing, including supporting
data, shall be set up in a fully comprehensible manner enabling the Assessor to show the
taxpayer how property valuations were determined.
RECORD CARDS
6" x 9" dwelling and commercial property record cards shall be designed to meet the re-
quirements of the Assessor and shall be submitted for his approval before being used.
These cards shall include all items of information in connection with the construction,
age, condition, depreciation, outline sketch and pricing data of each building, together
with the owner's name,available lot, block, map numbers, etc, and shall be used to
record all pertinent information relative to land and the total valuation o f land and

VALUATION OF HOUSES
Each house shall be accurately measured and a pencil sketch shown

on the field record
card. A careful inspection shall be made of both interiors and exteriors.
The type of construction shall be recorded by component parts such as foundation, base-
ment area, wall construction insulation, roof,floors, interior finish, heating system,
fireplaces and stacks, plumbing fixtures, tiling, number of rooms, age ( if obtainable),
condition, physical and functional depreciation, general quality of construction, rent
(if rented) and recent data on sales.
These cards shall be returned by the field staff to t~e office where they shall be
priced, checked and completed from the schedules previously prepared and made ready for
the final field inspection and review. The final field inspection and review shall be made
for the purpose of discovering errors in any matters theretofore set up and for the appli-
cation of functional depreciation resulting from good houses in poor locstions, houses of
obsolete design , etc.
C05~ERCIAL AND SPECIAL PURPOSE BUILDINGS
These buildings shall be measured accurately and the same record shall be kept with
respect to the component parts thereof as in the case of residences, with necessary
adjustments. Depreciation shall be determined according to age, condition and function.
Earnings shall be examined to establish a fair basis for rental capitalization to be used
as a check against physical value and to provide a key for the value of the land upon which
each building is located.
INDUSTRIAL PLANTS
Plat plans of the properties shall be drawn to scale, showing buildings in proper lo-
cation and size. These buildings shall be described by their component parts, priced at
current or prewar reproductive cost and depreciated according to age, condition and function.
Depreciated values shall be sound utility value for the purpose for which each plant is being
or can be utilized. Records shall be typed and bound to the satisfaction of the Assessor.
FIXED MACHINERY AND EQUIPMENT
All major units of fixed machinery and equipment, taxable as real estate, shall be listed
individually building by building, priced at reproductive installed costs and depreciated
ind iv idu ally.
,PERSONAL PROPERTY OF BUSINESS AND ~ANUFACTURING ESTABLIShmENTS
A brief description and valuation of such personal property shall be made. Owners
who keep books will be asked to cooperate by allowing the appraisers to examine books of
account and the property itself. Costs and circumstances surrounding purchases shall be
given careful consideration, together with reproductive cost and accrued depreciation,
with the objective a fair, disinterested and equitable valuation.
.V. ALUATION OF LAND
The appraisers shall make a careful investigation of the f air value of all classes of
land. Sales data shall be secured covering fair sales, which data shall be analyzed, checked
and recorded on the cards. Owners, realtors, banks and others shall be asked to supply full
information relative to sales of property within the City.
UNIT CITY LAND VALUES
In the case of platted properties, tentative unit front foot values shall be set for
lots of a standard depth. If possible, this depth standard shall be adhered to throughout
the City. Acreage prices of land of various classes, quality and location shall likewise
be determined. These values shall be placed on a large outline map in each block and on

Should thecllent choose, these unit land values shall be submitted to an advisory
committee of local authorities on land values selected by the client at no expense to the
Partnership. The Assessor may make such adjustments as shall, in his opinion,be required
based upon the report of such com~nittee. Upon final approval and adoption of said land
values by the Assessor, an outline land value map of size and detail approved by the
Assessor shall be prepared in india ink and mounted as desired.
PREPARATION OF CITY LAND VALUE TABLES
The Partnership shall furnish land valuation formulas and tables to meet the particular
requirements of the City, subject to the auproval of the Assessor, for the computation
of the valuation of irregular shaped plots or lo%s, lots which are of greater or less
depth %hah the standard depth on which the unit foot prices are based, corner lots in bus-
iness and residential sections, lots the value of which are influenced by rail or water
ways, etc.
The description of each lot or parcel of land, together with the vsluation computations,
shall be entered on the field record card hereinbefore described.
The appraisers shall inspect each plot or lot and m~ke the necessary adjustments in
value to compensate for topographical irregularities such as high banks, steep slopes,
swamps, irregular shapes or anything which may detract from the normal usefulness of the
land.
INSTRUCTIONS TO ASSESSOR
Copies of all real estate cost data, land valuation tables,dwelling valuation tables
and cost data covering commercial construction shall be left with the Assessor for his full
use and benefit in connection with the valuations of the City. Instruction shall be offer-
ed in the use of s aid d8ta so that the system may be maintained up to date through future
years.
~EFENSE OF VALUES
The responsible head of the field organization shall De present at the meeting of
the Board of Review following completion of the work to assistin the settlement of
complaints and to defend the values.
In the event of appeal to the Courts , a competent witness shall be supplied to
defend the values, without additional cost to the City.
For ell additional services not specifically covered in this proposal the client
shall reimburse the Partnership for out-of-pocket e×bense.
COST OF SERVICE AND TEBMS
All revaluation work shall be complete~,includlng services of every character,
together with all necessary supplies, to complete the work according to these specifica-
tions for the sum of $14,500.O0 for the revaluation of real estate.

Mr. C A Maddy, Supt. of the West Virginia Training School Inc, at the airport, next
appeared before the Board to discuss the proposed lease agreement for the property lying
east and south of the north-south runway for farming and grazing purposes. The Commission
at the regular meeting of February 23rd, agreed to lease the aforesaid property for a period
of five years.
Due to the fact that the City would not give a long term lease on this property, Mr.
Maddy advised that he would not lease it at this time.
However, Mr Maddy requested that the City lease him frontage on the lake, lying southwest
of the north-south runway, and also that he be allowed to make full payment on building $1
Administration Building, ~2 Instruction Building and ~14 B.O .Q Building.
Matter taken under advisement.
On motion of Commissioner Carraway, seconded by Commissioner Chose and carried,
the Commission next approved the transfer of the beer and wine license issued Mary
Alexander at 310 Sanford Avenue to J.Waits at the same address, subject to the approval
of Chief of Police R.G.Williams.
Application next received from Charles E. Gormley for permit to rent the fruit and vege-
table stand building at the northwest corner of Palmetto and Third ~treet for a doughnut
and pastry shop.
Thereupon after considerable discussion and due to the fact that when the building was
erected, the building permit was issued for a fruit and vegetable stand only, Commissioner
Carraway moved that a temporary permit be granted, subject to revocation at any time by
the Commission.
Seconded by Commissioner Chase and carried over the dissenting vote of Commissioner
Krider.
Bill of Smith & Gillesple, Engineers, in amount of $500.00 covering services rendered
in preparing "Study of Comparative Cost of Water Plant Operation using Diesel Engine
Drive and Purchased Power", next submitted for approval.
Thereupon after considerable discussion, and due to the fact that the Board felt that
the amount charged was excessive for the services rendered, Commissioner Lesher moved that
the bill be returned to Smith & Gillespie, accompanied with a request that the amount be
decreased.
