031848-Adjourned Session MINUTES City Commission, ,~nford, Florida,.._~_a.F. qlk..1.~ ........... ~.~._7..,'.~..0....?_...}!__19....~ The City Commission of the City of Sanford, Florida, met in a~journed session at the City Hall in ~he City of Sanford, Florida, at ?:30 o'clock P.N. Narch 18,1948. Present: Commissioner Robert A Williams, Mayor. " Andrew Carraway " Randall Chase , John Krlder Sr. " Lea R Lesher City Attorney Fred R Wilson City manager & Clerk H N Sayer Deputy City Clerk Gordon L. Bradley Chief of Police, R G Williams Meeting called to order by the Chairman. Chief of Police R G Williams next submitted a map showing the various Loading Zones and Freight Zones throughout the City, for consideration by the Commission. Action deferred, as all Freight Zones and Loading Zones are to be incorporated in the proposed traffic ordinance. Communication next received from the Atlantic Coast Line Railroad Co. relative to the City's request for a signal crossing light on Geneva Ave., stating that they do not install at their expense crossing signal lights and other safety devlces at highway crossings and advising that the State Road Department with the assistance of Federal funds makes such installations. Further consideration was next given to the request of the South Atlantic Gas Company for approval of an additional increase in gas rates. Thereupon after considerable discussion Commissioner Krider moved that the proposed rates were not acceptable to the Commission and that the increase be denied. Seconded by Commissioner Lesher and carried. On motion of Commissioner Carraway, seconded by Commissioner Krider and carried, the Commission next approved the payment of $260.00 to S.E.Parker of Oviedo, Fla. covering rental on dragline in constructing dike around city-owned property on Lake front , to be filled, and $?0o00 to Watt Smith Trucking Co., Orlando, Fla. for transportation of dragline. On motion of Commissioner Carraway, seconded by Commissioner Lasher and carried, the Commission next approved the payment of $456.10 to G.H.Peace of Longwood, Fla, covering installation of new NcQuay Coil in cold storage plant at airport. On motion of Commissioner Lesher, seconded by Commissioner Carraway and carried, the Commission next approved the payment of $108.00 to the Electro Rust-Proofing Corp. of Belleville N.J. for annual service and maintenance to the Cathodic Protection Installation on the water tank at the water plant. Request next received from the Shrines for the City to carry an advertisement of "Welcome" at a cost of $60.00 on the back cover of program for Nlnstrel Show, the entire net proceeds of which will be given to the Seminole High School Band toward the purchase of uniforms. Thereupon after considerable discussion, Commissioner Lesher moved that the aforesaid request be referred to the Chamber of Commerce. Seconded by Commissioner Carraway and carried. Communication next received from Smith & Glllespie , Engineers of Jacksonville, H-89796 MINUTES City Commission, Sanford, Florida, liar:ch ll~ at._7.:.3.0 P ~[ 19 4~I for services rendered in preparing report on Electric Power Study at the water plant. Advising that thir charges are based upon the value of services to the client and the engineering cost invloved, which amounted to $380.00 and authorizing the City to make payment in such amount deemed proper by the Commission. Commissioner Carraway then moved that the City pay Smith & Gillespie $500.OO for services rendered. Notion died for want of a secon~ Commissioner Chase then moved that the City pay Smith & Gillespie ~4OO.O0 for services rendered. Notion died for want of a second. Thereupon after considerable discussion, Commissioner Carraway moved that the City pay Smith & Gillespie ~500.00 ~'or services rendered. Seconded by Commissioner Lesher and carried by the following vote of the Commission. Commissioner Williams Aye " Carraway Aye " Leaner Aye " Chase Nay " Krider Not voting. The Clerk next submitted a proposal of T.S.Crawley to furnish all labor and materials, using DuOont first grade paint, in applying one coat to outside of grandstand building, col- ored stand, clubhouse and both dug-outs at ~{unicipal Bell Park at a price of Also that ~.rr. Crawley would accept up to six season passes toward payment. Thereupon after considerable discussion and on motion of Commissioner Carraway, seconded by Commissioner Mrlder and carried, the Commission authorlzed the Clty ~ansger to call for bids and to award the bid to the lowest bldder for painting the outside of the gr~ndstnnd building, colored stand, clubhouse and the dug-outs at the ~unicipal Ball Park. Further consideration was next given to the ~eGuest of Joe 3~oss for the City to abandon the utilities easement across his lots described as Lots i , 2, Hlghland Park. Thereupon after considerable discussion, Commissioner Chase moved abandon the utilties easement trwu the aforesaid lots approval from the other property owners in said alock. Seconded by Cotmissioner Carrawsy and carried. Commissioner Lesher next requested that all or¢inaaces dogs within the City, be combined in one ordinance , requirement for a city dog license. ~{stter taken under advisement.
