Thereupon after comparison of prices submitted, Commissioner Lesher moved that the contract be awarded to the Gulf Oil Corporation for furnishing distillate fuel oil at the sellers market price, and Parvis "~" Lubricating oil at s price of .52 per gal lon. Seconded by Commissioner Chase and carried. A representative of the colored American Legion baseball teams next aooeared before the Board, requesting permission to use the colored athletic field in Goldsboro one Sunday each month, stntlng that at the present time the Sanford Giants and another team are using the field. Thereupon after considerable discussion the matter was referred to a committee consisting of the ~(ayor, the City Manager and Commissioner Krider, to meet with the three teams on Thursday Narch 25, 1948 ~t h:O0 P ~ and work out a schedule for all three teams to use the Oall park. Nr Gilbert Williams next appeared 'before the Board to request a beer and wines license at his place of business at lll7 W. Thirteenth Street. Action deferred until next meeting. The following 'bid next received for furnishing 500 feet of 2½" Fire Hose for the Fire Department: HILL HARDWARE CO~PANY 2½" Eureka Nultex 2-Ply ~ltiple wo~en Fire Hose at $1.50 per ft., less allowance of .07 per ft. for old couplingz to be furni~hcd by the City. Thereupon Commis~ioner Krider moved that the contract be awarded to Hill Hardware Company for furnishing 500 ft. of 2~" Eureka ~ltex 2-ply Yultiple Woven Mire Hose at a price of ~1.50 per foot. Seconded by Commissioner Chase and carried. The following bids were next received for furnishing all labor and materials for painting the exterior of the grandstand building,colored stand, clubhouse and both dugouts at the Eunicipal Bsll Wark. Larson , for furnishing all la, or and materials in painting the exterior of the grandstand building, colored stand, club house and both dug-outs at the ~unicipal Ball Park, at a price of $355.00 providing all specifications are met. Seconded by Commissioner Chase and carried. On motion of Commissioner C~rraway, seconded by Commissioner Chase and carried, the Commission next approved the purchase of l0 BefundIng Series A Bonds from A. N Kidder & Co. New York at a price of $495.00 each. On motion of Commissioner Carraway, seconded by Commissioner Krlder and carried, the Commission next approved the employment of Kenneth Hittell as desk Sergeant at a salary of ~145.20 per month to fill vacancy created by resignation of Estelle Jennlngs on Narch 18, 19~8; employment of Jack Anchors as patrolman at a salary of $169.~0 per month to fill vacancy created by resignation of R.J. Hickson on ~arch 15, 1948; employment of E.C.Walters Jr. as patrolman at vacancy created by resignation of T.F. Donohue; desk sergeant at salary of $157.30 per month to fill vacancy created by ill health Fellows as desk sergeant at salary of salary of $15~.3© per month to f ill promotion o£ Kenneth M. ~urphy from to patrolman at salary of $169.40 per month, of J.B.QuatLlebaum; temporary employment of G.C. $157.30 per month to fill vacancy created by MINUTES City Commission, Sanford, Flofida,._.....Ma~.e~._.[3....ah_.7.:_~G...~..M ....... 19....~ Request received from ~..~r C A ~addy, Supt. of the t~est Virginia Training School, Inc. for an extension of tl~s to DaY the current year's rent, and also to be gr~nted the privilege of paying the rent in full on only one of the three buildings at a time, and to have until January l, 1949 to pay such rent; the three buildings being ~l Administretion Building, ~2 Instruction Building and ~14 B.O.Q Building, which the Commission agreed to offer Nr. Naddy at a price of $112,000.00 at the meeting of ~arch 8, 1948. Thereupon after considerable discussion, the Commission instructed the City Nanager to advise Mr. ~addy that the current year's rent must be paid in full before the Commission would consider accepting full payment on any of the aforesaid buildings. On motion duly carried, the Commission next authorized a clause to be inserted in the lease for the organge grove, whereby the West Virginia Training School Inc. would have the privilege of renewal at the termination of the five year lease. Request next received from the Pastor and several members of t~e Assembly of God Church for the City to grant l~:rs Hester permission to live in a house trailer on the premises of the parsonage or in the back yard of one of its members and to connect the trailer to the sanitary sewer. Action deferred. Communication next received from the Florida Fashions ~fanufacturing Company, requesting a release from the obligations under the lease for building ~3 Synthetic Trainer Building at the airport, due to the fact that the building is unsuitable for this purpose and that the cost of alterations would greatly exceed their anticipations. Thereupon Commissioner Carraway moved that the Florida Fashions ~anufacturlng Company be released from their obligations under the lease for Building $3 Synthetic Trainer Building at the airport and that the City refund the advance payment of $1000.00 for rent which was made at the time the lease was executed, less the fee in amount of $100.OO paid City Attorney for preparation of the lease agreement. Seconded by Commissioner Krider and carried. On motion of Commissioner Chase, seconded by Conm~issioner Lesher and carried, the Commission next authorized the Florida Fashions Eanufacturing Company to use their Ouilding at 3[P East First Street for a dress manufacturing Ousiness, providing the condition of the building is approved by the building inspector; that sufficient sanitary conditions are installed and that the Zoning Board of Appeals approves such business at this location. On motion duly carried, the Board next approved the expiration of the purchase option of Doyle & Forbes on Lots in ~agnolia Heights and San L~nta Second Section as of Narch 18, 1945. The City Nanager next advised that the Florida Power & Light Company had charged all customers 18~ for increased cost of fuel on the current months bill, and that Deytona Beach and DeLand are fighting the power comoanles for charging customers for fuel oil adjustments. Thereupon after considerable discussion and after checking the franchise,Commissioner Carraway moved that the City Attorney notify the Florida Power & Light Company that the City protests the continued increases; and to work in accord with the cities of Daytona Beach and DeLand. Seconded by Commissioner Krider and carried. Consideration was next given to the $15.OO landing fee, the $25.00 office rent and the $15.00 for electricity, charged each month to Florida Airways by Airport Manager Roy Browning. Thereupon after considerable discussion and on motion duly carried, the City Nanager was instructed to request Nr. Browning not to turn off the lights and that the City would pay the additional $15.©0 per month starting April 1st. Consideretlon was next given to ~r. Browning's letter of December 31,194y advising that he would terminate his operations on Nay 20, 1948. Thereupon Commissioner Carraway moved that the City ~anager notify Ur. Browning that the City will expect him to vacate the oremises on Nay 20,1948 in accordance with his letter of December ~1,1947., as the City contemplates using the facilities. Communication next received from State Improvement Commission, advising of a Statewide Planning & Zoning Conference to be held in Jacksonville on April 5th & 6th, 1948. Natter referred to Zoning Board of Appeals. Ordinance No. 433 , entitled: ORDINANCE No. 433 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, PRESCRIBING FEES TO BE PAID FOR BUILDING PE~IITS FOR THE ERECTION,ALTERATION OR REPAIR OF ANY BUILDING OR STRUCTURE IN THE CITY OFSANFORD, FLORIDA. introduced and placed on its first reading at the regular meeting of ~arch 8,1948, was next placed on its final reading Thereupon the roll was called No. 433, the vote being as follows: Commissioner ~¥111iams " Carraway " Chase " Krider " Lesher and read in full by the Clerk. for final passage and adoption of said Ordinance A~e Aye Aye Aye Aye Thereupon the Chairman announced that the City Commission of the City of Sanford Florida, by unanlmoue vote had passed and adopted said Ordinance No. 43~, entitled: AN ORDINANCE OF THE CITY OF SANFORD FLOMIDA PRESCRIBING FEES TO BE PAID FOR BUILDING PERi'ITS FOR THE ERECTION,ALTERATION OR REPAIR OF ANY BUILDING OR STRUCTURE IN THE CITY OF SANFORD. FLORIDA. On motion duly adopted Ordinance No. 433 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida in accordance with the terms of the Charter, as amended. On motion duly carried, the City Nanager was next instructed to call for bids for water-proofing and painting the exterior of the City Hall building. Commissioner Krider next introduced Ordinance No 434, entitled: ORDINANCE No. 434.
