April 13,194~. Present: Commissioner Robert A Williams, Mayor. " John Krlder Sr. " Lea R. Meeting called to order by the Chairman. Current invoices and payrolls for month of March 1945, properly audited and vouchered as evidenced by voucher nos. 1407 thru 1516 submitted, examined, approved and payment authorized. Monthly reports of streets, sanitation, health, water, police, fire, airport and library departments for month of March 1948, submitted and examined. Financial statement and statement of revenues and expenditures during month of March 1948 submitted and examined. Bank statements in all accounts for month of March 194S, properly reconciled, submitted and examined. Minutes of all regular, adjourned and special meetings of tae Co-mission for period of March 15th thru April 12th, 1948 next read and approved. Gilbert Williams next appeared before the Board further requesting a beer and wines license at his place of business at lll7 W. Thirteenth Street, ststing that the license for the Night Hawk Beer Garden, operated by William Lewis had been revoked by the State Beverage Commission and that he would like to have said license transferred to him. Thereupon after considerable discussion, the Commission advised Mr. Williams to file a new application with the Clerk for consideration. The following bids were next received for furnishing all labor and materials for water- proofing and painting the City Hall building according to specifications furnished by City. Scribner's Laboratories at Orlando, next oresented, such report showing ell such milk within the requirements of Grade "A" milk. Mr. B.G.Duncan, Vice-President of the South Atlantic Gas Company next appeared be- fore the Board to give further consideration to his request for increase in rates. Matter taken under advisement. On motion of Commissioner Krider, seconded by Commissioner Lesher and carried, the Commission next approved the temporary employment of H.M.Young, effective April 1,194S, as Policemant Patrolman at a salary of $169.40 per month to fill vacancy created by resignation of Jack L Anchors; end temporary employment of Timothy Donohue as Police Patrolman at salsry of $169.40 per month to fill vacancy created by resignation of Wade H. Raulerson effective April 15, 1948. On motion of Commissioner Lesher, seconded by Commissioner Krider and carried, the Commission next approved the ourchase of lO Refunding Series A Bonds from B.J.Van Ingen & Company , Inc, Miami, Fla.. at a price of $492.50 each. Request next received from Mr. W.A. Leffler, President of Chase & Company for a loading zone on the west side of Oak Avenue between First and Second Streets. Thereupon after considerable discussion and on motion duly carried, the Commission authorized a temporary Loading Zone sign be erected on the west side of Oak Avenue between First and Second Streets adjacent to the property owned by Chase & Company. On motion of Commissioner Krider, seconded by Co~missioner Lesher and carried, the Commission next approved the conveyance without cost of Lot Y$ Block l~,Bel Air to S.H.Norris, veteran of World War II, under the same conditions which the Commission reserved Lots in Block ? and lO for the purpose of conveying to world war II veterans to construct a dwelling thereon within six months from date of conveyance, under aut~ority of Special Act of 1945 Legislature. On motion duly carried the Commission next aporoved the plens and specifications of the proposed colored skating rink project as prepared by Supt. Lubinski, and in- structed the City Manager to call for bids. Request next received from Mrs A.W. Epps, President of the Ssnford Garden Club for the City to sponsor a Clean-Up,Fix-Up Community program. Thereupon after considerable discussion, the Commission authorized the G~rden Club to sponsor such a program and that the City would co-operate. Communication ne~t received from Fire Chief M.N.Cleveland, advising that the members of the Fire Department had selected R.T.Thomas to serve as a member of the Firemen's Relief & Pension Fund Board for the next two year term, along with the Mayor and Fire Chief, in accordance with the Legislative Act creating said fund. The annual Fire Report for the year 1947, as prepared by Chief Cleveland, was next submitted and approved. On motion of Commissioner Lesner, seconded by Commissioner Krider and carried, the Commission next authorized Mr N.O.Garner, Clerk of the Civil Service Board, to atLend the State Civil Service Conference in Jacksonvil~ in connection therewith to be borne by the City. Communication next received from D.C.Caldwell, Association of Hopper Academy, requesting s street light at and Pine Ave, for the protection of the school property. On motion of Commissioner Lesher, seconded by Commissioner Krider and carried, the Commission next authorized Mire Chief Cleveland to attend the State Mire Chiefs and Firemen's Convention at Daytona Beach, April 25th thru 28th, 1945, the exoenses in connection therewith to be borne by the City. Communication next received from the Sanford ~oman's Club, requesting the mode of parking in front of their building at 315 Oak Avenue be changed to diagonal parking so as accomodate more cars. Thereupon after considerable discussion and on advice of Chief of Police Williams that this would create a traffic problem, the aforesaid request was denied. On motion duly carried, the Commission next authorized the salary of Gordon L. Bradley, Deputy City Clerk , be increased to $240.00 per month, effective April l, 1948. Further consideration was next given to the aoplication of B.H. Fox and ~alter J Krohne Jr. for the position of Airport Manager and the proposed change in airport operation, necessitated by the termination of operations by Roy Browning on May 20,1945. Matter taken under advisement. Report of the Recreation Committee for the summer activities of 1947 was next suDmitted and approved.
