The City Commission of the City of Sanford, Florida, met in regular session at
City Hall in the City of Ssnford, Florida, at ~:30 o'clock P.~.&prll 26, 1948.

Meeting called to order by the Chairman.
Einutes of adjourned meetings of April 13 and 19th next read and approved.
TaDulation of bids received at the adjourned regular meeting of April 13th for water-
proofing and painting the City Hall Building was next submitted for consideration.
Thereupon after careful consideration, Commissioner Krider moved that the Commission
accept the bid of the Lumino Company to a0ply one full coat of Colorcrete to the exterior
masonry of the City Hall building at a price of $2.390.00, and the bid of Fred G Larson for
painting the woodwork and trim of the exterior of the City Hall Building according to
City specifications at a price of ~$12.00.
Seconded by Commissioner Csrraway and carried.
Application of D.B.Stafford for transfer of his beer and wines licese at 1~04
West Thirteenth Street to Joe ~oss to operate at same location was next submitted.
Thereupon after considerable discussion and due to the fact that the building was
destroyed by fire and that it will be necessary to erect a new building, Commissioner
Krider moved that the transfer ~e s~>proved at the same location, provided that a suitable
building is erected, a satisfactory manager employed and that the business is not operated
on Sunday.
Seconded by Commi~sloner Carraway and carried.
Application next received from Gilbert A Williams for permit to sell beer and wines
at lll? W. Thirteenth Street, stating that Willie Earle , colored, would operate the ~usiness.
Thereupon Co~missioner Chase moved that action De deferred on this application.
Seconded by Commissioner Krlder and carried.
Chief of Police Williams next reported that Johnnie Hall, colored, owner of the
Dew Duck Inn at 901 W. Thirteenth Street, was selling liquor on Sunday, but he had not
been able to obtain sufficient evidence to convict him in Municipal Court. Chief next
presented Garfield Johnson, colored, adjacent property o~er, who spoke against the
operation of the Dew Duck Inn, stating that it was a disorderly place, especially on
Sundays.
Thereupon after hearing the facts as presented, the Commission instructed Chief
of Police Willi~ms to prepare further evidence and to make a report at the next regular

Nr. B.G. Duncan, Vice President of the South Atlantic Gas Company next appeared
before the Board relative to his request for an increase in gas rates.
Thereupon after careful consideration of the facts as presented by Nr. Duncan,
the Commission took no further action, but sustained their action of March 18, 19~8,
declining the requested increase.
Mr. C.A.~ddy, Supt. of the West Virginia Training School, Inc, next appeared
before the Board to discuess his future operations at the airport.
Matter taken under advisement .
Proposal of Bohannon & Fenn of Orlando to lease certain facilities in the hangar
building for operating an a~lation repair shop, along with their schedule of rates for
hangar storage, was next suomitted for consideration Py the Commission.

Communication next received from Roy Browning, outlining a proposal for continuing
his flight school opeations at the airport.
Thereupon after careful consideration of the proposal as submitted, and due to
had previously stated that he would terminate his operations on

Communication next ~eceived from the Showalter Corp. of Winter Park, relative to
operating a flight school at the airport.
Matter taken under advisement.
Murther consideration was next given to the aoplications of Walter J Krohne Jr,
and B.H.Fox for position of airport manager.
Thereupon the City Nanager was instructed to secure the qualifications for an
Airport manager from the Civil Aeronautics Administration for consideration b~ the
Commission.
The Clerk next submitted a proposal of Mr C A. Whidden to purchase three lots
in Block 13 of San Lanta Second Section, with an option of eight months on the balance
of the lots in said section. Also, in accord with the City's policy of giving a lot to a
veteran, that if a house is erected and sold to a veteran, the City deed another similar
lot in the same location to ~r. ~,~idden. The Clerk also advised that the City owns 19
lots in Block 13 San Lanta 2nd. Section.
Thereupon after careful consideration, the Commission approved the proposal as
submitted, providing a cash binder of $50.00 per lot is paid to the ~ity for each
lot under option and that said binder be forfeited if the lots are not purchased at
the termination of the option.

Request next received from Lewis Shriner, to purchase a 50 ft. lot - the old outdoor
bowllng alley site, on E.?irst Street for the purpose of constructing a barber shop building,
at a lower figure than the sales price of $1,000.OO previously established by the Commission.
On motion duly carried, the Commission authorized the sales price of ~l,OOO.OO on the
aforesaid lot remain as previously established.
On motion of Commissioner Carraway, seconded by Commissioner Krider and carried, the
Commission next authorized the salary of C.L Keller, fireman, De increased from $132.OO to
$137.50 per month, effective as of April 1st, in accordance with the schedule set up for pro-
motion of firemen.
Communication next received from the Seminole County Farm Labor Association, requesting
a lease on the Farm Labor Camp site.
Thereupon Commissioner Carraway moved that the City Attorney prepare

Request next received from ~r. Walter I.Leland, President of the ~renchmans Bay Bostlng
Company, for the City to accept the improvements made at the band.shell in lieu of the nine
months rent in amount of ~225.00 due the City.
Thereupon after careful consideration of the tourist attraction value resulting /'rom the
operation of an excursion boat during the tourist season the CommOn,sion authorized the
nine months rent in amount of ~225.00 be canceled, and thst the CityNanager contact the
Frenchmans Bay Boating Company to ascertain if they wish to cancel the lease, or if they
anticipate returning next year .
Request next received from ~rs. Banks, a tenant in the apartment house located
at the northwest corner of Second Street and Palmetto Avenue for permission to place a board on
the curb in front of the vacant lot north of said apartment house, so that vehicles may
have access to a parking lot she contemplates operating on said vacant lot.
Thereupon after considerable discussion, Commissioner Chase moved that a temporary
permit be granted Nfs Banks to place a board on the curb in front of the aforesaid vacant lot.
Seconded by Commissioner Carraway and carried.
On motion of Commissioner Krider, seconded by Commissioner Chase and carried, the Com-
mission next approved Inspector Duncan attending a short course for milk inspectors at
Gainesville on April 21st thru 23rd, 1948.
On motion of Commissioner Chase, seconded by Commissioner Erider and carried, the
Commission next authorized the Tax Collector to hold the 1947 delinquent real estate tax
sale on July 1st instead of June 1st, 1948.
Further co~ideration was next given to the request of the State Welfare Board for
additional office space in the Neisch Building.
No action teken.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried,
the Commission next approved the high cost of living bonus of $10.00 permonth being paid
to white employees and $5.00 per month to colored, Oe continued thru the month of June,1948.
The Clerk next submitted an estimate of the Logan Diving and Salvage Company of
Jacksonville, in amount of $4.50 per pile , for sawing all the piling off at bottom of lake
of the old St. Johns River Line Dock, of which there are over 600 piling %o be removed.

Communication next received from %he Mlorida Power & Light Company advising of their
the aforesaid lease.

Consideration wes next given to %he condition of the sewer under East
between Sanford Avenue and ~sn Carlos Avenue.
Thereupon after considerable discussion and due
bad state of repair and causing considerable demage to
First Street
to the fact that this sewer is in~
the street, and that it will necessitate
removing the pavement and uncovering the entire sewer in order to repair it, the City
Nanager was instructed to prepare an estimate of the cost of removing this sewer from under
the street and reconstructing it in the parkway, for further consideration of the Commission.
There being no further business the meeting then adjourned until 7:30 O'clock P ~
