Bradley Chief of Police R G wlllisms Meeting called to order by the Chairman. Minutes of the adjourned meeting of May 6th and the regular meeting of ~.~ay 10,19~8 next read and approved. Mrs Blanche Takach next appeared before the Board for the purpose of registering a complaint against certain Police Patrolmen, stating that she felt that she was be discriminated against. Also th~.t she would like to be instructed where to unload passen- gers when parking spaces are not available in an area where her passengers desire to unload. Thereupon the Commission instructed ~s. Takach that in accordance with the existing traffic ordinances all unloading must be done next to the curb; and instructed Chief of Police Williams to extend the same courtesies to ~;frs Takach as to all other motorists. Report of April analysis of milk from all dairies operating in Sanford as prepared by Dr. L.R. Scribner's Laboratoreis at Orlando, next presented, such reoort showing all such milk within the requirements of Grade A milk. Application next received from Sylvester Terrell, colored , for permit and license for taxicab that he opere, ted last fiscal year but allowed the permit and license to ex- pire October 1,1967. Thereupon Commissioner Lesher moved that the aoplication be filed. Seconded by Commissioner Krider and carried. On motion of Co~nissioner Chase, seconded by Commissioner Krider and carried, the Commission next approved the transfer of beer and wine license from John A Hall, colored, at 901 ~¥. Thirteenth St. to L.E.Stokes, to operate at the same location, providing a suitable operator approved by the Chief of Police Willi~ns is employed. Application next received from J P Gibbs, Jr. for permit to operate a peanut push csrt was the application to Ordinance No. on the streets. Thereupon after considerable discussion and on motion duly carried, instructed to have Mr. Gibbs furnish the City with three references the Commission. the City ~lanager and to re-submit ~36, entitled: ORDINANCE No. 436. Commies loner Williams A~e " Carraway Aye " Chase Aye " Krider Aye " Lesher Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 436, entitled: ORDINANCE NO. 436 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, REGULATING THE KEEPING OF DOGS WITHIN THE CORPORATE LIMITS; REQUIRING ANNUAL VACCINATION OF DOGS AND PAY~ENT OF ANNUAL LICENSE TAX; PROVIDING FOR DISPOSITION OF UNLICENSED, UNVACCINATED, VICIOUS OR FEROCIOUS AND DESTRUCTIVE DOGS AND CERTAIN FEMALE DOGS, AND PRESCRIBING PENALTIES FOR VIOLATION OF THE PROVISIONS OF THIS ORDINANCE. On motion duly adopted Ordinance No. 436 was next ordered POSTED at the front door of the City Hall in the City of Sanford, Florida, in accordance wll~h the terms of the Charter, as amended. Mr C A Naddy, Supt. of the West Virginia Training School, Inc. next appesred before the Board to discuss the terms and conditions of the proposed lease agreement. Thereupon after considerable discussion, Attorney Wilson was instructed to prepare the lease in full. Said lease to start January l, 1949, with the first annual payment of $13,000.00 to be made on or before September l, 194E. Communication next received from The Showalter Corporation of Winter Park proposing to lease office and classroom space and the Armory Building at the airport for the purpose of operating an aviation flight ~aining school at a rente~ o~' $1.00 per month for three months and at a sum not to exceed $?5.00 per month thereafter. No action taken. Communication next received from ~r. T.E.Tucker, Chairman of the Recreation Committee recommending the appointment of the following as directors for the summer program. Fred Ganas, Director,at a salary of $200.00 per month Hugh Carlton, Assistant Director, at salary of $100.00 per mont~. Mrs Linda Gingles, Assistant Director at salary of $100.00 per month. Miss Barbara Dampler, Assistant Director at salary of $100. OO per month. One colored director (unnamed,) at salary of $100.OO per month. Mr Jack Ratigan, representing the Recreation Committee , apoeared before the Board and outllned the summer program, stating that it was entirely for children, and requested ~he Commission to accept the recommendations of the Committee and to set up a budget of $2,400.00 for the period of June 14th thru August 31st, for the operation of said program. Thereupon after considerable discussion, Commissioner Lesher moved that the afore- said recommendations of the Recreation Committee be accepted by the Commission. Seconded by Commissioner Chase and carried. Mr. Ratigan further requested that one of the Commisslonem be appointed to serve on a committee consisting of one member from the School Board, one member from the City Commission and one member from the Recreation Committee for the purpose of preparing plens toward the establishment of permanent playground facilities. Thereupon Commissioner Lesher moved that the Mayor be authorized to appoint one of the Commissioners as the member of said Committee. Seconded by Commissioner Chase and carried. The proposed contract with the Shell Oil Company Inc. for the City to lease their pumping facilities at the airport and to purch~seaviation gasoline from them for resale purposes, for a term of one year, was next submitted for consideration. Thereupon Commissioner Carraway moved that the City ~anager be authorized to exe- cute the aforesaid contract on behalf of the City. Seconded by Commissioner Krider and carried. On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Commission next approved the conveyance without cost of Lot 35 Amended Plat of ~(agnolia Heights to B.N.McClung, vetern of World War II to construct a dwelling thereon within six mont~ from date of conveyance, under authority of Special Act of 19~5 Legislature. On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Commission next approved the conveyance without cost of Lots 31 and 33 ~mended Plat of Magnolia Heights to L B Hodgins and R.C. Taylor, respectively, both veterans of World War II, to construct dwellings thereon within six months from date of conveyance under authority of Special Act of 1945 Legislature, provided one adjoining lot is pur- chased by each veteran. On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the Commission ne×t approved the employment of William 8. Margrave as Police Desk Sergeant at a salary of ~157.30 per month, effective as of April 28, 19~, to fill the vacancy created by the promotion of Kenneth ~. ~urphy and temporarily being filled by G C Fellows; and the employment of Robert E.Browning as Police Patrolman at a salary of $157.30 per month, effective as of April 28, 19~, to fill the vacancy created by the release of E.C.~alters, Jr. On motion of Commissioner Carraway, seconded by Commissioner Lesher and carried, the Commission next authorized the City ~anager to pruchase a new sign for the front of the City Hall building, due to the fact that the present one iz beyond repair. On motion of Commissioner Krider, seconded by Commissioner Carraway and carried the Commission authorized the whiteway light in front of the Christian Church on Sanford Avenue and the whiteway light at the southeast corner of Palmetto Avenue and Commercial Street in front of the Seminole County ~(otors, placed back in service. Request next received from the U.S.Naval Reserve, the Coast Guard Auxiliary and Sanford Outboard Eotor Boat Association, Lessees of the Yacht Club Building, for the City to repair the roof on said building, providing the Lessees furnish all materials. Thereupon after considerable discussion and after examining the lease, which stipulates that the Lessees are to maintain the building in good state of repair, Com- missioner CarrawsN moved that the Lessees be referred to the terms of the lease. Seconded by Commissioner Krider and carried. On motion of Commissioner Carrawe.y , seconded by Commlssioner Lesher and carried, the Commission next denied the request of Mrs. Edward Kircher of the T.B.Associstion for a parking space in front of her office in the Touchton Building. the meetlrg then adjourned until 7:30 o'clock P.~.
