Meeting celled to order by the Chairmsn. ~inutes of all regular and adjourned meetings of the Commission for period of June 28th thru July 12th, 19~$ next read and aoproved. A delegation of the Seminole County Junior Chamber of Commerce, heeded by J. Brailey Odham, next appeared before the Board and submitteC their financial statement for the past year and requested an a~pro~riation of ~2,4©0.00 for the operation of their Tourist Progrsm. Mr Karlyle Housholder addressed the Commission pointing out the activities oi' the Organizetlon during the past year. ~.[atter taken under advisement. , next appeared OeI'ore tae ~...,r. Andrew Stine, Manager o~' t~e Hill Hardware Company Board to request an additional loading zone in i'ront of hie place oi' Ousiness on East F~rst Street. taken under advisement. ~atter Request next received ~rom the members of ti~e Police additional working hours eliminated, inasmuch as the ?ire Department work additional hours when their salary increase was approved. Action deferred until the new budget is prepared. On motion of Commissioner Carraway, seconded by Commissioner Chase Department to have their was not reeulred to and carried, the Commission next agreed to rent the Parachute Building st the alrbase to ?r. ~eeks, owner and operator of the Sanford Scale Company at s rental of ~35.00 per month, instead of the established rental of $50.00 per month, providing the 3anford Scale Company will paint the building within ninety days and at the approval of the Building Inspector. Communication next received from the Lumlno Company, requesting the City to stand part of the loss incurred in connection with water-proofing the City Hall Building, caused by sandblasting which they did not contemplate when the bid w&s submitted. No action te~en. Consideration wa~s next given to t~e condition ol' the warehouse building at the airport occupied Oy Central Florida Foods Inc. The City k~anager advised t~at due to the heavy rains, water was seeping thru the walls of the building. Commissioner Chase advised that there is a material w~ich the City can purchase and br~sh on with City labor v~ich would be cheaper than having the Job done by the Lumino Company. Thereupon the City ~anager was instructed to contact the Hanes Paint Store the ourohase of this material. '~r Ball fur~er requested that ~e City fu~ish an outlet to the nor~ across the Atlantic Coast Line R.R. tracks to Myrtle Avenue. No action taken. Communication next received from the Seminole County Chamber of Commerce, Seminole County Junior Chamber of Commerce and the Sanford Lions Club, commending the City in their recent action of their intent to constr~ct a swimming pool. CommUnication next received from ~r. Edward R.Sch~oeder, Creve Coeur,Elssouri, relative to operating epeedboate on Lake Monroe durlng the tourist season. Matter taken under advisement. Chief of Police R G ~illiams next reported that the State Farmers ~arket had employed George Balmes for police duty on the market property. City Attorney Wilson next submitted a Legal opinion relative to ~he St. Johns River Line Dock site and same was read in full by the Clerk. Thereupon Commissioner Carraway moved that said Legal opinion be accepted and ordered file~. Seconded by Commi£sioner Krider and carried. The mortgage referred bo was dated June l, 1933. As pointed out in the preceding paragraph, Agwilines Inc. appears to have succeeded at the interest of Clyde ~allory Lines. The east 14 feet of the property hereinbefore described is composed of an exbensi~ of an alley running through the center of Block i , Tier l, of E.R. Trafford's ~ap of Sanford. Attention is called to deed shown in entry ~lOO from Clyde Steamship Company to City of 5anford in which the Clyde Steamship Company conveys to the City 214.9 feet of land along the retaining wall "less a strip of land 2 feet wide along the north side of the above described property". I believe, however, that it was the intention of the Grantor to except the concrete retraining w~ll rather th~.n land. I wish to say in regard to the title that the property in question consists of the concrete rete. ining wall along the shore of L~ke ?.?nroe on the ~.outh e~d of s~id property and the remainder of the property consists of the waters of Lake :.~onroe and in view of the uncertainty of the law' in regard to Riparian rights, I cannot ~e~v any title to the lake would be acauired by a deed from St. Johns River Line Company. Taxes for the year 19~8 ,when a~seesed, will constitute a lien against the property. Respectfully submitted, Fred R.l?llson ?RW/mc Consideration was next given to the unpaid drug, medical and hospital bills rendered to the City as incurred by Joseph Garv~n, colored, who was shot by patrolman, C B Sparks. Thereupon Commissioner Carrawe~ moved that the Acting Zayor appoint one Com- missioner to meet with the County Commission relative to settlin~ the aforesaid Oille, and to be empowered to act on behalf of the City. Seconded by Commissioner Krider and carried. Thereupon Acting Nayor Lecher appointed Commissioner Chase to meet with the County Commission relative to settling the bills incurred by Joseph Garvin. Commissioner Carrawsy next submitted a reeue~t from the Victor Check Estate, for the City to purchase the property located at French Avenue and Seminole Boulevard and occupied by ~otors Inn, at an approximate cost of ~9,000.00.
