The City Commission of the City of Sanford, Florida met City Hall in the City of Sanford, Florida, at 2:00 o'clock P in adjourned cession at the · ~.Seotember l, 194~, Present: Commissioner Andrew Carraway, Acting Hayor. " Randall Chase " John Krider Sr. City Attorney Fred R Wilson City Manager & Clerk H N Sayer Deputy City Clerk Gordon L. Bradley Absent: Commissioner Robert A Williams, Mayor. " Lea R.Lesher. Meeting called to order by the Chairman. Further consideration next given to the existing fire hazard at ~he Municipal Airport created by the aviation gasoline left in the twelve underground storage banks by the Navy for the purpose of preserving the lining of the tanks. Thereupon after considerable discussion, Commissioner Chase moved that the City Manager dispose of the gasoline and fill the t~nk$ with water, in order to eliminate the public hazard caused by the aviation gasoline being stored in seld tanks. Seconded by Commissioner Erider and carried. Consideration next given to the request of the Fellowship Foundation to lease the Synthetic Trainer Building and the Laundry Building at the airport, and also to lease that portion of the airport property east and south of the runways for farm and grazing purposes. Thereupon after considerable discussion and on motion duly adopted, the Commission offered to lease ~he Fellowship Foundation the Synthetic Trainer Building for a period of ten years at a rental of $2,400.00 per year, the Laundry Building for a period of ten years at a rental of $960.00 per year, and the ~ack portion of the airport property for farm and grazing purposes for a period of ten years at a rental of $1,000. O0 per year. The Commission then proceeded to sit as a Tax Equalization Board to give further consideration to the complaints registered as to the assessed valuations on the 1948 Tax Roll. Consideration next given to the numerous complaints registered against the assessed valuations placed on vacant lots for year 1948. Letters then submitted from J.M. Cleminshaw Company, who revalued all property for the City, and the local Board appointed by the City Commission to assist in establishing land values, recommending that the assessed valuations on vacant land be reduced at least 20~. Thereupon after considerable discussion and on motion duly carried, the Board ordered a 20~ reduction in the assessed valuation placed on all unimproved real property classified as vacant lobs, pieces or parcels of land. On motion duly carried, the Equalization Board next ordered the assessed valuations placed on stocks of merchandise by the Tax Assessor reduced 15%. City ~anager & Clerk H.N.Sayer Deputy City Clerk Gordon L. Bradley. Absent: Robert A Williams, ~ayor. ~eeting called to order by the Chairman. Consideration next given to the appointment of a Board of Bond Trustees to serve as trustees of all bonds and to manage and control the Sinking Fund, in accordance with the provisions of Section 5?, as amended, of the City Charter. The Board of Bond Trustees having been dispensed with during the time the City was in default on its bonded indebtedness because of it being necessary for the City Commission to negotiate direct with the Bond creditors, and no new Board was ever appointed. Thereupon Commissioner Carraway moved that ~essrs Frank Shames, W.A.Leffler and George D Bishop be requested to serve as the Board of Bond Trustees of the City of Sanford, effective as of October l, 1948. Seconded by Co~missioner Chase and carried. Consideration next given to the appointment of a committee to revise the City Charter, it being the opinion of the Commission and several citizens that it should have a complete revision, for approval at the 1949 Session of Legislature, inasmuch as the Charter has not been revised since 1923, with the exception of a few amendments. Thereupon Commissioner Chase moved that Nessra H.James Gut, W C Hill, Karlyle Housholder, Frank S. Lamson, W.A.Leavltt, E G Kilpatrlck Jr., Geo A Speer Jr, Fred R. Wilson and A.Edwln Shinholser be requested to serve as a committee to revise the City Charter. Seconded by Commissioner Krider and carried. Further consideration next given to the ma%ter of checks being received by the Fellowship Foundation t~hat are payable to the .City of °anford, aea result of its solicit- ation of funds to carry out its program, of which the City Clerk was authorized to endorse in the name of the City to said Fellowship Foundation without recourse by Resolution No. 734, adopted by the City Commission under date of .August 23, 1948. Thereupon on motion of Commissioner Krider, seconded by Commissioner Chase and car- ried, the Commission directed the City Attorney to address a letter to the Fellowship Foundation stating that the Commission does hereby disapprove the making by any party, organization or agency of any future solicitations or requests for funds payable to or to be paid in the name of the City of Sanford, Florida, unless such use of the City's name has first been authorized and approved by the City Commission, and any funds received by the City or third party payable to the City or in the City's name without such prior authorization and approval, shall be returned by the City to sender forthwith. The Commission %hen proceeded to sit as a Tax Equalization Board to give con- sideration to any further complaints filed with the City Clerk since the meeting of September l, as to assessed valuations on the 1948 Tax Roll.
