City Commission, Sanford, Florida September 12 at 4:00 19 48
The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida, at 4:00 o'clock p M September l?, 1948.
Present: Commissioner Lea R Lesher , Acting Mayor.

City Manager & Clerk H.N.Sayer.
Deputy City Clerk Gordon L. Bradley.
Absent: Commissioner Robert A. Williams , ~yor.
The meeting called to order by the Cheirman .
The Commission then resolved itself in final session as a Tax Equalization Board tc con-
sider any further complaints filed with the City Clerk as to assessed valuations for year
194~.
Letter next submitted from Pribble,~ells,Fly & Moran, Public Accountants of Orlando,
certifying that the records of Purcell Company, 216 E. Flrst street, showed an inventory
of merchandise in the sum of $12,115.55 as of December 31, 1947. This inventory having
been estimated and assessed at $16,O00.00 less 25% by the Tax Assessor.
Thereupon Commissioner Chase moved that the assessed valuation for year 1948 against
the inventory of merchandise of Purcell Company be adjusted to $12,120.00 less 25%, and
less the 15% reduction in assessed valuations on all stocks of mercnandlse authorized by
the Equalization Board.
Seconded by Commissioner Krlder and carried.
There belng no further complaints or objections registered as to valuations on the
1948 tax roll, the Board then approved the valuations on such roll, as adjusted by said
Board, and adjourned as an Equalization Board.
Communication next read from Mr. Edward Higgins, ~anager of Seminole County Chamber
of Commerce, requesting the Commission to reconsider the proposed reduction of $600.00
in the appropriation for the Chamber of Commerce in the 1948-1949 Budget.
No action taken.
The Board then proceeded to a further study of the budget of revenues and expenditures
for the fiscal year 1948-19~9.
Thereupon Commissioner Carraway moved th~'t the Clerk be authorized and directed to
transfer from the Department of General Government in the 1948-1949 Budget, to the
Department of Debt Service, the Ordinary Fund's obligations for notes, contracts and
interest thereon in the sum of $24,115.00, representing notes payable to W.E.Klrchhoff Jr.
in sum of $500.00; to J.B.Adkine in sum of $500.00; to Victor Check Estate in sum of $~50.00,
and interest thereon; and contracts payable to J.M. Cleminshaw Company in sum of $10,200.00 ;
Otto Caldwell in sum of $5,690.00; and Hill Dredglng Corporation in sum of $6,000.00 .
Seconded by Commissioner Chase and carried.
Commissioner Carraway next moved the aporoval of the proposed budget for fiscal year
19~8-1949 and that same be published in the Sanford Herald.
Seconded by Commissioner Chase and carried.
On motion of Commissioner Carraway, seconded by Commissioner Chase and carried, the
Commission next authorized and directed that the tax levy for year 194~ be placed at
21.5000 mills , to be allocated as follows:
Department of General Government
Department of Debt Service
12.0000 Mills
